APPROVAL OF THE AGENDA Councilmember Pfeifer moved, seconded by Councilmember Weiner, to approve the agenda as submitted. The motion was unanimously approved by a voice vote (Councilmember Leone absent). SPECIAL PRESENTATIONS / MAYOR'S ANNOUNCEMENTS A. Introduction of Community Development Director Danny Castro (City Manager Adam Politzer) City Manager Adam Politzer introduced Danny Castro, providing his professional and educational background. Councilmember Leone arrived at :0 pm and took his seat at the dais. Danny Castro expressed his thanks to the Council and noted how much he is looking forward to working with everyone. Chapter. of the Sausalito Municipal Code to Establish Regulations Regarding Bicycle Riding on Certain Designated Sidewalks " (City Attorney Mary Wagner and PBAC Chair Ed Fotsch City Attorney Mary Wagner presented the staff report on this item. She also used a PowerPoint Presentation. Dr. Fotsch, Chair of the Pedestrian and Bicycle Advisory Committee, provided additional comments from the Committee. Council questions followed. Public Comment: Alex Kashef Council comments followed. Vice Mayor Theodores moved, seconded by Councilmember Pfeifer, to waive the first reading, introduce and read by title only "An Ordinance of the City Council of the City Page of Page of

0 0 of Sausalito Amending Title, Chapter. of the Sausalito Municipal Code to Establish Regulations Regarding Bicycle Riding on Certain Designated Sidewalks with the clarification of the corridor". The motion was unanimously approved by a voice vote (Councilmember Leone absent). Mayor Withy continued the second reading and adoption of the ordinance to their December, meeting. He also recommended that staff return in one year with an update on how the ordinance is working. The motion passed by a roll call vote: AYES: Councilmembers: Pfeifer, Theodores, Weiner and Mayor Withy NOES: Councilmembers: Leone ABSTAIN: Councilmembers: None ABSENT: Councilmembers: None BUSINESS ITEMS A. Sausalito Art Festival Summary Report (Parks & Recreation Director Mike Langford and Sausalito Art Festival Managing Director Paul Anderson ) Parks and Recreation Director Mike Langford provided the background for this item and then introduced Paul Anderson, Managing Director of the Sausalito Art Festival. Mr. Anderson provided and in depth statistical report on the Art Festival and highlighted major successes. Chief Tejada then introduced Detective Ryan McMahon who continued. And finally, Chief Tejada introduced Sergeant Stacie Gregory who concluded the presentation on the Crime Update and their community policing projects. There were no Council comments: Council comments followed. Mayor Withy called for a five minute break. B. Formation of the Sausalito Financing Authority (Administrative Services Director Charlie Francis) Administrative Services Director Charlie Francis presented the staff report on this item. Councilmember Weiner moved, seconded by Vice Mayor Theodores, to adopt Resolution No., Authorizing the Execution and Delivery of a Joint Exercise of Powers Agreement by and between the City of Sausalito and the California Municipal Finance Authority to Create the Sausalito Financing Authority. Discussion on the motion followed. The motion was approved by a roll call vote: AYES: Councilmembers: Leone, Theodores, Weiner and Mayor Withy 0 NOES: Councilmembers: None ABSTAIN: Councilmembers: Pfeifer ABSENT: Councilmembers: None C. Introduction to Vegetation Management and Wildfire Risk Reduction (Fire Marshall Fred Hilliard) Fire Marshall Fred Hilliard presented the staff report on this item. Approve Supplemental Appropriations for and Authorizing Invitations to Bid for Construction of the Fishing Pier Repair Project (Public Works Director/Citv Engineer Jonathon Goldman 0 Public Works Director/City Engineer Jonathon Goldman presented the staff report on this item. City Manager Information for Council City Manager Adam Politzer reported on: City Council retreat now scheduled for December ; confirming a Special City Council meeting will be held on December beginning at :00 pm; three appeals awaiting scheduling; described other projects coming in the new year; 0 reminded the group of Jim Irving's retirement party on Saturday; reported on the send off for Jeremy Graves; and reported on recent news articles about police cameras and addressing the need for appropriate process B. Councilmember Committee Reports Vice Mayor Theodores reported on the MCCMC subcommittee on homelessness being held on Thursday evening in Sausalito City Hall. C. Future Agenda Items Councilmember Pfeifer requested that the Ferry Landing item, heard about earlier in the evening, be agendized on December to discuss process for public review and public hearing. Councilmember Leone requested that the Sausalito Financing Authority be heard ahead of any appeals on December. D.
