RUSH FIRE DISTRICT BOARD OF FIRE COMMISSIONERS 1971 Rush-Mendon Road, Rush, New York 14543 Unapproved Minutes October 17, 2017 Roll Call: Chairman Robert Faugh called the Public Hearing on the Budget to order at 7:00 p.m. followed by the Pledge of Allegiance to the Flag. Present: Commissioners Robert Faugh, Lawrence Meston, Dale Sweet, Michael Terzo (7:15 PM), Scott Goodman, Treasurer Robert Kuhls and Secretary Colleen Statskey. Representing the Rush Fire Department was 1 st Assistant Chief Jon Faugh and Firefigher Joseph Watlack. Representing the Town of Rush was Councilman Gerry Kusse. Rush Resident: Gerry Kusse. Absent: Chief James McNeil and 2 nd Assistant Chief Mike Terzo, Jr. PUBLIC HEARING: Chairman Robert Faugh read the following notice: 1. This is a public hearing regarding the 2018 proposed budget. In accordance with New York State Town law Section 181(3), all Fire Districts must, prior to the adoption of their budget, hold a public hearing on their budget. This budget hearing must be held in such a manner to maximize participation in the budget process. The purpose of this hearing is to discuss the contents of the budget. 2. The Secretary of the Fire District has filed with this district an affidavit stating that: a. the notice of this public hearing was posted at least 5 days before the date specified for the hearing in the Henrietta Post, the official newspaper of the fire district; b. notice was posted on the official signboard of the Town where the district is located; c. and posted on the Town website where the district is located. 3. The notice of public hearing specifies the time, date and place where the public hearing will be held. 4. The Fire District Secretary also made available for inspection, at least five days before the public hearing, by an interested person, copies of the proposed budget. 1

5. The purpose of this public hearing is to allow members of the public to make comments on the budget. Any person may be heard in favor of, or against, the preliminary budget or any item in it. Please note that this is only a proposed budget until the Board of Fire Commissioners adopts the final budget. 6. Prior to the public comment, a portion of this budget hearing will be set to hear from the Fire District Treasurer, Robert Kuhls, who will make a brief presentation about the preliminary budget to the Board of Fire Commissioners and members of the public who are present. The Fire District Treasurer will submit the proposed budget to the Board of Fire Commissioners and members of the public who are here this evening. PROPOSED BUDGET presented by Treasurer Robert Kuhls: Treasurer Robert Kuhls made a brief summary of the proposed budget. Chairman Robert Faugh stated that the public comment period begin and any persons present wishing to be heard on the proposed budget to come forward and state whether or not they were in favor or against the proposed budget or any item in it. Chairman Faugh requested that if anyone wished to address the Board on the proposed budget, to please come forward. Being no other questions from the public or commissioners, Chairman Robert Faugh declared the public hearing closed at 7:07 PM. A motion made by Commissioner Robert Faugh, seconded by Commissioner Dale Sweet and approved 4 to 0 to close the public hearing on the proposed 2018 budget. TOWN REPORT: Councilman Gerry Kusse had no report at this time and asked if the Board of Fire Commissioners had questions or concerns. The Board of Fire Commissioners had no questions or concerns. Councilman Gerry Kusse expressed his excitement for area fire departments using Building #3 at the Rush Riverside Refuge Property. APPROVAL OF MINUTES: The Minutes of the September 19, 2017, were approved as written. A motion was made by Commissioner Scott Goodman, seconded by Commissioner Dale Sweet and approved 3-0 to accept the Minutes of September 19, 2017, as written. AREAS OF CONCERN: COMMUNICATIONS: None. 2

FIRE MARSHAL: No report. TRAINING: Commissioner Robert Faugh reported training is progressing well. Many firefighters are taking extra training courses. NEW EQUIPMENT: No report. HOUSE #1: Commissioner Dale Sweet spoke with Larry Kaplan and is working on the control box for the septic system. The electrical outlet on the left side of the microwave in the kitchen is not working. Commissioner Lawrence Meston will contact Larry Kaplan to take a look at the outlet. Commissioner Dale Sweet discussed Heritage Christian Home residents can be given a small list of cleaning duties under supervisor to help out with the cleaning. Commissioner Dale Sweet will contact Heritage Christian Home. Commissioner Dale Sweet discussed converting to LED bulbs. HOUSE #2: Firefighter Joseph Watlack to organize cleaning and having the gutters cleaned. Commissioner Robert Faugh and Firefighter Bruce Hall will remove the overgrown landscaping on the west side of the building. Commissioner Lawrence Meston will contact Rochester Gas and Electric to raise the meter. Commissioner Robert Faugh talked about adding a partition in the restroom. VEHICLE & EQUIPMENT MAINTENANCE: Commissioner Michael Terzo reported 584 emergency lights will not turn on and Har-Rob is backed up at this time. All apparatus was inspected on September, 2017 and October, 2017. R587 needs new tires. SAFETY/OSHA/NFPA: A motion made by Commissioner Michael Terzo, seconded by Commissioner Robert Faugh and approved 5 to 0 to go into Executive Session at 7:29 PM. A motion made by Commissioner Michael Terzo, seconded by Commissioner Dale Sweet and approved 5 to 0 to end Executive Session at 7:45 PM. PHYSICALS: All physicals up to date at this time. Commissioner Lawrence Meston will contact Healthworks for a physical date and times in February, 2018. PHYSICAL FITNESS: No report. EMS, 911, STREET DIRECTORY: Commissioner Robert Faugh and the Commissioners discussed the 911 Call Center and a tour of the facility will be set up. Commissioner Robert Faugh is in the process of composing a letter to the 911 Call Center. Commissioner Scott Goodman and Assistant Chief Mike Terzo, Jr. met with Dr. Cushman. Albuterol and Epipen were approved. Cyanokits need to be ordered. 3

A motion made by Commissioner Michael Terzo, seconded by Commissioner Lawrence Meston and approved 5 to 0 to approve the purchase of 5 Cyanokits to be purchased at $95.00 per kit. INVENTORY, INSPECTION & INSPECTION DINNER: Commissioner Michael Terzo discussed the inspection dinner will begin at 5:00 PM and dinner at 6:00 PM at the Riverton Country Club on November 4, 2017. Commissioner Michael Terzo reported the Yeti mugs have arrived. LEGISLATION: Commissioner Robert Faugh commented that Governor Cuomo in the process of signing the Cancer Bill. Commissioner Michael Terzo reported that Whec-TV Channel 10 came out to the Rush Fire Department to interview Diana and Royer Pfersick regarding the Cancer Bill. INSURANCE AND GROUP LIFE INSURANCE: Treasurer Robert Kuhls added Firefighter Joshua Gretzinger. Treasurer Robert Kuhls was given an updated list of active members. Treasurer Kuhls will review the list and add members to Group Life if necessary. Treasurer Robert Kuhls reported the 497 NYSIF Premium Payments due dates are reduced from 30 days to 20 days once the invoice is issued. The Fire Commissioners discussed the life insurance policy that is effective now and Treasurer Robert Kuhls will review the cost of the current life insurance policy and the cost for increased coverage. Commissioner Robert Faugh in the process of contacting the insurance agent regarding coverage for accident and death. MEMBERSHIP: No new members at this time. TOTAL $15,438.92 Following a final review of the October 2017 General Fund Invoices, Vouchers #313 through #408 Commissioner Lawrence Meston made a motion, seconded by Commissioner Michael Terzo and approved 5 to 0 to pay the vouchers in the amount of $15,438.92. LONG RANGE PLANNING: A motion was made by Commissioner Robert Faugh, seconded by Commissioner Dale Sweet and approved 5 to 0 to adopt the Rush Fire District 2018 Final Budget of $346,077.00. STATE SCHOOL AT INDUSTRY: No report. PLANNING BOARD: No Applications. LEHIGH TRAIL/MONROE COUNTY PARKS: No report. PERSONNEL RELATIONS: No report. PROCEDURES AND OPERATIONS: Commissioner Michael Terzo and the Fire Commissioners discussed the Draft Qualifications for Line Officers that was handed out for review at the last Fire Commissioners meeting. INFORMATION SYSTEMS: No report. APPARATUS: No report. OLD BUSINESS: The Boiler Inspection will be conducted on November 8, 2017, between 8 AM and 12:00 PM. The Annual Backflow Prevention Test needs to be completed by October 31, 2017. Commissioner Michael Terzo is working on the Radio Grant. NEW BUSINESS: Commissioner s Election: The Commissioners discussed the 2018 Commissioner s Election. Chairman Robert Faugh offered the following resolution to appoint the Board of Elections. 6

WHEREAS, Section 175-a of the Town Law provides for a system of registration for Fire District elections; and WHEREAS, a register of eligible Fire District voters must be prepared prior to the Fire District elections; and WHEREAS, such register shall be prepared from names of persons who have registered with the County Board of Elections; NOW THEREFORE, BE IT RESOLVED, that the following resident electors of the Rush Fire District are hereby appointed to constitute the Rush Fire District Board of Elections for the 2018 Annual Fire District election: Chairman: Ballot Clerk: Election Inspectors: Margaret Donaldson Conchetta Platt Ann Marie Miller Mary Ann Jakubowicz AND BE IT FURTHER RESOLVED, that the Chairperson, Election Inspectors, and Ballot Clerk be compensated in the amount of $30.00 each for their services in preparing the registration records and attendance at the annual election; AND BE IT FURTHER RESOLVED, that in case any of the members appointed herein are unable to assume or perform the duties required of them, this Board of Fire Commissioners will appoint alternates who are resident electors; AND BE IT FURTHER RESOLVED, that, if clerical help is deemed necessary, the Board of Fire Commissioners will consider the appointment of such clerical persons upon request of the Chairperson of the Fire District Board of Elections; AND BE IT FURTHER RESOLVED that the Annual Election for Fire Commissioner will take place on Tuesday, December 12, 2017, between the hours of 6 PM to 9 PM at the Rush Fire Station, located at 1971 Rush-Mendon Road, Rush, New York. Upon motion made by Commissioner Michael Terzo, seconded by Commissioner Lawrence Meston and approved 5-0 to hold the Rush Fire Commissioner s Election on Tuesday, December 12, 2017, from 6 to 9 PM at the Rush Fire Station located at 1971 Rush Mendon Road, Rush, New York. Commissioner Lawrence Meston had concerns regarding ambulance calls. Commissioner Lawrence Meston, Commissioner Robert Faugh and Commissioner Scott Goodman discussed and commented on the ambulance calls for 2017. A motion was made by Commissioner Michael Terzo, seconded by Commissioner Lawrence Meston and approved 5 to 0 to approve Bruce Hall as the new Safety Officer. 7

Room Rentals: The Rush Henrietta Cross Country Team would like to use the large and small meeting rooms on Sunday, December 10, 2017, from 11:00 AM to 5 PM, for their team banquet. A motion was made by Commissioner Michael Terzo, seconded by Commissioner Lawrence Meston and approved 5 to 0 to approve the use of the large meeting room on December 10, 2017, from 11:00 AM 5 PM. Commissioner Lawrence Meston made a motion to adjourn the meeting. The motion was seconded by Commissioner Dale Sweet and approved 5 to 0 to close the meeting.
