Stress tests in EU March 25, 2011 as a response to the NPP Fukushima Dai-chii accident EK requested to provide comprehensive risk and safety assessment of EU nuclear power plants May 13, 2011 ENSREG issued Declaration in which has been stated inter allia that: National regulatory authorities shall be guided by the principles for openness and transparency as adopted by ENSREG in February 2011. Results of the reviews should be discussed both in national and European public seminars to which other stakeholders would be invited. 2 ÚJD SR 2

Stress tests communication 2011 March 16 - Information on situation in the Slovak NPPs presented for the Slovak Government May 5 - Discussion in the Slovak Parliament about safety of nuclear installation in Slovakia. Information on stress tests was presented and discussed as well. 3 ÚJD SR 3

They were informed about ENSREG website publishing comprehensive information about stress tests process over the EU. Stress tests communication April - Peer Review Report published on UJD SR website To be more understandable for Slovak citizens this report was translated to the Slovak language May 8 - representatives of regulatory body, operators and stakeholders (representatives of local administrations in localities around NPPs) from Slovakia participated on EU Public Meeting held in Brussels. Stress tests communication Communication with Civic Information Committees Bohunice and Mochovce is in continuation. Members of Civic Information Committees are regularly inform about ongoing stress tests process and they are invited to ask questions and spread information among inhabitants of their villages and cities Local committees are efficient way of interacting with local politicians and public around nuclear installations that are the most important stakeholders (4 regular meetings per year + ad hoc meetings) 18 ÚJD SR 18

Conclusion Stress tests communication Communication during the stress test process helps us to better understand issues and concerns affecting stakeholders It was an exercise how to communicate with public in a proper way which force us to identify issue that are sensitive and should be addressed Open and transparent communication of stress tests improved our relation with media and stakeholders and led to strengthening of trust to the regulatory authority as a reliable source of information 20 ÚJD SR 20

IRRS Mission to Slovakia The Team did not identify elements regarding the responsibilities and functions of the regulatory body which would raise particular concern in the light of the NPP Fukushima Dai-ichi accident. The Team considers that the communication to the public and interested parties was carried out in a due manner. INTEGRATED REGULATORY REVIEW SERVICE (IRRS) REPORT TO SLOVAKIA 27 May 7 June 21 ÚJD SR 21

National Emergency Exercise After the Ministerial Conference organized in Vienna in June 2011, when reviewing and analysing the lessons learned after Fukushima accident, UJD SR identified that the coordination at national level in between the different authorities might become a serious problem in case of severe nuclear emergency at one of the Slovak NPPs. Therefore, as a consequence, following a UJD SR proposal, the Government decided that a national large scale nuclear emergency response exercise shall be organized in October, with the participation of all responsible organisations at local, county and national levels. The conducting and evaluation of this large scale exercise could be a good basis for future improvements of coordination and cooperation inside the national crisis management system. 22 ÚJD SR 22

Exercise held 17-18 October at Bohunice region The aim of exercise was National Emergency Exercise to practice and screen mutual relations, to test real status, preparedness and response of crisis management at all state levels to verify warning and notification system to practice emergency preparednes 23 ÚJD SR 23
