HOME PROGRAM COMMISSION Minutes April 24, 2018 MEMBERS PRESENT: STAFF PRESENT: Alderperson Dave Paff, Alderperson Anthony Kennedy, Alderperson Curt Wilson, Anita Faraone, Ronald Frederick and Scott Haraty Mike Maki The meeting was called to order at 4:45pm by Alderperson Paff, roll call was taken. Citizens Comments Esther Roberts, Kenosha Housing Authority, was available regarding Item 1. A motion was made by Ms. Faraone and seconded by Alderperson Wilson to approve the minutes of the December 4, 2017 meeting. The motion passed. (Ayes 6, Noes 0) 1. Election of Chairperson and Vice chairperson of HOME Program Commission A motion was made by Alderperson Kennedy and seconded by Mr. Haraty to nominate Alderperson Paff as Chairperson. The motion passed. (Ayes 6, Noes 0) A motion was made by Ms. Faraone and seconded by Alderperson Kennedy to nominate Mr. Haraty as Vice Chairperson. The motion passed. (Ayes 6, Noes 0) 2. 2018 HOME Program Description Public hearing opened. Ms. Roberts gave an overview of the program. Alderperson Paff asked how the HOME Program is different than Section 8. Ms. Roberts said they are funded by Federal dollars. The applicant is generally in the HOME Program for 2-3 years and then transition to Section 8 where they pay a portion of their rent in addition to the Federal assistance. Alderperson Paff asked if there were a lot of TBRA units in the downtown area. Ms. Roberts said they were spread throughout the City. Ms. Faraone asked what is the elderly age requirement. Ms. Roberts said 62. Ms. Faraone asked if you are 62, own your home and need have problems paying bills can you get help? Ms. Roberts said no, the funds are for rentals only. Public hearing closed. Mike Maki, Community Development Specialist, said the HOME TBRA money comes from Federal funds. HOME Program Commission April 24, 2018

Alderperson Paff asked if the HOME Rehab Loan is a 10 year loan. Mr. Maki said no, it is similar to a reverse mortgage. As long as the applicant resides in the home, there are no payments. When the applicant moves out or sells the property they must repay the loan with a 3% service fee. Alderperson Paff asked what are the qualifications. Mr. Maki said they must be within the income limits, be current on their Real Estate Taxes and Mortgage, have a credit score of 600 and no signs of financial distress. A motion was made by Alderperson Kennedy and seconded by Alderperson Wilson to approve the Program Description. Mr. Frederick said on page 3 you are referencing 50% of the family s median income. What is this amount, can you specify? Mr. Maki said it is different depending on the household size. Mr. Frederick said an example would prove helpful. Alderperson Kennedy said you are decreasing the funding to Habitat from 30% to 15%, have they been told this? Mr. Maki said yes. Ms. Faraone said with all of the subsidized housing in the area, why is the TBRA Program needed? Mr. Maki said many of those units are tax credit units which are at a higher rent level than people can afford. The motion passed. (Ayes 6, Noes 0) Commissioner's Comments Alderperson Kennedy thanked Ms. Faraone for her services on the HOME Program Committee. A motion was made by Alderperson Kennedy and seconded by Mr. Haraty to adjourn. The motion passed. (Ayes 6, Noes 0) The meeting adjourned at 5:15 pm.
