MONTGOMERY COUNTY BOARD OF COMMISSIONERS VALERIE A. ARKOOSH, MD, MPH, CHAIR KENNETH E. LAWRENCE, JR., VICE CHAIR JOSEPH C. GALE Call to Order Chair Arkoosh called the meeting to order. Minutes March 2, 2017 Roll Call and Pledge of Allegiance Chair Arkoosh, Vice Chair Lawrence, and Commissioner Gale were present. Register of Wills D. Bruce Hanes led the Pledge of Allegiance. Commissioners Comments Chair Arkoosh noted that there was an Executive Session on February 21 st to discuss legal and personnel matters. Chair Arkoosh noted the presence of Controller Karen Sanchez. Approval of Minutes Vice Chair Lawrence made a motion to approve the minutes of the February 16, 2017 meeting of the Montgomery County Board of Commissioners. Commissioner Gale seconded the motion. Chair Arkoosh brought the motion to a vote and it was adopted unanimously. Announcements, Commendations and Reports Colorectal Cancer Awareness Month Dawn Batman Ms. Batman presented regarding the importance of the early intervention for colon health. Screenings, like colonoscopies should be done at age 50 or earlier if you have a history of inflammatory bowel syndrome, ulcerative colitis, Crohn s disease, or relatives that have had colorectal polyps or cancer. Chair Arkoosh inquired about the number of people in Montgomery County that have been diagnosed with Colorectal Cancer. Ms. Batman responded that in the last 5 years over 2,000 were diagnosed and in that same time frame, almost 700 residents lost their lives to the disease. Chair Arkoosh reiterated that Colorectal Cancer is absolutely preventable with early intervention. Resolutions Montgomery County Youth Center Board Appointment Vice Chair Lawrence made a motion that Sarinia Feinman be appointed to the Board of Managers of the Montgomery County Youth Center for a term to begin immediately

and to expire on March 2, 2020 and to serve at the pleasure of the Commissioners and in accordance with the current duly-adopted By-Laws. Commissioner Gale seconded the motion. There was no board comment. There was no public comment. Chair Arkoosh brought the motion to a vote and it was adopted unanimously. Advertisements of RFPs On motion of Commissioner Gale, seconded by Vice Chair Lawrence, the following request for advertisements of Bids and an RFP were authorized unanimously, subject to the approval of the County Solicitor: Montgomery County: 1. RFP on behalf of ITS for a Master Data Consolidation 2. Bid on behalf of Assets & infrastructure for 2017 Guide Rail 3. Bid on behalf of Assets & Infrastructure for Sunrise Mill Barn Shingle Replacement There was no board comment. There was no public comment. Chair Arkoosh brought the motion to a vote and it was adopted unanimously. The full text of resolution 17- C. 89 can be found in the appendix of this document. Awards of Contract Vice Chair Lawrence made a motion to approve the preceding awards of contract, as well as the contracts for the Southeast PA Regional Task Force, as described by the Chief Operating Officer Lauren Lambrugo, and to authorize the proper County Officials to execute the same, subject to the approval of the County Solicitor. Commissioner Gale seconded the motion. There was no board comment. There was no public comment. Chair Arkoosh brought the motion to a vote and it was adopted unanimously. General Public Comment Commissioners Comments Upcoming Meeting Dates The next meeting of the Montgomery County Board of Commissioners will be at 10am on Thursday, March 16, 2017. Adjournment On motion of Commissioner Gale, seconded by Vice Chair Lawrence, the March 02, 2017 meeting of the Montgomery County Board of Commissioners was adjourned. Salary Board

Controller Sanchez made a motion to approve the March 2, 2017 Salary Board presentation as given by our Director of Human Resources, Donna Pardieu, with the exception of the transfer of Etta Lawrence, and to authorize the proper County Officials to execute the same. Vice Chair Lawrence seconded the motion. There was no board comment. There was no public comment. Chair Arkoosh brought the motion to a vote and salary board was adopted unanimously. Adjournment On motion Controller Sanchez, seconded by Vice Chair Lawrence, the March 2, 2017 meeting of the Montgomery County Salary Board was adjourned.

MONTGOMERY COUNTY COMMISSIONERS March 2, 2017 17-C. 88 On motion of Vice Chair Lawrence, seconded by Commissioner Gale, it was unanimously adopted that Sarinia Feinman be appointed to the Board of Managers of the Montgomery County Youth Center for a term to begin immediately and to expire on March 2, 2020 and to serve at the pleasure of the Commissioners and in accordance with the current duly-adopted By-Laws.

MONTGOMERY COUNTY PURCHASING DEPARTMENT SUBJECT: Contract Award DATE: March 2, 2017 Security Equipment & Installation Amendment BUDGET: 1118.800160 TO: Lauren M. Lambrugo, Chief Operating Officer/Chief Clerk Dean J. Dortone, Chief Financial Officer FROM: Joseph Coco, Director of Purchasing Kindly arrange for passage of the following Resolution, subject to the approval of the County Commissioners and the County Solicitor. It was moved by Vice Chair Lawrence, seconded by Commissioner Gale and agreed that the following Resolution is hereby adopted. 1. Per Commissioners Resolution 17-C.26 dated January 5, 2017, the County awarded a contract for Security Equipment and installation of the equipment for the new Adult Probation Office to Valley Forge Security Center of King of Prussia, PA, for a total cost of $42,855.00. 2. The Security Department on behalf of the Adult Probation Department requests an additional $3,096.00 for additional scope required to complete the project. NOW THEREFORE BE IT RESOLVED that the contract awarded to Valley Forge Security Center of King of Prussia, PA, for Security Equipment and installation, be amended for a new total lump sum price of $45,951.00.

MONTGOMERY COUNTY COMMISSIONERS March 2, 2017 17-C.91 On the motion of Vice Chair Lawrence, seconded by Commissioner Gale, it was unanimously adopted that 1. Montgomery County Behavioral Health, a non-profit corporation (herein referred to as MCBH) in conjunction with the Department of Behavioral Health/Developmental Disabilities is in need of services in order to provide Reinvestment plans as approved by the State. 2. MCBH has determined the scope and extent of such services as submitted and approved by MCBH and the State. Such proposal is recommended by the MCBH Board of Directors and the Assistant Director, Health and Human Strategic Support to provide these services as follows: Resources for Human Development Certified Peer Specialist Contract Period July 1, 2015 through December 31, 2017. Health Choices Reinvestment Amended Contract Amount $279,278.00 3. This amendment is prepared to add a Certified Peer Training Specialist and to extend the contract end date from December 31, 2016 to December 31, 2017. 4. The funding for this program is 100% from HealthChoices. THEREFORE, IT IS HEREBY RESOLVED that the proper County Officials, in accordance with the authority conferred by law, subject to approval by the County Solicitor, and based upon the recommendation of the Assistant Director, Health and Human Strategic Support are authorized to amend the contract with Resources for Human Development of Philadelphia, PA for an estimated total contract amount of $279,278.00.

Lambrugo, Chief Operating Officer/Chief Clerk Dean J. Dortone, Chief Financial Officer Joseph Coco, Director of Purchasing Kindly arrange for passage of the following Resolution, subject to the approval of the County Commissioners and the County Solicitor. It was moved by Vice Chair Lawrence, seconded by Commissioner Gale and agreed that the following Resolution is hereby adopted. 1. Specification 6289, bid for Pavement Painting Services for the Department of Assets & Infrastructure, was awarded to Traffic & Safety Signs Inc. of Kennett Square, PA, with one (1) optional annual renewal. 2. It is the recommendation of the Department of Assets & Infrastructure to renew the contract with Traffic & Safety Signs Inc. of Kennett Square, PA for the first additional one (1) year period, for a total estimated amount of $109,500.00. NOW THEREFORE BE IT RESOLVED that the bid of Traffic & Safety Signs Inc. of Kennett Square, PA, be renewed for a total estimated amount of $109,500.00.

MONTGOMERY COUNTY PURCHASING DEPARTMENT SUBJECT: Legal Research Services DATE: March 2, 2017 LexisNexis and Westlaw BUDGET: TO: Lauren M. Lambrugo, Chief Operating Officer/Chief Clerk Dean J. Dortone, Chief Financial Officer FROM: Joseph Coco, Director of Purchasing Kindly arrange for passage of the following Resolution, subject to the approval of the County Commissioners and the County Solicitor. On the motion of Vice Chair Lawrence, seconded by Commissioner Gale, it was unanimously adopted that: 1. The County has need for legal and related research services for use by the Board of Judges, District Attorney, Public Defender, Solicitor, MCCF, and multiple row offices. 2. Services for all these users are being consolidated under Master Agreements with Thomson Reuters/Westlaw and Matthew Bender/LexisNexis. 3. Consolidating the contracts will provide increased access and savings to the using agencies. 4. Estimated contract value for the period of January 1, 2017 through December 31, 2017 is $460,000.00. NOW, THEREFORE, BE IT RESOLVED the County Commissioners hereby authorizes entering into Master Agreements with Thomson Reuters/Westlaw and Matthew Bender/LexisNexis as indicated above.

MONTGOMERY COUNTY COMMISSIONERS March 2, 2017 17-C. 95 On motion of Vice Chair Lawrence, seconded by Commissioner Gale, it was unanimously adopted that: 1. The Montgomery County Department of Behavioral Health/Developmental Disabilities (hereinafter BH/DD ) provides services for BH/DD clients of Montgomery County. 2. BH/DD has determined the scope and extent of such services and the providers listed below have submitted an individual budget, accepted and approved by the Assistant Director, Health and Human Strategic Support to provide these services for the contract period specified below. 3. Dortone, Chief Financial Officer FROM: Joseph Coco, Director of Purchasing Kindly arrange for passage of the following Resolution, subject to the approval of the County Commissioners and the County Solicitor. It was moved by Vice Chair Lawrence, seconded by Commissioner Gale and agreed that the following Resolution is hereby adopted. 3. The Commissioners have previously adopted Resolution #16-C.56, to furnish and deliver Office Supplies for a one (1) year period for the Southeastern Pennsylvania Counties Cooperative Purchasing Board (SPCCPB). 4. The contract, managed by Chester County, provided the SPCCPB to extend the contract an additional one (1) year period. 5. The contract pricing is as per Pennsylvania State COSTARS Contract #004-080 with Office Basics, Inc. of Boothwyn, PA, to provide Office, School and Library Supplies to State Agencies and Political Subdivisions under Act 31, 1971, which precludes the need for advertised bidding. 6. It is the recommendation, the SPCCPB and the Director of Purchasing, to extend the contract for an additional one (1) year period with Office Basics, Inc. of Boothwyn, PA, with no increase in price, for Montgomery County s total estimated price of $60,000.00. NOW THEREFORE BE IT RESOLVED, that the contract of Office Basics, Inc. of Boothwyn, PA, for furnishing and delivering Office Supplies on behalf of the Southeastern Pennsylvania Counties Cooperative Purchasing Board, be extended for an additional one (1) year period beginning February 1, 2017 through January 31, 2018 for an estimated total lump sum price of $60,000.00.

Two (2) responses were received. 2. It is the recommendation of the Department of Public Safety to accept the bid of Gen-El Safety & Industrial Products LLC of Randolph, NJ, for a total lump sum price of $65,758.25, it being the lowest total lump sum price bid received in strict accordance with the Specifications. NOW THEREFORE BE IT RESOLVED that the bid of Gen-El Safety & Industrial Products LLC of Randolph, NJ, for a total lump sum price of $65,758.25, is hereby accepted, and that the proper County Officials are hereby authorized to prepare the necessary documents.

The District Attorney s Office has requested the use of a Pennsylvania State contract to purchase five (5) vehicles. 2. The Commonwealth of Pennsylvania has entered into contracts with various suppliers including Whitmoyer Auto Group, of Mt. Joy, PA, Apple 200 Eisenhower Inc. of Hanover, PA and GHK Company Inc., dba Kelly Automotive Group (Kelly Nissan) of Easton, PA for the purchase of vehicles to State Agencies and Political Subdivisions under Act 31, 1971 at State Contract prices. THEREFORE IT IS HEREBY RESOLVED that contracts be authorized with Whitmoyer Auto Group, of Mt. Joy, PA, Apple 200 Eisenhower Inc. of Hanover, PA and GHK Company Inc., dba Kelly Automotive Group (Kelly Nissan) of Easton, PA for five (5) vehicles for a total amount of $129,881.00, through Pennsylvania State contracts, which precludes the need for advertised bidding.

K2 Solutions of Southern Pines, NC will provide the training for a total amount of $23,950.00. THEREFORE IT IS HEREBY RESOLVED that a contract be authorized with K2 Solutions of Southern Pines, NC, to provide Training for the Regional Counties, for a total amount of $23,950.00.

It was moved by Vice Chair Lawrence, seconded by Commissioner Gale and agreed that the following Resolution is hereby adopted. 1. The County, on behalf of the Southeastern Pennsylvania Regional Task force has solicited Request for Proposal (RFP 16-66), Mass Care Plan & Sheltering Plan for Delaward County. 2. RFP 16-66 was advertised publicly on www.publicpurchase.com. The RFP was issued to seven hundred fifty-nine (759) providers and five (5) responses were received. 3. The Southeastern Pennsylvania Regional Task Force recommends entering into a contract with Hagerty Consulting of Evanston, IL to provide a Mass Care Plan & Sheltering Plan for Delaware County as requested under RFP 16-66 for a total amount of $43,535.00. NOW THEREFORE BE IT RESOLVED that the proper County Officials, in accordance with the authority conferred by law, subject to the approval of the County Solicitor, are hereby authorized to enter into a contract with Hagerty Consulting of Evanston, IL for a Mass Care Plan & Sheltering Plan for Delaware County, for a total amount, not-to-exceed, $43,535.00.
