LEARN BUILD LEAD Fremont Joint School District No. 215 Regular School Board Meeting June 21, 2018 Fremont School District Office Attending: Shawn Dye-Chairman Bonnie Moon-Vice Chairman Jean Chantrill-Trustee Jon Bailey-Trustee Marcia Murdoch-Trustee Byron Stutzman-Superintendent Hali Mackert-Clerk/Treasurer Chairman Shawn Dye called the meeting to order at 7:00 p.m. A quorum was present. Trustee Bonnie Moon moved to approve the agenda and move Lincoln Property under action item #10 to #1. The motion was seconded by Trustee Jon Bailey. All ayes, Chairman Shawn Dye led the audience in the Pledge of Allegiance. Trustee Jon Bailey said a prayer. Patron Input: Angie Silvera representing concerned citizens opposing selling Lincoln Elementary to the State of Idaho Work Camp. Board members from Idaho Art Lab interested in the Lincoln Elementary property. Handed out flyers of activities that take place at the Idaho Art Lab. Trustee Marcia Murdoch made a motion to approve the consent agenda. The motion was seconded by Trustee Bonnie Moon. All ayes, Approved items are as followed: 1. Payment of Bills dated 5-31-18 2. Action Items: Superintendent Stutzman explained the Lincoln Elementary property was appraised and put up for bid for the appraised value, which is required by Idaho Law. The bid opening was May 31, 2018, and no bids were received. He recommended to take it to auction or another bid opening and according to 33-601 we can receive bids or reject all. We have one year from the date of the appraisal to use the appraised amount for bid. The appraisal is dated March 19, 2018. The board discussed options and Superintendent Stutzman said he would check with legal counsel and have more information for the next board meeting. Trustee Marcia Murdoch made a motion to table Lincoln property for one more month for more research. The motion was seconded by Trustee Bonnie Moon. All ayes, Superintendent Stutzman asked to move the board meeting for July from the 19 th until Wednesday the 25 th, since he has vacation days scheduled. Superintendent Stutzman recommended to hire Nancy Griffel for Assistant Principal at Henry s Fork Elementary. Trustee Marcia Murdoch made a motion to approve the hire of Nancy Griffel for Assistant Principal at Henry s Fork Elementary. The motion was seconded by Trustee Jon Bailey. All ayes, Superintendent Stutzman recommended to hire Shannon Hill as North Fremont High School Varsity Basketball Coach. He said Mr. Hathaway, Mrs. Beard and two college coaches were on the hiring committee. Four ayes, one nay, Superintendent Stutzman recommended to hire Marci Brubaker as a Paraprofessional at Ashton Elementary to replace Brittany Sweat. Trustee Marcia Murdoch made a motion to approve the hire of Marci Brubaker. The motion was seconded by Trustee Jon Bailey. All ayes, Budget Hearing was open for input. Superintendent Stutzman recommended to adopt the budget for 2018-19.

It needs to be sent in to the state by law. It won t be a substantial loss for Fremont School District to lose one household. Trustee Bonnie Moon made a motion to approve Policy 2210 with the amendment. The motion was seconded by Trustee Jon Bailey. Four ayes, one nay, Superintendent Stutzman recommended to approve Policy 4110 Public Complaints as second and final reading. Trustee Bonnie Moon made a motion to approve Policy 4110 as a final reading. The motion was seconded by Trustee Shawn Dye. All ayes, Superintendent Stutzman recommended to table Policy 2580, 2580F Use of Animals In Educational Programs until the September board meeting. He would like to do a bit more work with the principals and to make sure we are not impeding our teachers with this policy. He also recommended to table Policy 8800 Drones until the September board meeting. He would like to wait until staff return in the fall so the teachers who have written grants to purchase drones can weigh in. Trustee Marcia Murdoch made a motion to table Policies 2580, 2580F and 8800 until the September board meeting. Superintendent Stutzman recommended to approve the amendments to Policy 3060 Education of Homeless Children. Trustee Marcia Murdoch made a motion to approve the amendments as recommended by the ISBA to Policy 3060. The motion was seconded by Trustee Bonnie Moon. All ayes, Superintendent Stutzman recommended to table Policy 3080 Non-Resident Student Attendance Policy until the August board meeting. He would like to review and adjust the policy to best fit the needs of the district.

Trustee Marcia Murdoch made a motion to adopt the recommended ISBA amendments to Policy 5270 not including provisions which we excluded or included on our own at the school board meeting previously this year; with amendment to paragraph four adding regarding school district business after District employees who are contacted by the media. The motion was seconded by Trustee Bonnie Moon. Four ayes, one nay, Superintendent Stutzman recommended to approve amendments to Policy 5470 Leaves of Absence-Military Leave. Trustee Marcia Murdoch made a motion to approve the amendments as suggested by ISBA to Policy 5470. The motion was seconded by Trustee Jon Bailey. All ayes, Superintendent Stutzman recommended to approve the amendments to Policy 5710 Paraprofessionals, Teachers Aides and Paraeducators, and keep or designee after The Superintendent in the last paragraph. All ayes, Superintendent Stutzman recommended to approve the amendments to Policy 6200 District Organization, but add board policy manual, after the strike-thru of negotiated Master Agreement. Trustee Marcia Murdoch made a motion to approve revisions to Policy 6200 and amend the second paragraph instead of negotiated master agreement to read board policy manual. The motion was seconded by Trustee Jon Bailey All ayes, Superintendent Stutzman recommended to approve revisions to Policy 7400 Purchasing.
The board wanted more information on what amount neighboring districts require board approval on for the purchase of capital outlay items. Trustee Marcia Murdoch moved to table Policy 7400 until the next meeting. The motion was seconded by Trustee Bonnie Moon. All ayes, Superintendent Stutzman recommended to approve amendments to Policy 8100 Transportation. Trustee Marcia Murdoch made a motion to to approve updates to Policy 8100 as recommended by ISBA. The motion was seconded by Trustee Bonnie Moon. All ayes, Superintendent Stutzman recommended to approve updates to Policy 9100. Trustee Marcia Murdoch made a motion to approve the recommended ISBA updates to Policy 9100. The motion was seconded by Trustee Jon Bailey. All ayes, motion carried. Superintendent Stutzman recommended to approve the transfer of three of our old buses to Bingham Academy Charter School. He asked the board to waive the appraisal, so we can move forward with the transfer. The total for the three will be $4,000. Trustee Marcia Murdoch moved to waive the appraisal for the 3 buses in question. The motion was seconded by Trustee Jon Bailey. All ayes, Discussion Items: The Superintendent reviewed Policy 4120 Uniform Grievance Procedure Superintendents Report: I just wanted to remind you and make you aware that we do have a class action Lawsuit from Robert Huntley and Jason Wood, Attorneys for Mike Zeyen and Kim Wood. It is against 115 public school districts and approximately 50 charter schools in Idaho. The allegations and claims are that defendants violated the Fifth and Fourteenth Amendments to the Constitution of the United States (Amendments prohibit the Defendant School Districts from taking the private property of the Class Members without due process of law and without just compensation. )(charging unwarranted fees including asking parents to purchase items on a supply list). The Constitution of Idaho states, The stability of a republican form of government depending mainly upon the intelligence of the people, it shall be the duty of the legislature of Idaho, to establish and maintain a general, uniform, and thorough system of public, free common schools. School in Island Park Connie Day is working to start a school in Island Park. I have answered questions for her, and I have extended the idea of doing it as an extension of FCSD #215. She wants to be up and running by September 2019 We had Clerk, Superintendent, and School Board training on June 11, 2018. We reviewed email and text open meeting laws. Chrissy Lamont and David Brinkman will do an online training to help make the scheduling work, so all of you can attend. July board meeting Change to Wednesday after the scheduled meeting. ISBA recommends changing the reorganizing of the board to the January meeting. Trustee Jon Bailey moved to adjourn at 9:31 p.m.
