SAIPAN AND NORTHERN ISLANDS LEGISLATIVE DELEGATION Third Senatorial District Twentieth Northern Marianas Commonwealth Legislature SECOND REGULAR SESSION, 2017 HOUSE LOCAL BILL NO. 20-46, Dl A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE THIRD SENATORIAL DISTRICT To appropriate the sum of Two Million Two Hundred Fourteen Thousand Dollars ($2,214,000.00) from the Exclusive Gaming Annual License Fees allotted to the Third Senatorial District under 4 CMC 2307(c)(2); and for other purposes. BE IT ENACTED BY THE THIRD SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE: 1 SECTION 1. PURPOSE. 2 The purpose of this Act is to appropriate the sum of Two Million Two Hundred Fourteen 3 Thousand Dollars ($2,214,000.00) from the Exclusive Gaming Annual License Fees allotted to 4 the Third Senatorial District under 4 CMC 2307(c)(2). 5 SECTION 2. APPROPRIATIONS. 6 Notwithstanding any provisions, statutes, laws or regulations to the contrary, the Saipan 7 and Northern Islands Legislative Delegation hereby appropriates the sum of Two Million Two 8 Hundred Fourteen Thousand Dollars ($2,214,000.00) from the Exclusive Gaming Annual 9 License Fees allotted to the Third Senatorial District under 4 CMC 2307(c)(2) as follows:

House Local Bill No. 20-46, Dl 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 (1) Three Hundred Fifteen Thousand Dollars ($315,000.00) for the completion of the Kanat Tabla Project; (2) Five Hundred Six Thousand Dollars ($506,000.00) for the paving and/or repairing of Lalangita Road; (3) Five Hundred Forty Thousand Dollars ($540,000.00) for the paving and/or repairing of Lalangha A venue; ( 4) One Hundred Ninety-Seven Thousand, Six Hundred Fifty-Six Dollars ($197,656.00) for the paving and/or repairing of Palu Lane; (5) Seventy-One Thousand, Two Hundred Two Dollars ($7 1,202.00) for the paving and/or repairing of As Teo Road; (6) Three Hundred Forty Thousand Dollars ($340,000.00) for the paving and/or repairing of Puteng Drive; (7) One Hundred Twenty-Two Thousand, One Hundred Forty-Two Dollars ($122,142.00) for the paving and/or repairing of Matbas Drive. EXPENDITURE AUTHORITY. 22 The expenditure authority for the funds under Section 2 of this Act shall be the Secretary 23 of the Department of Public Works. The expenditure authority for the funds under Section 2, 24 subsection (8) for the Inetnut Amut yan Kutturan Natibu/Mwiischil Safey me Kkoor Aramasal 25 Faluw shall be their President. 2

REPROGRAMING. 2 Notwithstanding any laws, provisions or regulations to the contrary, funds appropriated 3 under this Act shall not be reprogrammed for any other purpose. 4 SECTION 5. REPORTING. 5 The expenditure authority shall submit to the Chairperson of the Saipan and Northern 6 Islands Legislative Delegation a detail report showing the expenditure of the funds at the 7 completion of appropriations in Section 2 of this Act. 8 SECTION 6. FUND DISTRIBUTION. 9 Funds appropriated under Section 2 of this Act shall be distributed accordingly to the 10 intended purpose and or entity upon this Act becoming law. 11 SECTION 7. FISCAL YEAR. 12 The funds allocated under this Act shall be without fiscal year limitation(s). 13 SECTION 8. SEVERABILITY. 14 If any provision of this Act or the application of any such provision to any person or 15 circumstance should be held invalid by a court of competent jurisdiction, the remainder of this 16 Act or the application of its provisions to persons or circumstances other than those to which it 17 is held invalid shall not be affected thereby. 18 SECTION 9. SAVINGS CLAUSE. 19 This Act and any repealer contained herein shall not be construed as affecting any 20 existing right acquired under contract or acquired under statutes repealed or under any rule, 21 regulation or order adopted under the statutes. Repeaters contained in this Act shall not affect 22 any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not 23 have the effect of terminating, or in any way modifying, any liability, civil or criminal, which 24 shall already be in existence on the date this Act becomes effective. 3
