Employers increasingly rely on part-time labor rather than hire full-time workers who might be eligible for expensive health care insurance benefits. The philosophy in the country X has long been to pursue all medical procedures necessary to prolong life. These include life support equipment for all persons regardless of their prognoses, organ transplants, and expensive medications. Some of these procedures have pushed the overall cost of medical care so high that people are forgoing preventive care, including routine examinations, X rays, and blood tests. Although this saves money in the short run, it can become very costly in the long run when more expensive treatment is required because of lack of early detection. This further complicates the problem of escalating costs. Health care reform has been important topic for years. Proposals to provide basic preventive care for every Xian, to regulate hospitals and doctors, and to put ceilings on prices have frequently been presented to the government.
