Guest Speakers Pstpned: Dr. Max Brmley, USF Directr Master f Arts in Criminal Justice Administratin (MACJA), will speak at the scheduled March 2017 meeting f the PPSC. 4. PASS Update Directr Waters Directr Waters advised that there has been a nticeable increase f EOT applicatins during the first tw weeks f January and he hpes this trend will cntinue. Directr Waters advised, with reference t the 2016 PASS Activity Reprt handut, that in additin t the custmary tabulatin f the year ending statistical data fr PASS applicatins, his ffice perfrmed a yearly analysis f all specific PASS POOL law enfrcement hires fr the last eight years. He advised the resulting figures were ntable; especially within the last three years where 2014 and 2015 shwed 50% f POOL candidates were hired and 2016 shwed 61% f POOL candidates were hired. Directr Waters stated that while fully recgnizing agencies are in an active hiring pattern, PASS appears t be accmplishing its verall missin f prviding quality candidates fr law enfrcement hire. Directr Waters advised the PCSO General Cunsel Office has received a majrity f signed agency respnses t the Pinellas Cunty Cmbined Mutual Aid Agreement (PCCMAA) set t g int effect January 31, 2017 thrugh January 30, 2021. He advised the remaining agencies are finalizing fficial apprval signatures. Directr Waters advised that nce all signatures are submitted the PCSO General Cunsel Office wuld file the PCCMAA with FDLE. Directr Waters will ensure all agencies receive a cpy f the fully signed PCCMAA and the crrespnding FDLE receipt cnfirmatin.
Directr Waters advised that he has received almst half f the annual PPSC Membership Cntributins fr FY2016/17. Directr Waters thanked the Cuncil fr their timely respnse t Chief Hllway s request last meeting fr an agency accunting f firearms stlen during vehicle burglaries fr the years 2015 and 2016. He advised this infrmatin has been turned ver t Chief Hllway. Directr Waters advised he has an Excel spreadsheet f the cmplied data available fr agencies wishing t view this infrmatin. 5. Cmmittee Reprts Legislative Cmmittee Chief Hawrth Chief Hawrth advised there have been 270 bills filed thus far f which 25 are law enfrcement related. State Attrney McCabe stated agencies shuld play clse attentin t the juvenile citatin legislative effrt as this is the third year in a rw its being pursued. He advised the current literature within the legislatin being cnsidered wuld take away all law enfrcement discretin where the juvenile citatins are applied. State Attrney McCabe stated that it is unfrtunate mre law enfrcement cmmunities have nt develped juvenile diversinary prgrams such as the ne within Pinellas Cunty. He said having diversinary prgrams such as this wuld virtually nullify the need fr the prpsed juvenile citatin legislatin currently being sught. The Cuncil briefly discussed the implementatin f Amendment 2. Sheriff Gualtieri stated the Flrida Legislature has t pass laws t address the statutry cnsequence f Amendment 2. He advised the Flrida Department f Health (DOH) needs t create the rules fr hw medical marijuana prgram will be implemented and regulated. Sheriff Gualtieri stated that althugh Amendment 2 went int effect January 3, 2017, DOH will have six mnths t create the regulatins and then anther three mnths t achieve implementatin. He advised that Amendment 2 has an incrprated prvisin stipulating the law will take effect as written if the Legislature and DOH fail t pass laws and regulatins within the specified nine-mnth perid. Sheriff Gualtieri spke abut the pen carry legislative effrt (SB140) as well as ther gun legislative effrts being intrduced in the 2017 Flrida Legislative Sessin. He advised that the landscape f the Legislature is cmpletely different frm last year where pen carry was defeated. Sheriff Gualtieri stated that the Flrida Plice Chiefs Assciatin and the Flrida Sheriffs Assciatin have t be united in their apprach t these legislative effrts. He urged all members f the Flrida law enfrcement cmmunity fr their active invlvement and vigilance tward these legislative effrts. Rundtable Chief Kchen (2016 Past President f the Tampa Bay Area Chiefs f Plice Assciatin) cngratulated Chief Slaughter fr being selected as the President f the Tampa Bay Area Chiefs f Plice Assciatin fr the year 2017. The Cuncil cngratulated Chief Slaughter and wished him much success in his new additinal capacity. Sheriff Gualtieri advised that he has met with Gvernr Sctt as well as many ther State and lcal fficials with regard t Representative Chris Sprwls pending legislative effrt t address habitual juvenile ffenders (discussed at the PPSC December 2016 meeting). He advised that thus far it has been well received with many favrable cmments. Sheriff Gualtieri advised that his ffice has implemented a prcedural change, in crdinatin with the Pinellas Cunty Safety & Emergency Services (911), regarding 911 emergency calls invlving children eight years ld r under. He advised that his ffice will be ntified fr a respnse t all 911 emergencies invlving children eight years ld r under. Sheriff Gualtieri advised this 911 prcedure change is very recent and that Pinellas Cunty Safety & Emergency Services is in the prcess f cntacting all area law enfrcement t see if they desire a similar prcedure/respnse change fr 911 emergencies invlving children eight years ld r under.
