Recommendation: Council Adopt Resolution No. 6040(16) to approve the Title VI Program for Transit Operations; and authorize the City Manager, Assistant City Manager, Public Works Director, Assistant Public Works Director, or the Aviation/Transportation Administrator to sign all documents related to Title VI for Transit Operations on behalf of the City of Lompoc. 4. Adoption of Resolution No. 6043(16) Approving a Declaration of Nuisance and Abatement Order for Weeds and Debris. Acting Fire Chief Mark Bray m_bray@ci.lompoc.ca.us Fire Marshall/Battalion Chief Dena Foose d_foose@ci.lompoc.ca.us Recommendation: Council adopt Resolution No. 6043(16), declaring certain parcels of property as public nuisances by virtue of weed growth or by the accumulation of rubbish, refuse and dirt, pursuant to Government Code Sections 39560-39588; or provide alternate direction. STAFF PRESENTATIONS/ANNOUNCEMENTS/REQUESTS: City of Lompoc Central Safety Committee to present its quarterly Above & Beyond Awards. PUBLIC HEARING: 5. Fare Adjustments for Dial-A-Ride and Santa Barbara Shuttle Service for City of Lompoc Transit. Recommendation: Council hold a Public Hearing, and take public testimony; and approve Amendment No. 5 to the Joint Powers Agreement with the County of Santa Barbara regarding fares charged in the County areas served by City of Lompoc Transit (COLT); and adopt Resolution No. 6041(16), establishing a new Dial-A-Ride (Americans with Disabilities Act Service) fare for both City and County service areas and for Santa Barbara Shuttle services for COLT; or provide alternate direction. COUNCIL REQUESTS: 6. Affirmation of Approved Utility Service Charges for Fiscal Year 2016-2017. Financial Services Manager Melinda Wall m_wall@ci.lompoc.ca.us Recommendation: Council Receive the staff report concerning the current year water, wastewater and solid waste user service charges and affirm: Water service charge rates and fees effective July 1, 2016, established by Resolution No. 5859(13); Wastewater service charge rates and fees effective July 1, 2016, established by Resolution No. 5858(13); and Solid Waste service charge rates and fees effective July 1, 2016, established by Resolution No. 5920(14). 7. NEW BUSINESS: 8. Award of Contract for Transit Systems Operations Services. Recommendation: Council award the contract for RFP 16-T1-01 to RMS Management Services, Inc., for approximately $5,473,161 over a period of five years; and authorize the City Manager to execute the contract. 9. Request for Additional Funds to Purchase Mobil Data Computers and Dash Cameras for Patrol Vehicles. Chief of Police Pat Walsh pwalsh@ci.lompoc.ca.us Recommendation: Council approve additional appropriations in the total amount of $67,602.56 to complete the purchase of Mobil Data Computers and Dash Cameras for the Police Department patrol vehicles. 10. Request to Use Asset Forfeiture Funds to Purchase an Armored Rescue Vehicle; Adoption of Resolution No. 6038(16). Chief of Police Pat Walsh pwalsh@ci.lompoc.ca.us Recommendation: Council approve the use of recently acquired asset forfeiture funds to purchase an Armored Rescue Vehicle to be assigned to the Lompoc Police Department. The purchase is to be in accordance with the Lompoc Municipal Code; and adopt Resolution No. 6038(16) authorizing supplemental appropriation of funds and the transfer of asset forfeiture funds from trust to the General Fund to provide resources for the acquisition of an Armored Rescue Vehicle.
