ALPHA PHI ALPHA FRATERNITY, INCORPORATED EASTERN REGION CONSTITUTION AND BY-LAWS Alpha Phi Alpha Fraternity develops leaders, promotes brotherhood and academic excellence, while providing service and advocacy for our communities.

PREAMBLE We, the members of Alpha Phi Alpha Fraternity, Incorporated, Eastern Region in order to promote a more perfect union among college men; to aid and insist upon the personal progress of its members; to further brotherly love and a fraternal sprit within the organization; to discountenance evil; to destroy all prejudices; to preserve the sanctity of the home; the personification of virtue and chastity of women; do enact and establish this Constitution for the government of its members, in accordance with Article VII, 1 (Constitution and Parliamentary Authority) of the Alpha Phi Alpha Fraternity Constitution & By-Laws. THE GENERAL ORGANIZATION Each chapter of Alpha Phi Alpha Fraternity, Incorporated, is a unit of and subject to the rules and regulations of the General Organization of Alpha Phi Alpha Fraternity, Incorporated. The Constitution of The Eastern Region shall not conflict in any way with the Constitution and By-Laws of the General Organization. This Constitution & By-Laws of The Eastern Region shall not conflict in any way with the Constitution & By-Laws of the General Organization. CERTIFICATION I hereby certify that the Constitution and By-Laws that follow have been accepted and approved by the Eastern Region Convention, as provided in the Constitution of Alpha Phi Alpha Fraternity, Incorporated, and recorded during the 83rd Eastern Region Convention proceedings April 2015. This Constitution is the basic law of the Eastern Region, and supersedes all previous regional laws, rules and regulations. R. ARTICLE I NAME, MISSION, OBJECTIVES & SYMBOLS Section 1. NAME 1.1 The name of this organization shall be Alpha Phi Alpha Fraternity Eastern Region, hereafter referred to as the Eastern Region. 1.2 The Eastern Region shall be made up of the following districts: 1.2.1 District 1 Bermuda, Germany, Liberia, South Africa, United Kingdom 1.2.2 District 2 Connecticut, Massachusetts, Maine, New Hampshire, Rhode Island, Vermont 1.2.3 District 3 New York 1.2.4 District 4 New Jersey 1.2.5 District 5 Pennsylvania 1.2.6 District 6 District of Columbia, Delaware, Maryland, and 1.2.7 District 7 Virginia Section 2. Section 3. Section 4. MISSION Alpha Phi Alpha Fraternity, Incorporated, Eastern Region develops leaders, promotes brotherhood and academic excellence, while providing service and advocacy for our communities. OBJECTIVES The objectives of this Fraternity shall be: to stimulate the ambition of its members; to prepare them for the greatest usefulness in the causes of humanity, freedom and dignity of the individual; to encourage the highest and noblest form of manhood; and to aid down-trodden humanity in its efforts to achieve higher social, economic and intellectual status. SYMBOLS The Symbols of The Eastern Region shall be the same as Alpha Phi Alpha Fraternity, Incorporated. ARTICLE II EASTERN REGION ORGANIZATION Section 1. Composition 1.1 Active members of The Eastern Region shall be comprised of Colleges, and Alumni chapters as defined by the Constitution and By-Laws of the Alpha Phi Alpha Fraternity, Inc. hereafter referred to as The Fraternity. 1.2 Members of active chapters shall be those who have satisfied their financial and/or academic obligations as defined in the Constitution and By-Laws of the The Fraternity. 1.3 All elected and appointed officers of The Fraternity, may attend an The Eastern Region Convention and participate in its proceedings, but shall not be entitled to vote. ARTICLE III MEETINGS Section 1 General Meetings 1.1 The leading and legislative body of The Eastern Region shall be its Regional Convention, hereafter referred to as The Convention, which shall meet once a year at such time and place as determined at the pervious The Eastern Region convention and prior to any scheduled General Convention of The Fraternity. Section 2 Special Meetings 2.1 The Regional Vice President, or by written petition of two thirds (2/3) of the chapters in good standing may call a Special Convention of The Eastern Region. 2.2 The Regional Vice President shall notify the membership at least ninety days (90) prior to the convention date, and include in the notice, the purpose, date, time and location of the special convention. Section 3 Organization of the Regional Convention 3.1 The Regional Convention, hereafter referred to as The Convention, shall be composed as prescribed by Article III, 1.2 1.3 and 2.2-2.4 in the Constitution of the The Fraternity. Section 4 Voting 4.1 Chapter representation at The Convention shall be in accordance with Article III, 4 in the Constitution of the The Fraternity. Section 5 Quorum of the Regional Convention One-fourth of the delegates registered at The Convention shall constitute a quorum. ARTICLE IV REGIONAL OFFICERS Section 1. Elected and Appointed Officers Alpha Phi Alpha Fraternity Eastern Region 5 v201404-002

1.1 The elected officers of The Eastern Region shall be as noted in Article III, 3 of the Constitution of The Fraternity. 1.2 The Regional Vice President shall appoint such other officers as may be necessary for the conduct of the business of The Eastern Region. Section 2 Requirements for Elected and Appointed Officers 2.1 A candidate for nomination and election to the office of Regional Vice President and Regional Assistant Vice President must meet the requirement as specified in Article IV, 3.4 in the Constitution of The Fraternity. 2.2 A candidate for appointed office shall meet all of the requirements as defined in Article VII, 1.3 of the By-Laws of The Fraternity. Section 3 Election of Officers Regional officers shall be elected by secret ballot at The Convention as prescribed by the Standing Committee on Elections. A candidate for an office, who receives a majority of the votes cast by chapter delegates at the The Convention present and voting, is thereby elected to office. Section 4. Tenure and Restrictions 4.1 The Regional Vice President s term shall be as prescribed by Article IV, 4 in the Constitution of the The Fraternity. 4.2 The Regional Vice President having served for two consecutive terms (four years) in the current office, to which he is elected, becomes ineligible for a third successive elected term in that office. 4.3 The term of office of the Assistant Regional Vice President is one year. 4.4 The Assistant Regional Vice President having served for two consecutive terms (two years) in the current office, to which he is elected, becomes ineligible for a third successive elected term in that office. 4.5 Appointed officers must meet the requirements as specified in Article VII, 1.3 in the By-Laws of The Fraternity. Section 5. Vacancies 5.1 All vacancies occurring in a regional elected office shall be filled in accordance with Article IV, 3.5 in the Constitution of The Fraternity. 5.2 All vacancies occurring in regional appointed officers between regional conventions shall be filled at the discretion of the Regional Vice President. Section 6 Removal of Officers 6.1 A regional officer shall be removed from office in accordance with Article I, 6 of the Constitution and By-Laws of The Fraternity. 6.2 An appointed officer shall be removed from office, by the Regional Vice President, or by two-thirds (2/3) vote of the Executive Board members present and voting at any Executive Board meeting, for: 6.21 Exhibiting conduct inconsistent with the duties and functions of the office for which appointed; Alpha Phi Alpha Fraternity Eastern Region 6 v201404-002

6.22 Displaying conduct inconsistent with the laws and regulations of The Fraternity and The Eastern Region ; 6.23 Commission of acts which tend to reflect unfavorably upon The Eastern Region ; and consistent absenteeism (such as more than three (3) consecutive unexcused absences) of Executive Board meetings without prior notification to the Regional Vice President or the Executive Board. ARTICLE V EXECUTIVE BOARD Section 1. Composition 1.1 The Executive Board ( The Board ) shall consist of voting and non-voting members. 1.2 The voting members of The Board shall consist of the elected officers of The Eastern Region, including the Regional Vice President, Regional Assistant Vice President, the seven (7) District Directors, seven (7) Assistant District Directors, Director of Budget & Finance, Secretary, Financial Secretary, and Treasurer, and Immediate Past Regional Vice President. 1.3 The non-voting members of The Board shall consist of, Chief of Staff Executive Director, and General Counsel. Section 2 Meetings 2.1 The Executive Board shall meet twice annually. A special meeting of the Executive Board can be called by the Regional Vice President, or by petition of not less than two-thirds (2/3) of the voting members of the Board. 2.3 The Regional Vice President may utilize Video/Conference calls for all board meetings as deemed appropriate. Section 3 Quorum A Quorum of the Executive Board shall consist of at least eleven (11) of the voting members of The Board. Section 4. Duties 4.1 The Executive Board shall exercise the authority of bringing to The Convention for action recommendations on the general affairs, and programs of The Eastern Region. 4.2 The Board shall have the powers of the regional body in matters, which necessitate action by the body between Regional Conventions. All such actions taken by The Board in such instances must be ratified at the next The Convention. 4.3 The Executive Board shall act as trustees of The Eastern Region, and be responsible to The Eastern Region Alpha Phi Alpha Fraternity Eastern Region 7 v201404-002

4.4 The Regional Vice President shall convene The Board when the general affairs of The Eastern Region warrant consideration by The Board between Regional Conventions. 4.5 Alpha Phi Alpha Fraternity, Incorporated is the sovereign body. No actions taken by The Board shall be in conflict with the board of directors of The Fraternity or the Supreme Governing Body of The Fraternity. ARTICLE VI AMENDMENTS Section 1. Proposals for Amendment 1.1 Any active member of The Eastern Region or Chapter wishing to amend the Regional Constitution shall submit the proposed change to their respective District Director not less than 60 days prior to the next succeeding District Conference. 1.2 The District Director shall send copies of all proposed amendments to their respective chapters not less than 30 days prior to the start of the next succeeding District Conference. 1.3 Upon the affirmative vote of the majority of the delegates present and voting at the District Conference, the District Director shall forward all proposed amendments to the Regional Executive Director not more than 30 days after the close of the District Conference. 1.4 The Regional Executive Director shall send copies of all proposed amendments to each Chapter not less than 45 days prior to the next succeeding Regional Convention. Section 2. Adoption of Amendments 2.1 Adoption of amendments at the Regional Convention shall require the affirmative vote of three-fourths (3/4) of the delegates present and voting at The Convention. 2.2 All amendments to the Regional Constitution adopted by The Convention shall be submitted, within 60 days after adoption, to all chapters in The Eastern Region for approval or disapproval, except otherwise provided in this Constitution and By-Laws to conform to a 30 day deferral period. A negative vote, within sixty 60 days after submission, of fifty-one (51) percent of the Chapters in AlpahEast shall be sufficient to veto the action of the Regional Convention. Chapter votes shall be transmitted to the Regional Executive Director by certified mail. Alpha Phi Alpha Fraternity Eastern Region 8 v201404-002

Section 3. Limitations The Regional Convention shall consider only such proposed amendments to the Constitution and By-Laws as shall have been submitted, in the manner and within the time limits prescribed in this Constitution, unless it can be shown that the District Director or Regional Executive Director intentionally failed to comply with the provisions of this Article, or that any act of omission on his part was the result of gross negligence. ARTICLE VII FINANCIAL AND DISCIPLINARY POWERS Section 1. Section 2. Section 3. Section 4. Special Assessments The Eastern Region shall have the option to levy at most 1 (one) special assessment on its members during an annual budget cycle for its proper maintenance of Regional operations. Active members of The Eastern Region shall be given a 90 day advanced notice of any proposed assessment. The approval of the assessment shall be by three-fourths (3/4) vote of delegates present and voting at The Convention prior to the budget year the assessment is to take effect. Annual Budget After approval of the annual budget by The Convention, any changes thereafter in the ceiling amount shall require a three-fourths (3/4) vote of The Board members present and voting at The Board meeting. Discipline of Chapter The Eastern Region shall have the power to discipline a member Chapter. Penalty may be censure, fine, or suspension. Any Chapter who willfully violates any part of this Constitution and/or the By-Laws shall be subject to disciplinary actions by The Eastern Region. Suspended Chapter / Member Any Chapter suspended from The Convention or member suspended from The Eastern Region shall refrain from wearing the Alpha Phi Alpha Badge until such time as the suspension has been lifted. Failure on the part of a suspended chapter or member to observe this provision may be referred for disciplinary action to the General Convention. ARTICLE VIII CONSTITUTION AND PARLIAMENTARY AUTHORITY Section 1 Section 2 Constitution and Bylaws This Constitution shall not conflict in any way of its provisions with the Constitution and By-Laws of Alpha Phi Alpha Fraternity, Inc. BY-LAWS ARTICLE I DUTIES AND RESPONSIBILITIES OF ELECTED REGIONAL OFFICERS Section 1 Duties of the Regional Vice President 1.1 The Duties of the Regional Vice President shall include, but shall not necessarily be limited to the following: 1.11 He shall provide supervision for the activities of all Chapters within the The Eastern Region. 1.12 He shall settle controversies and misunderstandings within The Eastern Region. 1.13 He shall submit a complete financial statement to each General Convention and to the The Eastern Region. Regional Convention of all funds received and allocated from all sources and the use made of such funds. The statements are to be approved by a certified public accountant. 1.14 The Regional Vice President shall have authority to suspend a member or a chapter. The suspended member or chapter shall have the right of appeal to the General Convention or, the Board of Directors of The Fraternity if the convention is not in session. 1.15 He shall perform such other duties as may from time to time be assigned to him by the General President and shall act in his stead when so requested. 1.2 The Regional Vice President shall have the power to appoint District Directors and other Officers to assist in running the region. Section 2 Duties of the Regional Assistant Vice Presidents 2.1 The Regional Assistant Vice President shall assist the Regional Vice President in dealing with College Chapter affairs in The Eastern Region. 2.2 The Regional Assistant Vice President shall perform such other duties as may be assigned to him by the General President, or by the Vice President of The Eastern Region. 2.3 The Regional Assistant Vice President shall represent all The Eastern Region chapters on the Board of Directors of The Fraternity. 2.4 The Regional Assistant Vice President shall recommend Brothers to standing and special committees. 2.5 The Regional Assistant Vice President shall join with the Regional Vice President in making recommendations to the Regional Convention on how funds are to be used. 2.6 The Regional Assistant Vice President shall assist in preparations for conventions in The Eastern Region. Section 3 Removal of Elective Officers Elected or appointed officers of The Eastern Region are subject to removal from office for, violation of his oath of office, the Constitution, the Standing Orders and other such rules and regulations of The Fraternity, malfeasance, or participation in any criminal or civil action that puts The Fraternity at risk. ARTICLE II DUTIES AND RESPONSIBILITIES Of APPOINTED REGIONAL OFFICERS Section 1 REGIONAL EXECUTIVE DIRECTOR 1.1 He shall assist the Regional Vice President with all administrative matters and serve as the chief administrative officer of the region. 1.2 He shall supervise the Regional Executive Director s division, all committee chairmen and work under such division. 1.3 He shall work with the Regional Vice President, District Directors and the Corporate Headquarters to update and reconcile chapter and membership status reports, maintain accurate and up-to-date records of activities within the region. 1.4 He shall serve as a member of the region s Convention and Strategic Planning Committees and make recommendations to the Regional Vice President with respect to all activities as they impact the region. 1.5 Shall perform all other duties and responsibilities as assigned by the Regional Vice President. Section 2 ASSISTANT REGIONAL EXECUTIVE DIRECTOR 2.1 He shall assist the Regional Vice President and Regional Executive Director with all administrative matters of the region. 2.1 He shall work with the Regional Vice President and the Director of College Brothers Affairs to coordinate the College Brothers Retreat, College Brothers Caucus and workshop development specifically for college Brothers enhancement. 2.3 He shall perform all other duties and responsibilities as assigned by the Regional Vice President and the Regional Executive Director. Section 3 CHIEF-OF-STAFF 3.1 He shall serve as the Regional Vice President point-of-contact, and coordinate with the Regional Executive Director in all matters pertaining to staffing and personnel, administration, project completion, information technology, and regional operations. 3.2 He shall implement the objectives, goals, plans, and direct all administrative, financial, and operational activities of the Region as directed by the Regional Vice President. 3.3 He shall work in conjunction with the Regional Executive Director and Regional Board of Directors on all matters pertaining to strategic initiatives of The Fraternity and The Eastern Region. 3.4 He shall be responsible for creating and maintaining a reporting system that allows for a timely flow of necessary data into the office of the Regional Vice President from all relevant appointed positions and direct reports. 3.5 He shall serve as a member of the region s Convention and Strategic Planning Committees and make recommendations to the Regional Vice President with respect to all activities as they impact the region. 3.6 He shall perform all other duties and responsibilities as assigned by the Regional Vice President Section 4 SECRETARY 4.1 He shall serve as the official record-keeper of all meetings of the regional staff, Executive Board, and Regional Conventions and District Conferences. 4.2 He shall work closely with the Director of Communications to distribute all minutes of meetings to the officers and members of the region. 4.3 He shall serve as a resource to all officers regarding the official documentation and information as it pertains to The Fraternity. 4.4 He shall maintain the official address of the region with the United States Postal Service and provide an adequate central filing system. Section 5 TREASURER 5.1 The Treasurer shall report to the Regional Vice President, and coordinate with the Director of Budget and Finance. 5.2 He is the chief financial officer for The Eastern Region and shall have charge of and be responsible for the proper safeguard of all monies and funds in accordance with the accounting policies of The Fraternity. 5.3 He shall make reports of the regional finances at executive meetings. 5.4 He shall work with the Director of Budget and Finance to prepare a regional budget for review and adoption. 5.5 The Board shall require that the Treasurer, as an express condition precedent to his taking office, execute a bond with corporate surety payable to The Eastern Region. Section 6 FINANCIAL SECRETARY 6.1 The Financial Secretary shall report to the Regional Vice President, and coordinate with the Director of Budget and Finance. 6.2 He shall assist the Regional Treasurer in maintaining all financial records. 6.3 He shall keep records of all financial members and submit funds collected to the Regional Treasurer for deposit. 6.4 He shall make quarterly updates to the financial members roll; promotes reclamation activities for The Eastern Region. 6.5 He shall assist the Regional Treasurer in preparing the regional budget for review and adoption. 6.6 The Board shall require that the Financial Secretary, as an express condition precedent to his taking office, execute a bond with corporate surety payable to The Eastern Region. Section 7 DIRECTOR OF BUDGET AND FINANCE 7.1 He shall report directly to the Regional Vice President. 7.2 He shall monitor all financial expenditures pertaining to The Eastern Region for compliance with the regional adopted budget. 7.3 He shall report all inconsistencies in expenditures of regional programs and projects to the Regional Vice President and The Board. 7.4 He shall prepare the regional budget for review and adoption. 7.5 The Board shall require that the Director of Budget and Finance, as an express condition precedent to his taking office, execute a bond with corporate surety payable to The Eastern Region. Section 8 Section 9 CHAPLAIN He shall be responsible for attending to all religious services as they relate to The Eastern Region. He shall conduct the Omega Service and all other spiritual activities during regional gatherings of the brotherhood. ASSOCIATE CHAPLAIN He shall assist the Chaplain in all designated duties. Section 10 PARLIAMENTARIAN 10.1 He shall serve as a consultant to the Regional Vice President and officers pursuant to Roberts Rule of Order. 10.2 He shall be responsible for the general education and instructions of business meetings protocol and assist the Regional Vice President with interpretation of any chapter, district, region or national by-laws and constitution. Section 11 ASSISTANT PARLIAMENTARIAN He shall assist the Parliamentarian with all consultative matters of the Region. He shall work with the Assistant Regional Vice President and officers pursuant to Roberts Rules of Order. Section 12 LEGAL COUNSEL 12.1 He shall be the Chief Legal Officer of The Eastern Region and serve as liaison to the General Counsel of The Fraternity. 12.2 He shall, when so required by the Regional Vice President, and the General Counsel, represent the Fraternity in all legal matters affecting or pertaining to The Eastern Region. 12.3 He shall serve as Legal Advisor to the Regional Officers and render opinions at their request. 12.4 He shall examine and advise upon the legal adequacy of all securities in which the funds of The Eastern Region are invested, or are to be invested. 12.5 He shall, at the request of the Regional Vice President and General Counsel represent the Fraternity in litigation involving a Chapter in any matters pertaining to Chapter business. Section 13 DIRECTOR OF EDUCATION He shall develop and maintain a curriculum for personal and professional development to be implemented as appropriate at the Regional Staff Meetings and Regional Conventions. He shall develop and publish a report of educational initiatives for the fraternal year Section 14 ASSOCIATE EDITOR TO THE SPHINX/NEWSLETTER 14.1 He shall serve under the direction of the Director of Communications. 14.2 He shall be responsible for submitting articles to the Sphinx Magazine regarding regional activities 14.3 He shall assist and support the Editor of the Sphinx Magazine as required to maintain the current level of quality. 14.4 He shall encourage all chapters in the region to submit at least one article per year to the Sphinx Magazine. 14.5 He shall provide photographic coverage of regional activities such as conventions, staff meetings, conferences, social events, and special recognition. 14.6 He shall provide a display of the photographs at subsequent meetings. 14.7 He shall provide copies of photographs to the brothers in the photographs for personal use and as a memento of the event 14.8 He shall publish a bi-monthly regional newsletter to include news and announcements regarding activities of the Brotherhood in the Eastern region. 14.9 He shall solicit feature articles related to programmatic topic and/or topics of interest to the general Brotherhood for chapters and Brothers within the Eastern region. 14.10 He shall recruit a newsletter staff to write or gather materials to be included in the newsletter. 14.11 He shall edit, proofread, layout, design and submit the newsletter for printing. He shall coordinate the distribution and delivery of the Regional Newsletter to the Eastern region membership. Section 15 HISTORIAN 15.1 He shall maintain accurate and up to date records of all regional events in the form of a scrapbook. 15.2 He shall present regional and national fraternity history to the region at the request of the Regional Vice President. 15.3 He shall work closely with the Associate Director of Communications - Editor of The Sphinx/Newsletter to publish articles in The Fraternity, and The Eastern Region medium. Section 16 DIRECTOR OF CONVENTIONS 16.1 In conjunction with the Regional Vice President, he shall oversee the preparation and distribution of the RFP to prospective convention bureaus. 16.2 Serve as the Chief Convention Planner and convene meetings with prospective hotels, local convention bureaus and local chapter planning committees. He shall supervise the Convention Planning Division, committee chairmen and work under such division. 16.3 He shall submit progress reports to the Regional Vice President, Regional Assistant Vice President, and Executive Director with regard to convention planning activities. 16.4 Under the direction of the Regional Vice President he shall prepare the convention agenda and coordinate all convention activities Section 17 DIRECTOR OF COMMUNICATIONS 17.1 Under the direction of the Regional Vice President, he shall publish the Fraternity s standards and policies regarding the use of its intellectual property and any other corporate branding items. 17.2 He shall design and implement suggested layout and formatting of letterhead, envelopes and business cards. 17.3 He shall maintain a conduit by which The Eastern Region will be provided upto-date information regarding activities on The Fraternity, and other Regions and associated Districts. 17.4 He shall maintain a secure forum for Brothers to discuss issues of great concern to The Fraternity. 17.5 He shall maintain an on-line vehicle to assist with the dissemination of information throughout The Eastern Region. 17.6 He shall maintain a secure area on the web to allow regional leadership to disseminate and retrieve information of a sensitive nature by investigating the feasibility of using the corporate offices VPN (virtual private network) or developing and implementing a similar solution. 17.7 He shall provide a means for the implementation and use of an The Eastern Region calendar that will contain events from each district. 17.8 He shall maintain an accurate database of financial and non-financial Brothers within The Eastern Region as well as an accurate database of The Eastern Region chapter presidents. Section 18 DIRECTOR OF PROTOCOL 18.1 Under the direction of the Regional Vice President, he shall provide technical assistance to the region as it relates to appropriate decorum, business etiquette and proceedings in accordance to conducting the business of Alpha. 18.2 Develop and implement items and activities for the brotherhood as it pertain to the Rituals and Ceremonies of Alpha Phi Alpha. 18.3 He shall advise Regional Vice President, Regional Assistant Vice President, and Executive Director of proper protocol where necessary. 18.4 He shall serve as Chairman of the Ritual and Ceremonies Committee. Section 19 DIRECTOR OF COLLEGE BROTHER AFFAIRS 19.1 He shall assist the Regional Vice President with identifying the unique needs and interests of College Brothers in terms of the operations and programs of The Fraternity. 19.2 He shall make recommendations to the Regional Vice President and Regional Assistant Vice President, and how those interests and needs can best be met. 19.3 In conjunction with the Regional Assistant Vice President, shall be responsible for coordination of the College Brothers Retreat, College Brother Caucus and workshop development specifically for College Brother development. 19.4 He shall provide supervision to the Coordinators of the Regional College Bowl, Oratorical Contest, Miss Black and Gold, and Step-show at the Regional Convention Section 20 ASSOCIATE DIRECTOR OF COLLEGE BROTHER AFFAIRS 20.1 He shall assist the Director of College Brother Affairs with identifying the unique needs and interests of College Brothers. 20.2 In conjunction with the Director of College Brother Affairs, he shall assist with the coordination of the College Brothers Retreat, College Brother Caucus and workshop development specifically for College Brother development. 20.3 Under the supervision of the Director of College Brother Affairs, he shall assist with the of Regional College Bowl, Oratorical Contest, Miss Black and Gold, and Step-show at the Regional Convention. AC. VOTELESS PEOPLE COMMITTEE Section 2 Composition of Standing Committees 2.1 Standing Committees and Commissions shall be composed of not less than five nor more than eleven members, At least one member shall be appointed from each region and at least two members shall be College Brothers. 2.2 The Regional Vice President with concurrence of the The Board shall appoint Chairmen and members to Standing Committees who have not been a member of the Standing Committee for four consecutive years. 2.3 It shall be open to the Regional Vice President, upon the recommendation of the Chairman of a Committee to approve the co-option of one or more members for special or limited purposes. Section 3 General Responsibilities 3.1 Standing Committees shall make such investigations and inquiries and shall prepare such reports for submission to the Regional Convention, the Regional Vice President, or The Board as may from time to time be required. 3.2 Whenever so directed by the Regional Vice President, the Chairmen of Standing Committees shall advise the Regional Executive Director or, as appropriate, the Regional District Director of action being taken or to be taken on matters which may affect a particular district. ARTICLE VIII AMENDMENTS TO THE BY-LAWS Section 1 Amendments The methods, requirements, and procedures for amending the By-Laws shall be the same as amending the Constitution of The Eastern Region.
