Prof. A.D. Sahasrabudhe, Chairman, AICTE had an urgent meeting with Hon'ble President of India, which was not planned earlier and therefore could not chair this Executive Committee meeting. In the absence of Chairman, AICTE, under clause 1,2(4) of the AICTE Act,52 (1987), Prof. M.P. Poonia, Vice Chairman, AICTE presided over the meeting as per the direction of Chairman, AICTE Prof. M.P. Poonia, Vice Chairman-AICTE welcomed all the members in the 1-13th Executive Committee meeting. Prof. Poonia informed the members about a workshop held on Sth March 2018 at AICTE, Hq. Delhi on Exam reforms. He apprised the Executive Committee that this workshop was part of quality initiative activities being taken up by the Council. Item No. 113.02.01 To receive a note on action taken on the decisions taken and recommendations made in the 1,'J,Zth meeting of the Executive Committee held on fanuary 22,2018. The Executive Committee received the note on action taken on the decisions taken in the 113th meeting of the Executive Committee held on fanuary 22,2OI8. Observations made by EC members in the 112th meeting about change in Delegation of Financial Powers which should be clearly highlighted. A comparative statement of changed Financial Powers was presented as action taken and same was approved by the Executive Committee in its 113th EC meeting. About vocational education course in Image technology under ltem No. 1L2.O3.L3, Prof. A.K. Ray, EC member offered his expertise for its curriculum development. Prof. A.K. Ray, EC member, may be contacted for further improvements and suggestions. The EC appreciated the efforts made by AICTE for in time action on all decisions taken in its \LZth meeting, Item No. 113.03.01 To consider and approve recommendations of the Committee constituted to evaluate the applications submitted by NEEM Applicants. recommendations of the Committee constituted to evaluate the applications submitted by NEEM Applicants. It was further decided that a proactive attempt should be made by AICTE to identify skill providers/ capabilities in other parts of the country in more thrust areas such as Solar / Nonrenewable resources of energy etc. In this regard, it was suggested that effort shall be made with CII, ASSOCHAM, NASSCOM, TIFAC etc. for their support. Item No. 113.03.02 To consider and approve the proposal received from Wheebox. The Executive Committee deliberated on the proposal and appreciated the efforts of AICTE in encouraging employability skill tests to be conducted by organizations like Wheebox. It was decided by the EC that that the MoU between AICTE with Wheebox may be entered initially for a period of one year and extendable for a maximum period of three years. Further, the EC was of the view that before signing of MoU a presentation may be made by Wheebox in the next meeting of the Executive Committee to have a better understanding of the mechanism of survey methodology, tools being used to measure employability of students by Wheebox. Item No. 113.03.03 To consider and approve the procedure for processing online applications for running vocational courses under NSQI.' by existing Institutes. The Executive Committee after due deliberations approved the procedure for processing online applications for running vocational courses under NSQF by existing Institutes. The EC further suggested to introduce the concept of clusters to strengthen the vocational education and accordingly processing of applications shall be made. Item No. 113.03.04 To consider and approve establishment of a Camp office at Jaipur [Rajasthan), of the North Western Regional Office, AICTE, Chandigarh. The Executive Committee discussed and approved the proposal for establishment of a Camp office at faipur (Rajasthan), of the North Western Regional Office [NWRO), AICTE, Chandigarh. The EC agreed to acquire the land at premises of Govt. Khaitan Polytechnic, fhalana Dungri, faipur, for establishment of Camp Office, NWRO-AICTE at faipur and also process for construction of the aforesaid camp office as proposed. Item No. 113,03.05 To consider and approve the amendments in the guidelines of AICTE- National Doctoral Fellowship[NDF) scheme. The Executive Committee deliberated on the issue and approved the guidelines with following suggestions: 1. Supervisor (faculty) be asked to create a profile on thc NDF portal for better matching of subiect of Ph.D student and expertise of Supervisor. 2. In the event of leaving the Ph.D programme at his/her own or on termination from the program during the duration of program, Scholars may not be insisted to pay back the fellowship already drawn, since the student may generally be compelled to leave the program for the better career prospects or due to family circumstances. 3. A communication be sent to MHRD for considering hike in the rates of fellowship as compared to provisions made by AICTE under NDF. Item No. 113.03.06 To consider and approve the Model Internship Manual for Engineering/Polytechnic Students and its implementation. The Executive Committee deliberated on the proposal and approved the Model Internship Manual for Engineering/Polytechnic Students with the following

The academic credits for the internship programme would be comprising of proiect work & community services also and hence it should be flexible and be decided by respective universities. Item No. 113.03.07 : To consider and approve granting of scholarship to 10 o/o of Graduate Pharmacy Aptitude Test IGPATJ -2018 candidates appeared in examination conducted by AICTE on 2L012018 and recommendation of the Advisory/Steering Committee in this regard. The Executive Committee deliberated on the issue and approved granting scholarship to 10olo of Graduate Pharmacy Aptitude Test (GPAT) -20L8 candidates, as per the past practice, who appeared in examination conducted by AICTE on 2L.01.2018 and recommendation of the Advisory/Steering Committee. The EC further decided that AICTE should initiate a proposal for granting scholarship to candidates of CMAT on similar lines of GPAT after the approval of MHRD for its funding. Item No. 113.03.08 : To consider and approve the proposal of f oint Faculty Development Programmes by AICTE and Technical Universities in the country. The Executive Committee deliberated on the proposal and approved to iointly operate Faculty Development Programmes in collaboration with Technical Universities for conducting about 10 such programmes by each Technical University in a financial year. The Executive Committee approved a grant of Rs 1.5 lacs to Universities for conducting one FDP. The amount shall be utilized for meeting the travel expenses of participants and experts. A MoU will be signed before the start of the Programmes between AICTE and interested Technical University indicating all modalities in the proposal, Whenever affiliating universities are willing, MoU can be signed with such universities. However, the basic condition is that they should be having nice guest house to provide accommodation. The Programmes in collaboration with universities must be residential training Programmes. Program coordinator may also be provided suitable honorarium from AICTE fund. Item No. 113.03.09 : To deliberate and approve considering FDPs through NPTEL, MOOCs Advanced Courses. The Executive Committee deliberated on the proposal and approved that NPTEL courses undertaken and successfully completed by faculty shall now be considered for faculty romotions under CAS. Since MOOCs courses of NPTEL arc Page 4

Item No. 113.03.10 To consider and approve for inclusion of NBA accredited and autonomous AICTE approved private technical institutes for providing fund under Unnat Bharat Abhiyan. At present, Government / Government-aided technical institutions are eligible for submitting proposals under the scheme Unnat Bharat Abhiyan. The Executive Committee deliberated and approved for inclusion of NBA accredited and autonomous AIcrE approved private technical institutes for providing fund under Unnat Bharat Abhiyan. The EC has also approved inviting online proposals from eligible institutes for funding under this scheme. Remaining terms and conditions of the scheme will remain same. Item No. 113.03.11 Item No. LL3.O3.L2 To consider and approve the amendment to Recruitment Regulations 2007 in respect of the post of Deputy Director in AICTE. proposed amendment to the Recruitment Regulations ZOOT for notification in respect of the post of Deputy Director in AICTE. However, the changes in recruitment regulations will be implemented only when incumbent employee will complete his/her tenure of deputation including upto the extent of extension period as per DOPT norms. To consider and approve the enhancement of the grant for construction ofhostel for SC/ST students. proposal of AICTE to increase the maximum limit of funding for construction of Hostel for SC/ST Students from the existing limit of Rs. 2.00 Crores for constructing of 1040 sqm. to Rs.3.00 Crores for construction of 1.2OO sqm per Hostel w.e.f. financial year 2018-19, onwards. However, this may be made applicable to applications to be invited in future.

Item No. 113,03.13 To consider and approve visiting of Indian Higher Education Knowledge Delegation to USA from Znd - Bth f uly, 20L8. participation of AICTE having two-member as delegate in the Indian Higher Education Knowledge Delegation to USA from 2nd to 8th fuly, 2OL8 under the initiative of G.R. Foundation. Item No. 113.03.14 To consider and approve the proposal to remove the approval for Ph.D. and Post-Doctoral Programmes. The Executive Committee discussed that Ph.d and Postdoctoral programmes do not fall under the purview of AICTE and decided that the AICTE issuing approval for Ph.D. and Post-doctoral programmes be removed. The EC further suggested to capture information on number of research scholars pursing Ph.D. in AICTE approved institutions. Item No, 113.03.15 To consider and approve the recommendations of the Regional Committees on the line of action to be taken in the Scrutiny of the applications submitted by New Institutions based on the Perspective Plans submitted by the State Governments. recommendations of the Regional Committees. Item No, 113.03.16 To consider the recommendations of the concerned Regional Committee on grant of approval or otherwise in respect of applications received for A.Y. 2018-L9 under Chapter I of APH 2018-1,9 for; o Setting up of New Technical Institutions offering Technical Programmes at Diploma/Post Diploma/Under Graduate Degree/Post Graduate Degree and Post Graduate Diploma Levels. o Change of Site/ Location o Closure of Institute o Conversion of Women's Institution into Co-Ed Institution and Vice-versa. Conversion of Diploma Level into Degree Level and Vice-versa recommendations received from the South Western Regional Committee on grant of approval or otherwise in respect of applications received for A.Y. 2018-19 under Chapter-l of APH 2018-19. The EC empowered the Chairman, AICTE to approve the recommendations that will be received from other Regional Committees for further processing in view of the limited time available and the same be placed for -N Page 6

ratification in the next meeting of the Executive Committee. Further, the EC approved acceptance of requisite fee along with late fees for those cases who have submitted the application within the last date of submission issued bv AICTE and still payment remained pending. Item No. LL3.O3.I7 To consider grant of Extension of Approval to existing Technical Institutions received under Chapter II of APH 20IB-I? The Executive Committee considered and approved the grant of Extension of Approval (EoA) to the existing technical institutions which do not have "Zero Deficiency" based on self-disclosure. Further, the Ec suggested that in case of thosc institutions who have applied for EoA only and have deficiencies based on Self-disclosure, EoA may be issued with a warning to comply the deficiencies within a period of 6 months. Further, the EC approved acceptance of requisite fee along with late fees for those cases who have submitted the application within the last date of submission issued bv AICTE and still payment remained pending. Item No. 113.03.18 To consider and approve the proposal to reduce the intake by 50o/o of the Approved Intake in course(sj having admission less than 30% consistently in the past 5 years The Executive committee approved the names of institutions as proposed in the agenda for reduction of intake by,50% of the approved in Course(s) having admission less than 30olo consistently in the past 5 years. The EC further decided to approve the recommendations of the SHC/SAC as it is for those institutions also whose surprise visits were held but admissions were less than 30%o since last 5 years. Item No. 113.03.19 Item No. 113.03.20 To consider changes proposed in the AICTE Approval process 20r9'r9 vis-a-vis Pharmacy council of India norms and Education Regulations The Executive Committee approved the intake for B,pharma. courses as proposed on the lines of Pharmacy council of India (Pcr). To consider the recommendations of Standing Hearing committee on grant of Extension of Approval or otherwise for the A.y 201B- 1-9 for the Institutions established under "sub-mission scheme where Expert Committee Visit was conducted The Executive committee approved the recommendations of SHC for the institutions established under "Sub-Mission Scheme where Expert Committee Visits were conducted.

Item No. 113.03.23 Item No. 1L3.03.24 To consider clarification sought by the Principal Accountant General (GSSA), Thiruvananthapuram, regarding change of timings of courses for teachers working in Govt. polytechnics to enable them to undergo M. Tech courses without affecting their normal duties. The Executive Committee deliberated and opined that AICTE shall not interfere in such issues. To consider and approve the recommendations of the committec constituted for preparing Benchmarking criteria and parameters for Grading AICTE approved PGDM institutions. This item was deferred. To ratify the recommendations of Llth Project Monitoring Committee IPMCJ meeting held on 07.02.201,8 at 11:00 am at AICTE, HQ, Vasant Kunj, New Delhi to review the overall progress and the Performance of NEQIP beneficiary institutions under AICTE -NEQIP Scheme. The Executive Committee ratified the matter. Item No. TL3.O4.Oz To ratify modifications adopted in processing of applications from Deemed to be universities and Private universities for approval of AICTE. The Executive Committee ratified the matter. Further the EC exempted the submission of DPR to all the existing Institutions/ Universities applying for the approval for first time to AICTE. The EC also approved the procedure of deciding pro-rata intake on the basis of existing deficiencies and the compliance report to be submitted by the Deemed to be Universities/ Private Universities before the Standing Appellate Committee (SAC). Similar approach be adopted in respect of existing Architecture colleges approved by the council of Architecture (CoA), who have applied for first time to AICTE. The EC further suggested that NBA accreditation be obtained by the Deemed to be Universities/ Private universities within two years. Item No. 113.04.03 To ratify the permission granted to the Swami Keshvanand Institute of Pharmacy, Bikaner, Rajasthan, NW Region, pld: 1-5338791, to apply for introduction of Diploma in Pharmacy Course without restoration of intake in B.
