Council for Advancement of People s Action and Rural Technology (CAPART) Core-C, Zone V-A, 2nd Floor, India Habitat Centre, Lodhi Road New Delhi - 110 003 The Council for Advancement of People s Action and Rural Technology (CAPART) proposes to hold a permanent exhibition Gallery (Gallery No 4) at Rajeev Gandhi Handicraft Bhawan, Baba Kharak Singh Marg, New Delhi. In today s world, few traditional craft producers survive. In India however, millions of people with traditional skills still make a living by producing handicraft goods. Swarnjyanti Gram Swarojgar Yojna (SGSY) has a holistic self-employment generation programme,was launched from April 1,1999,by restarting the earlier Integrated Rural Development Progamme(IRDP) and allied programmes.the emphasis of SGSY is on a focused approach to poverty alleviation, capitalizing advantages of group lending and over coming the problems of multiplicity of programmes.up to December 31,2006,24.38 lakhs self help groups (SHGs) have been formed and 73.25 lakhs Swarojgaries have been assisted with the a total outlay of Rs 16,44.66 Core. The thrust of the Gallery will be to provide outlets for products made by the rural poor under various income generation schemes of the Ministry of Rural Development and projecting the various schemes of SGSY beneficiaries would be beneficiated through the new initiative has been under taken by the ministry for setting up of permanent Gallery for the sales and display wide variety of products manufactured by the rural poor from all over the country. THEME The Gallery will be called SARAS Gallery and will display a wide variety of products manufactured by the rural poor from all over the country. 1000 (approx) Swarojgaries from different states of India will also be given platform for developing linkages with the buyers and customers in a year. This is a great step towards national integration. This initiative would paved the way for the rural artisans make good income out their products, and to avoid the exploitation form the middle men. All SGSY Scheme beneficiaries would beneficiated from this new initiative. Women SHG would be given top priority. The traditional rural artisans like (Bastar Terracota, Madhubani paintings, metal crafts, vegetable dye, adivasees, ethnic products etc).would also be given priority s recommended by State Govt. would only be given benefit. Almost all the States and Union Territories are expected to participate in the SARAS Gallery. A part of the space will be used for highlighting the programmes and the achievements of the Ministry of Rural Development.

AREA AVAILABLE: As per the enclosed layout plan IMPORTANT The Rajeev Gandhi Handicraft Bhawan SARAS Gallery is an opportunity for the Ministry of Rural Development, the Government of India to reach out to people and project itself. For this, it is necessary to study and understand the profile of visitors, the message to be delivered, the most cost-effective means of communicating the message etc. SCOPE OF THE JOB: The job will be assigned on a turnkey basis and will include all aspects required for SARAS Gallery to become operational.- 1. Design of the gallery (must indicate the areas marked for the stalls) 2. Suitable passage between the stalls. 3. Interior decoration of the hall. 4. Woodwork and electrical lighting of the stalls and the gallery. 5. Setting up of stalls size approx. 100 sq.ft or 3 sq.mtrs, indicating nos of stalls. 6. Sales counter/table and chairs. 7. Fascia of the stalls. 8. Back and side racks for display. 9. Provision for office room in the gallery. 10. Provision of storage room/pantry. 11. Carpeting/flooring of the gallery. 12. Emergency light facilities. 13. Fire fighting equipments. 14. Air Conditioning 15. Show cases on either side of the entry point. SUBMISSION OF BIDS The bidders will have to submit their bids in two separate sealed envelopes as mentioned below:- i. First envelope will contain particulars of agency, its credentials, Income Tax Clearance Certificate and the Earnest Money in the form of a Pay Order/Bank Draft. Agencies that do not meet the criteria, their tender will be rejected. ii. Second envelope will contain Financial bid superscripted FINANCIAL BID FOR SARAS GALLERY AT, RAJEEV GANDHI HANDICRAFT BHAWAN, NEW DELHI.

Tenderer should submit the following compulsory documents. If any of the documents is not furnished the tender may be treated as invalid and left out of the consideration. a. Income Tax clearance certificate as on 31-03-2007. b. Questionnaire duly filled in and signed. c. Brief description along with photograph if possible of similar kind of job executed valued d. Earnest Money deposit of Rs 25,000/- (Rupees twenty five thousand only) in the form of demand draft or Banker s cheque in favors of CAPART. The Earnest deposit should be put in Envelope No.1 e. Any other information, which will be useful for the purpose of finalizing offer. Conditional offer shall not be accepted. ERANEST MONEY DEPOSITED (E.M.D.) A sum of Rs.25,000/- (Rupees twenty five thousand only) should accompany each bid in the form of a Pay Order/Bank Draft in favor of CAPART payable at New Delhi, in a separate sealed cover in Envelope.No.1. Bids/Offer not accompanied with the requisite EMD in a separate sealed cover or bid accompanied with bid guarantee of inadequate value shall not be entertained and in such cases bids shall be returned to the bidders without being opened. In case of award of work, the EMD shall be converted into Security Deposit and shall be released after one month of successful completion of job. EMD of unsuccessful applicants will be returned immediately after the finalization of contract. FINANCIAL BID Though the Council gives the assignment on a turnkey basis, the amounts of following items may be quoted separately and wherever feasible rates with expected quantities may be given:. The amount quoted in the bid shall also include as per design: 1. Design of the gallery, must indicate the areas marked for the stalls 2. Suitable passage between the stalls. 3. Interior decoration of the hall 4. Woodwork and electrical lighting of the stalls and the gallery

5. Setting up of stalls size approx. 100 sq.ft or 3 sq.mtrs, indicating nos of stalls. 6. Sales counter/table and chairs 7. Fascia of the stalls 8. Back and side racks for display 9. Provision for office room in the gallery 10. Provision of storage room 11. Carpeting/flooring of the gallery 12. Drawing and mock-up models on a platform not bigger then 30 x 40 13. Emergency light facilities. 14. Fire fighting equipments. 15. Air Conditioning 16. Reception & Cashier Counter 17. Front display at entry MODE OF SELECTION The financial bids of only those parties will be opened whose design/approach is prima facie found suitable for consideration on the basis of drawings. The decision of CAPART with regard to selection of the contractor will be final and binding and no communication in this regard will be entertained. it may be noted that CAPART reserves the right to reject any or all the approaches without assigning nay reason whatsoever. The council will also have a right to amend the pre-qualification/selection criteria. COMPLETION OF JOB The agency selected for the execution of the job will make all out efforts to complete the Gallery No:4 by the midnight of November 21st 2007 to enable us to fine-tune the display. However the Officer in charge will have the right to make necessary modifications/alterations in the layout till the last moment even after November 13, 2007. If required failure to meet the schedule may invite penalty@2% of the contract value per day of default. TERMS OF PAYMENT 20% of the total contract value after finalization of all drawings and designs and acceptance of terms and conditions 30% of the total contract value after completion of the woodwork if required or upon completion of 20% of the work otherwise. 20% after completion of decoration The balance 30% within 15 days of the opening of the Gallery and submission of the bill after necessary measurements, certification and alteration/correction as required by CAPART.

The bidders are required to understand the work properly before quoting the rates. Submission of tender by the agency will imply that it has read all the documents and has made itself fully aware about the work. CAPART reserves the right to assess bidder s capacity to perform the contract should the circumstances warrant such assessment in the overall interest of the owner. This office reserves the right to reject any or all quotations without assigning any reason whatsoever. For any further information/clarification/site visit you may contract Shri N N Banik, Exhibition Officer (Marketing Division) on 24642395 ext.-128 GENERAL TERMS AND CONDITIONS GOVERNING THE CONTRACT 1.0 DEFINITION OF TERMS 1.1 Party shall mean the bidder whose bid will be accepted by the owner for the award of the work specified and shall include such successful bidder s legal Representatives, successors and premised assigns. 2.0 Within the Gallery the Party s personnel shall not carry out any private work not connected with CAPART. 3.0 Party shall be directly responsible for any/all disputes arising between him and his personnel/workers and shall keep CAPART indemnified against all losses, damages and claims arising thereof. 4.0 Party shall be solely responsible for payment of wages/salaries and allowances to his personnel that are applicable under the laws in force including any new act or order of Government that may become applicable. CAPART shall have no liability whatsoever in this regard. 5.0 Party shall be fully responsible for theft, burglary, fire or any mischievous deeds by his staff. 6.0 All consumable items & material used by Party shall be of standard make and approval of officer-in-charge shall be taken for the same. 7.0 OTHER TERMS AND CONDITION 7.1 Earnest money shall be forfeited in case of following.

(i) (ii) (iii) On revocation of tender or increase in rates after opening of the tender but before validity of quotation expires. On refusal to enter into contract after the award of contract. If the work is not commenced on the date of starting the work after the work is awarded to the contract. 7.2 The E.M.D shall be returned to the unsuccessful bidders after the award of the contract. 7.3 Successful contractor should complete the entire work and handover the possession of Gallery to CAPART on November 21st 2007.The contractor shall stipulate clearly the days required by him for completing the work. 7.4 In case of any delay, liquidated damages@2 per cent of the contract value per day of default may be levied. 7.5 The contractor will make his own arrangement for watch and ward till the completion of the work. 7.6 The contractor will work in close co-ordination with the Dy Director (Mkt), CAPART, New Delhi or any other designated official. 7.7 Insurance of goods during execution of contract will be the responsibility of the contractor and CAPART will have no responsibility in the event of fire, theft of goods etc. 7.8 The contractor should clear the site so as to render it in fit condition for occupation after completion of the work. 8.0 TERMINATION OF CONTRACT 8.1 If any time the party makes any default in proceeding with the work the due diligence and continues to do so even after the notice in writing or commits any default in completing any of the terms and conditions, even after the notice in writing is given to him on that behalf by the Officer-in charge, CAPART may without prejudice to any other right to remedy accruing to the party or accruing thereafter to the Council by written notice terminate the contract as a whole or part of the Contract. The party shall be liable to pay damages towards the breach of contract including but not limited to the extra costs, expenses, considerations etc incurred by CAPART on account of termination of the contract with the party. 8.2 All instructions, notices and communications etc,under the Contract given in writing and if sent to the last known place of the business of the party shall be deemed to have been served on the date if in ordinary course of post these would have been delivered to the Party. 8.3 CAPART reserves the right to terminate the contract at any time or stage during the period of contract by giving 15 days notice without assigning any reason without any financial consideration/implication. 9.0 ARBITRATION

(a) In the event of any dispute or difference whatsoever arising under this contract or in connection therewith including any dispute relating to (b) Existing meaning and interpretation of this contract the same shall be referred to the sole arbitration of some other person appointed by the CAPART, New Delhi. The arbitration shall be conducted in accordance with the provisions of the Arbitration & Conciliation Act 1999. (c) There will be no objection that the Arbitrator is a person who has dealt with the matters to which the contract relates and/or in the course of his duties he has expressed any view on any matters in dispute or differences. The award of the Arbitrator shall be final and binding on the parties. (d) Not withstanding any dispute between the parties the agency shall not be entitled to withhold, delay or defer his obligation under the contract.
