MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF POLO HELD IN THE CITY COUNCIL CHAMBERS, CITY HALL, 115 S. FRANKLIN AVE., POLO, ILLINOIS, JULY 15, 2013. INVOCATION: Mayor Doug Knapp gave invocation. PLEDGE OF ALLEGIANCE: Mayor Doug Knapp led the Pledge of Allegiance. CALL TO ORDER: Mayor Knapp called the regular meeting of the Polo City Council to order at 7:00p.m. on Monday, July 15, 2013. PRESENT, Alderman David Ackeberg, Alderperson Louise Hall, Alderman Matt MeKeel, Alderman Troy Boothe, Alderperson Cheryl Galor and Alderman Randy Schoon. Also present was Mayor Doug Knapp, City Attorney Tom Suits and City Clerk Susie Corbitt. ABSENT: APPROVAL OF THE 07/01/13 MINUTES OF THE REGULAR CITY COUNCIL MEETING: Alderman Matt MeKeel made a motion to accept the minutes of the 07/01/13 regular city council meeting as presented, seconded by Alderman Randy Schoon. Ayes 6, nays 0. The motion carried by voice vote. APPROVAL OF THE 07/01/13 CLOSED SESSION MINUTES: Alderperson Louise Hall made a motion to accept the 07/01/13 closed session minutes as presented, seconded by Alderman Dave Ackeberg. Ayes 6, nays 0. APPROVAL ON THE JUNE 2013 TREASURER S REPORT TO FILE FOR AUDIT: Alderman Dave Ackeberg made a motion to accept the June 2013 treasurer s report as presented to file for audit, seconded by Alderman Matt MeKeel. Ayes 6, nays 0. The motion carried by voice vote. APPROVAL OF THE LIST OF BILLS: Mayor Knapp asked if there were any bills to add to the list of bills; Alderman Dave Ackeberg added 5 bills to Constellation in the amount of $457.23 and one to Con Mat Materials in the amount of $1,075.55 for both the Streets and MFT Departments, Alderperson Louise Hall added a bill to Orkin Pest Control in the amount of $112.67 for the Administration, PD and Street Departments and one to Sauk Valley News Media in the amount of $100.50 for the Administration Department, Alderperson Cheryl Galor added a bill to Aramark Uniforms in the amount of $5.86 for the Park Department and Alderman Randy Schoon added bills to Constellation in the amount of $14.82, $599.89 to Staples and two bills for Aramark Uniforms, both in the amount of $14.65 all for the water & sewer departments. The motion carried. CORRESPONDENCE: COMMITTEE REPORTS: Streets and Sidewalks: Finance & Ordinances: Alderperson Louise Hall reported the Ordinance Committee met last Wednesday. She reported they went through each ordinance that the City of Oregon had for nuisances then addressed what the City of Polo code addresses for each type of situation in that everything was covered except brush hauling and appliance break downs. Chief Christen and Sergeant Knight informed the committee how they handle these two specific situations for brush hauling and appliances. The committee decided there are no amendments to our ordinance needed at this time. Police: Alderman Matt MeKeel reported that the Polo Community School District sent a letter to the PD thanking them for assistance during the loss of Sarah Kamp. Mayor Knapp thanked Chief Christen for his department s assistance with this unfortunate loss. Sanitation: Buildings and Grounds: Alderman Troy Boothe reported a building permit issued for a fence. He also reported a Zoning Board of Appeals Hearing has been scheduled for July 24, 2013 at 7pm for a request for a variance to the front setback regulation. Parks & Pool: Water & Sewer: City Clerk s Report: City Clerk Corbitt reported that the Polo Chamber of Commerce After Hours will be held on Monday, July 29 th from 5-7pm at KSB Community Room. Police Chief s Report: No report
SAFETY AND ACCIDENT REPORTS: COMMENTS & QUESTIONS FROM THE PUBLIC: UNFINISHED BUSINESS: A. Consideration & Possible Action on Ordinance 13-06, 2013/14 Appropriation Ordinance. Alderman Troy Boothe made a motion to accept ordinance 13-06, the 2013/14 Appropriation Ordinance as presented, seconded by Alderman Matt MeKeel. Mayor Knapp requested the City Clerk call roll on the motion; Alderman Troy Boothe yes, Alderperson Cheryl Galor yes, Alderman Randy Schoon yes, Alderman Dave Ackeberg yes, Alderperson Louise Hall yes, Alderman Matt MeKeel yes. The motion carried. NEW BUSINESS: A. Consideration & Possible Action on a TIF Request from Mr. David Ferris of Dave s Auto and Custom Body Works. Mayor Knapp reported that Mr. Ferris is currently looking at other options at this time. B. Consideration & Possible Action on a Request from Mr. Mike Scholl to Allow up to Ten Bee Nucs at his Residence from September 15, 2013 through March 15, 2014. Mike Scholl was present requesting to place up to ten bee Nucs at his residence in the back yard from September 15, 2013 through March 15, 2014. They would be located outside the patio door on the southeast corner of the home against a brick wall. The purpose of the nucs is to try to keep the bees living through the winter. During this designated time, the bees rarely leave the nuc because there is nothing for them to forage on and if they do leave the hive it is for a very short flight of approximately 20 feet to relieve themselves. During the cold weather (40 degrees or more) they cannot fly far because their wings have stiffened up. Mr. Scholl stated he realizes he was denied before but reported from the dates he is requesting there is no bee activity. He can keep them warm and keep them fed if possible. The bee population has dwindled and he had four bee hives with only one surviving through the winter. He hopes they can make it through the winter. Alderman Schoon asked why this has not gone back in front of the Zoning Board of Appeals and asked what do Mr. Scholl s neighbors feel about this request. One neighbor, Charles Schwingle was present and does want the nucs, stating we need to do this to keep our bees. Jim Westervelt was present stating he wants the nucs at Mr. Scholl s property. Attorney Suits stated this request for bee s nucs needs to go back to the Zoning Board of Appeals. Neighbors did not get a chance to know about this request and by going back for a hearing they will receive notice. Mike Scholl stated he tried to contact neighbors. Alderman Schoon feels this is a different situation due to the time frame when they would be on his property. Alderperson Hall questioned the flowers that were still blooming in September last year which would draw the bees to them and she suggested going to a forest preserve to place his nucs. Mr. Scholl replied that he has bees in Castle Rock State Park and it is difficult to monitor them that far away in the winter time. He wants to buy strong queens on his own and also brought a nuc box in for an example. He would take the bees out to Castle Rock State Park or Lutheran Outdoor Ministries after the requesting time period of March 15, 2014.
Alderman Boothe asked what the problem was and questioned was it getting stung. Karen Scholl stated she can walk right through them and she has never been stung, stating Lori Church is very against this. Alderman Boothe reported his family has never been stung at their home where Mr. Scholl has his three hives. It was suggested to Mr. Scholl to apply for another Zoning Board of Appeals hearing for a request for an amendment to the code of ordinances to allow nucs on his property. C. Consideration & Possible Action on Ordinance 13-07, an Amendment to the Polo Code of Ordinances to Chapter 78, Schedule VIII, Caution Areas, to Delete Near 106 N. Congress Avenue, Caution Sign for Hearing Impaired Children. The City Council accepted the first reading of ordinance 13-07 as presented. D. Consideration & Possible Action on an Amendment to Mayor Doug Knapp s 2013/14 City of Polo Appointments to the Street Department. Mayor Knapp stated he is appointing Kendall Kyker as the new City of Polo Street Superintendent. Mayor Knapp s amended appointment schedule was presented to represent this change. Alderman Randy Schoon made a motion to accept the amendment to Mayor Doug Knapp 2013/14 City of Polo Appointments to the Street Department, to replace Kendall Kyker as Street Department Supervisor in place of Craig Telschaw who will still work in the Street Department, seconded by Alderperson Cheryl Galor. Ayes 6, nays 0. The motion carried by voice vote. E. Consideration and Possible Action on Salary Changes in the Polo Street Department. Mayor Knapp recommendation is to pay Kendall Kyker the new street superintendent $17 an hour and lower Craig Telschaw to $17 an hour. Alderman Dave Ackeberg made a motion to increase Kendall Kyker pay to $17 an hour and decrease Craig Telschaw pay to $17 an hour, seconded by Alderman Randy Schoon. Mayor Knapp requested the City Clerk call roll on the motion; Alderperson Cheryl Galor yes, Alderman Randy Schoon yes, Alderman Dave Ackeberg yes, Alderperson Louise Hall yes, Alderman Matt MeKeel yes, Alderman Troy Boothe yes. The motion carried. OTHER BUSINESS: Alderperson Matt Mekeel made a motion to adjourn out of the regular City Council meeting at 7:30pm on June 17, 2013, seconded by Alderman Dave Ackeberg.
