Behavioral Health Department: Consider approving the release and assignment of all unencumbered Mental Health Services Act Housing Program funds to the California Housing Finance Agency s Local Government Special Needs Housing Program. C. Human Services Agency: 1. Consider authorizing the Chairman to sign the Agreement with California State University Fresno, Foundation for FY 2016/2017 to provide education, consultation and training services to assist the Human Services Agency to enact the new Child Welfare Core Practice Model with the implementation of Safety Organized Practice Model. Consider authorizing the Chairman to sign renewal Agreements with the Kings/Tulare Agency on Aging and the Kings County Commission on Aging for FY 2016/2017 to provide senior services. Information Technology Department Mark Dawson/Anthony Walecki Consider approving the transfer of funds from capital assets to office expenses for the purchase of SolarWinds IT Management and Monitoring Software and authorizing the Clerk of the Board to sign the budget appropriation and transfer form. ACTION: APPROVED AS PRESENTED (JN/RF/CP/RV/DV-Aye) 2. Consider adopting a Resolution that will rescind all related Resolutions and establish a fee schedule for appointment of non-contracted conflict counsel for defense of the indigent accused and for indigent accused contracted panels with respect to parole revocation hearings. [Reso 16-078 VII B 12 H. Board Member Announcements or Reports On their own initiative Board Members may make a brief announcement or a brief report on their own activities. They may ask questions for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda (Gov. Code Section 54954.2a). Supervisor Pedersen stated that he attended the Sustainable Groundwater Management meeting hosted by the Kings County Farm Bureau meeting on October 11, 2016, attended the Armona Community Energy event on October 12, 2016, attended the Navy Ball on October 13, 2016, attended Boss s day breakfast on October 17, 2016 and stated that he will be in Washington D.C. next week with the San Joaquin Valley Air Pollution Control Board. Supervisor Valle stated that he walked with the Latino Roundtable members on October 12-13, 2016 in Corcoran on Measure K, he stated that he attended a meeting with the contractors on the Home Garden park project on October 11, 2016 and attended a dinner hosted by the Latino Water Coalition in Selma on October 17, 2016. Supervisor Fagundes stated that he attended the car show at the Civic Auditorium on October 15, 2016, attended a cleanup day planning meeting in El Rancho park on October 16, 2016 and stated that Kings/Tulare Area Agency on Aging meeting he was going to attend was canceled due to lack of a quorum on October 17, 2016. Supervisor Neves stated that he cooked for the Armona Energy event and attended a meeting with 17 th Avenue residents in Lemoore on October 12, 2016, attended a CalVans meeting and table top exercise hosted by the Health Department and the Lemoore High School freshman football game on October 13, 2016, attended the Lemoore Chamber event at Harris Ranch and attended a book signing at Animal Haven on October 14, 2016, attended the Lemoore BMX facility ribbon cutting and the Stratford Electric line event on October 15, 2016, attended the Stratford Constitution day parade on October 16, 2016, attended the Rock the Purple luncheon and the Avenal Fish Fry on October 17, 2016. He also discussed the Westlands Water District article in the Fresno Bee with the Board. Supervisor Verboon stated that he attended the Lemoore Naval Air Station Base Commander Change of Command event on October 17, 2016 and stated that he participated in the car show at the Civic Auditorium on October 15, 2016.

Page 4 of 5 VIII B 13 Board Member Announcements or Reports Continued Board Correspondence: None Upcoming Events: CAO Larry Spikes stated that that on October 19, 2016 the Safe Routes to Schools project ground breaking at the Kettleman City Elementary School will be at 3:00 p.m. and the Kettleman City Energy event will be at the Kettleman City Park from 4:00 to 6:00 p.m., the Champions annual graduation will be held on October 20, 2016 from 6:00 p.m. to 8:00 p.m. at the Hanford High Auditorium, the CASA of Kings County 4 th annual Light of Hope Gala fundraising event will be held on October 22, 2016 at the Hanford Civic Auditorium and the Kings County Historical Society will hold their chicken barbecue fundraiser on October 22, 2016 at the Grangeville Church. He stated that the County Office Halloween decorating contest will be judged by the Board of Supervisors on October 25, 2016, the County employee costume contest will be held on October 28, 2016 at 3:00 p.m. in the Board Chambers and the Kings Economic Development Corporation will hold their annual recognition dinner on October 27, 2016. He stated that the In-Home Supportive Services will hold their trick or treat event for Armona Elementary School children on October 31, 2016. He stated that the Battle of the Badges blood drive will be held on November 2, 2016 and the State of the County brown bag luncheon will be held on November 4, 2016. He stated that Kings County 4-H will hold their pork loin barbecue fundraiser on November 5, 2016 at the Kings Fairgrounds, the Les Collins Memorial Youth and County Government Day will be held on November 8, 2016 and the California State Association of Counties conference will be held on November 28 through December 2, 2016 in Palm Springs. Supervisor Neves stated that the Kings County Library fall book sale will be held on October 22, 2016 at the Hanford branch and the Pink Passion picnic for Breast Cancer awareness will be held on October 26, 2016. Information on Future Agenda Items: CAO Larry Spikes stated that the following items would be on a future agenda: Services awards for County employees, contract amendment with DLR for the AB 900 project and a study session for establishing an agreement with Public Agency Retirement System. I. CLOSED SESSION Deciding to initiate litigation. 1 case [Govt. Code Section 54956.9] Personnel Matter: Public Employee Appointment: Fire Chief [Govt. Code Section 54957] REPORT OUT: CAO Larry Spikes stated that the Board took no reportable action in closed session on the deciding to initiate litigation item and stated that on the Public Appointment item the Board offered employment to Clay Smith and he accepted with compensation set at $10,505 per month effective November 7, 2016.
