Section B: The purpose(s) of this organization shall be to facilitate the sport of marksmanship, while ensuring enjoyment in safe and controlled environment. Our goal is to provide competition, instruction and the promotion the safe use of firearms. To ensure we educate to our youth in the sports of fishing and hunting while respecting the tradition of stewardship of lands, lakes, rules and adherence the laws and regulations of the various levels government. Section C: Purpose The purpose of this club shall include but are not limited to the following: 1. To promote, entry, and conduct such sporting activities with the use of angling, firearms, or archery equipment. To encourage the participation of the others in such activities and to provide educational and/or instructional assistance or resources in these activities. 2.To advocate, encourage, and support youth education programs as a mean of perpetuating traditions, education and involvement in supporting the sporting events of this organization. 3.To promote the advocacy of laws that protects the best practices of the use and harvesting of our wildlife and natural resources. 4.To encourage and promote the highest degree of sportsmanship and conduct among the members of the organization and other clubs. ARTICLE II: MEMBERSHIP & DUES
Section A: (A Riffle Membership or B Archery Membership) Section B: Dues are for a A & B membership. Shall be detailed in appendix # 1 of this document, (Reviewed annually) Eligibility: The candidate/member shall - Be 19 years of age or older. The candidate shall agree to support, respect and adhere to the by-laws and regulation of the club, - Be held responsible to keep informed of all by-laws that are made at any time. - Obey all laws pertaining to any ranges, firearms and directions of the Range Safety Officer, Executives and Staff. - Pay and renew your membership on time and return key when needed. A membership shall mean: - A Riffle Membership: Up to Two (2) adults up to 8 children under the age under 19 years old living at home. To have access to the 100 Yard Range and the handgun and shotgun range ONLY. No access to the Beach, Club House, Air Riffle and Archery - - B Archery Membership: Up to Two (2) adults up to 8 children under the age under 19 years old living at home. To have access to the Beach, Club House, Air Riffle and Archery ONLY. No access to Riffle or Handgun/shotgun Range - - A Riffle & B Archery Memberships: To Have access to the 100 Yard Range and the handgun and shotgun range and to have access to the Beach, Club House, Air Riffle and Archery. Both Property access. A) Applicants for membership shall download a copy of the Club Rules, by-laws and regulations and submit a signed form A application/affidavit form given by the board of directors stating the applicant and member will abide by the constitution and bylaws, and the club rules and regulations of the organization. B) Membership application forms shall be accompanied by the appropriate fees, Key deposits, charges, dues and any other fees a may be applicable. All new members shall be on a probation period of 1 year and must attend 4 meetings to receive voting rights. Membership renewal date is before April 30 th if handed in late there shall be a $20 admin fee for late applications of renewing membership. The clubs reserve the right to increase the fees or remove membership anytime. Membership is non-refundable.
C) Range Fees: All Non-members must pay $5.00 an day fee to use of the property, The responsibility of the member to collect the money for the club. The board of directors (Executives) may establish range fees for use of the range owned by the club. D) Activities fees: The board of directors may establish activity fees for use of the property owned by the club on various functions and shall be decided on an individual basis E) Keys: $50.00 fee refunded when key is returned. A 2 week waiting period to pay the key refund after return of the key by owner. The key(s) are numbered and attached to your membership card, so you are responsible for it or them. You shall not lend or transfer your entry key to anyone. It is your responsibility as a member to see the Membership chair to return the key when you don t want to renew membership or have had your membership revoked. F) Membership Cards: shall be issued to members and spouses only, dependents will not require them as they are to be accompanied by card holder on the property. A $10.00 replacement fee if lost. They will only be handed out if you paid your membership fees and key deposits. G) Fines: Executives can issue a fine from $20.00 to $100.00 depending on the Rules, regulation or bylaws that was broken or to revoke your membership. It is up to the individual Executive dealing with the infraction to establish the fine. The fine will be attached to your membership and you will be required to pay such amounts before the annual membership renewal or you or anyone that is attached to the membership application will not be able to join or renew membership until the fine is paid. ARTICLE III: OFFICERS Section A: Officers The club officers shall be a President, Vice-President, Secretary/Membership Chair, Treasurer, Range Safety Officers, Property Manager,
and Property Maintenance. The Corporation Directors of the club will always be the President, Vice-President, Secretary/Membership Chair and the Treasurer. They are the only 4 people in the club that can deal with CRA or the Ministry for the club. Section B: Eligibility Must be a participating member of this organization at least 2 year to become an executive. for Section C: Election The officers shall be elected by a majority of the vote, once every 2 year, by the members at our annual March meeting. Section D: Term The officers shall serve for two year term of office, shall begin at the commencement of the March election. All Officers must attend all meetings unless it s a very good reason, and must become range officers. Must enforce bylaws and rules of club and set fines. -Officers shall not miss more than four (4) General meetings or will be removed from their positions by a vote of the executive committee. -Officers shall remit all material and documents to the clubs after an election change or if you are relieved of your duty. They will be given a week to hand everything into next officer, and must make arrangements to hand everything over. Executives must help out around the club property to help maintain and must help each other. ALL MATERIAL MUST BE PHOTOCOPIED AND TRANSMITTED TO THE SECRETARY IN ORDER TO MAINTAIN A DOCUMENT RECORD. ALL CLUB RELATED E-MAILS, MAIL AND MATERIALS RECEIVED SHALL BE FORWARDED, TO THE CLUBS E-MAIL ADDRESS AND/OR PHYSICALLY TRANSFERRED TO THE CLUB SECRETARY. Section E: Vacancy If a vacancy occurs in the office of President, the Vice- President shall assume the office for the remainder of the term and vacancies in any other office shall be filled by a special election. ARTICLE IV: DUTIES OF OFFICERS Section 1: President it shall be the duty of the President to:
Preside at all meetings using the Roberts Rules of Orders Vote only in case of a tie Ensure that the by-laws and rules and regulation of the organization by ore enforced on all the members, staff or executives. Represent the club in the media, and/or public gatherings. Appoint committee chairpersons subject to the approval of the Executive Committee Serve as an official member of all committees. Supervise all events within the organization and ensure the executive committee is informed committees decisions and recommendations. Assist where appropriate in the maintenance of property and range. Assist or direct members in their position and/or appoint competent supervisors where appropriate. Perform such other duties as ordinarily pertain to this office. Ensure all rules and regulation are respected on property Ensure property committees are informed of executive committee s decisions. Ensure club related documents are made available to the secretary To Help out all other executives and staff if needed Section 2: Vice-President It shall be the duty of the Vice-President to: Preside in the absence of the President To overlook day to day operation of the organization To transfer all, materials or materials of the organization to the next person replacing your position. Serve as chairperson of the other committees at the direction of the president. Ensure all rules and by-laws and rules are respected on property. Assist all other and executives in their task and responsibilities Ensure club related documents are made available to the secretary Represent and maintain appropriate liability and property insurance for the club. To become one of the certified Range officer To Help out all other executives and staff if needed
Section 3: Secretary/Membership Chair It shall be the duty of the Secretary/ Membership Chair to: Receives all mail & e-mails for the club and transmitted the appropriate person of the club and keep records of them. Record the minutes of all meetings Transfers, all materials and/or documents of the organization to the next person replacing your position. Produce and maintain documentation of the club related records Maintain a current roster of membership Issue notices of meetings and conduct the general correspondence of the club Ensure that priority documents are stored in the clubs safety deposit box. To keep a record of all money coming into the club, from the members To replace the Secretary when she is absent To keep all documentation organized of membership and OFAH To pay for Members Insurance To make and give Membership Cards To collect all money owed to the club from members To make sure all fines are paid at renewal To give all money to the Treasurer To keep a detailed record of paying out and money coming in To do all what is needed for members to get membership To come up with ways for the club to get more members (Expose the club more) To Help out all other executives and staff if needed Section 4: Treasurer It shall be the duty of the Treasurer to: Receive and file all Deposit Slip, receipts and Officer Signature Forms. Transmit all information, materials or possessions of the organization to the next person replacing your position. Keep an itemized account of all receipts and expenditures and make reports each meeting. Maintain a record and ensure that all banking and financial balance accounts Ensures the club pays its bill on time and to the appropriate people and organization. Submit the clubs income taxes return on time and properly completed
To make copies of all documentation and transmitted to the secretary To Help out all other executives and staff if needed Section 5: Gun and Air Rifle Archery Range Safety Officer Ensures the proper and safe day-to-day operation of the range. Acts as the individual club representative to the Chief Firearms Officer, Ontario. (CFO) Processes and submits all Authorization to Transport (ATT) for restricted firearms to the Office of the Chief Firearms Office Transmits all info, materials or belongings of the organization to the next person replacing your position. To delegate to the other range officer his duties incase of his absence. To have 3 or more people certified just incase of his absence. Ensure all rules and regulation of the range are being followed at all times. Ensures that regular inspections of the range and to notifies the executives of any problems Ensures that all signage are regulation, visible and current Maintains all range related material and range proper Ensures that current record of all materials pertaining to the CFO office. To make copies of all documentation and transmitted to the secretary Ensures that he/she is current on all new rules and regulations both club and CFO To Help out all other executives and staff if needed To collect all Appropriate fees for Ranges Ensures the proper and safe day-to-day operation of the range. Section 6: Property Manager To maintain the appearance of the property, including the grounds, and any such buildings as required, the manager may recruit the assistance of members if needed. Transmits all info, materials or belongings of the organization to the next person replacing your position. To inform the executive committee of any danger or damages on the property To maintain order on the property. To fix and Maintain picnic tables and fire pit. To Help out all other executives and staff if needed Section 8: Property Maintenance To fix Anything on property To advise committees and executives of danger and damages on property To get help from members or executives when needed To take pictures of property damages or theft and report it to the proper authorities To Help out all other executives and staff if needed ARTICLE V: MEETINGS Section A: Meetings Regular meetings shall be held the 1 st Wednesdays of the month. At the clubhouse or where specified. Section B: Annual Meeting Annual meeting will be held on the 1 st Wednesday of March For elections Section C: Executive meetings: Will be held if there is an issue with a specific member and/or property matter, further the executive may call a meeting if it is
apparent that any rules and regulation have been violated and/or to vote to revoke the membership. If a person s membership has been revoked, it is the responsibility of the executive to retrieve the Entry Key. The Executive may request the assistance of the OPP, at that point the member is no longer is allowed on the property either individually or as a guest other members. However the person may reapply the following year. The executive at that point shall call a meeting to see if the membership will be renewed. ARTICLE VI: EXECUTIVE COMMITTEE Section A: Responsibility Management of this club shall be vested in an Executive Committee responsible to the entire membership to uphold these bylaws, rules, constitution and regulation. Failure to uphold these rules as the member of the executive committee may result in the loss your position by a vote of the executive and will be replaced by Members voting at the Annual meeting or a special meeting held. You will loss your membership to the club as well if voted off and can only reapply to the club executive the following year.
Section B: Membership - It is the individual member s responsibility to maintain their membership up to date and in good standing. To know the by-laws, rules, regulation, and constitution of the Marathon Rod and Gun Club and to ensure they are current with new policies. To abide and respect all rules, regulations, by-laws and constitution at all times. Respect every one on the property. Show respect and refrain from damaging the property or range. Ensure that other person on the property people are members in good standing and be willing to display their membership card and if the person does not have card, request they leave and return when they do, or are accompanied by a card holder. Members must carry their Membership cards at all time if on the property. Section C: All Members All members and new member should get involved at the club. Help out, Please if you can it is appreciated Go to meetings its important for your voice to be heard. Cannot complain if you don t do anything to change it. Are responsible for their membership and their guests Membership, Range and Property Rules, By-laws and Regulations: 1. All members are responsible for themselves, family members, and their guests when on the property. All Members must carry their card and key on the property at all times or will be asked to leave. 2. Every key will cost $50.00 deposit to all members. Member s loss their deposits if key is not given back and will have to purchase another one. It will take up to 2 weeks to get your $50.00 deposit back after you given the key. 3. No Drugs or Alcohol on the property. 4. The Executives Reserve the rights to have alcohol on the property only for club related function. Liquor License must be purchase by the club. 5. All Members must have their membership card on them at all times while on property or will be told to leave. If you lose your membership card or it gets damaged you will be charged a $10.00 for replacing fee.
6. The executives may at their discretion, declare events open to the public. 7. All new members must be accepted by the executive board and will be on a 1-year probation period. They will not be able to vote on any meeting unless they attend to at least 4 meetings in the first year and finish their probation. When you are a new member failure to attend 4 meeting during each following year of your membership will result in suspension of voting privileges for the next year. You cannot be voted an executive if you have not been an active participating member of the club for 2 years. 8. Before you can use the gun range you must satisfy the club executive that you have sufficient knowledge of range procedure to safely participate in target shooting. Handgun safety course will be offered as needed and is arranged by the clubs executives. 9. If you are caught leaving or dumping garbage on the property. Your membership will be revoked and you might get charged. YOU MUST REMOVE ALL GARBAGE FROM THE PROPERTY 11. No one is to be on the marathon rod and gun club property between the hours of 11:00 pm to 7:00 am. Unless written permission from the club executives as a whole in writing. 12. No fires on club property except in designated area (steel containers). You can only burn wood and make sure there is a current up to date fire permit posted inside clubhouse or posted near sign in of the gun range. 13. Gates to be locked at all times. 14. Using range: follow all rules of the range at all times and pay the fee required to use the range. 15. No picnic table on dock or in lake, please leave them where they are please. 16. Swim at your own risk we do not have a life guard on property. 17. No one shall leave aircraft, cars, trucks, boats or trailers at anytime on the property unless a written permission from all the executives in writing. 18. You must follow the direction of Marathon Rod and Gun club staff and executives 19. There will be a monthly 4 general meeting Starting first Wednesday of February, March, April and May of each year. Meeting place to be announced. 20. The Executives reserve the rights to charge different fees for the property, range, memberships. Also reserves the right to fine members breaking the clubs laws. 21. Your obligation to the club is to fallow all rules, by-laws, regulations and ask other people on the property for their membership card and if they do not have a membership card, you must ask them to leave. Please tell the executives if anyone breaks our laws. 22. Anyone that takes anything off the property without asking at a general meeting will be charged and prosecuted and will also be losing his membership. You also must have a written form signed by all executives to differ from any bylaws. The word of an executive or member will not be held good anymore. ("He said I could ) does not cut it anymore. You need to follow proper protocol of the club. 23. No vehicles on the beach or on range unless written permission from executives or if working in area. 24. Conducts not in the best interest of the club can result in fines and/or removal of club membership. 25. All Memberships must be renewed before April 30th of the following year. If you renew your membership after April 30th you will be charged a $20.00 extra for administration fee. 26. I agree to fallow all Rules, Regulation, By-laws and Constitution of this club and it s my responsibility as a member to know them all and know the new ones. 27. All Non-members must pay $5.00 an hour for any range used. It is the responsibility of the member to collect the money from the non-member and give it to the executive for the club. 28. Respect each other. 29. In 2015 if you volunteer and do work at the club, you will be the ones to be able to vote. The ones that reach 10,000 hours of volunteering for the club will get a %5 share of the Marathon Rod and Gun Club.
RANGE RULES 1. When using the Range, the Range Facility Status "Sign" must be open to the "Caution" "Range in use" "Caution" position. 2. All Shooters must "sign in" to shoot on the Range. 3. All "Restricted Firearms" shall be transported to the range facility unloaded, rendered inoperable by a secure locking device, and in a locked container that cannot be readily broken open or into. Non Members must give a copy of their R-Pal to executives before allowed to shoot at our range. 4. Everyone on Range will use approved eye and ear protection. Spectators must be at least 15 feet (5 meters) behind the firing line. 5. A Range Officer must be on duty whenever the range is in use. Any groups using the range must designate one person to be the Range Officer. 6. All firearms on the firing line bench shall have their action up, open and unloaded, and completely clear of all ammunition. 7. Firearms are to be only loaded at the firing line, with the firearm pointed down range, in the direction of the targets. 8. The Range Officer will use the following commands to direct the shooting exercise. Ready on the Firing Line Load your Firearm Commence Firing Cease Firing Upon hearing the command, "Cease Fire" all shooters will immediately stop shooting, make their firearms safe, put their firearms on the bench action up, step back from the firing line to wait for further instructions.
10. Prior to leaving the range, all firearms must be made " Safe" to allow for visual inspection by Range Officer. 11. Firearms that require maintenance shall be removed from the firing line to the designated "Safe Area". 12. Shoot at targets that have been approved by the Marathon Rod and Gun Club. Only targets that are secured to the target holders will be allowed. No Metal unless approved by executives. 13. Any unsafe condition or circumstances must be reported to the club Executive immediately. In the event of an injury caused by a shooting incident the Police and the Club Executive are to be notified immediately. 14. No person impaired by alcohol or drugs shall not be permitted on property. 15. All shooters are to remove their spent brass, cartridges, used targets and garbage before leaving the Range. 16. The above rules apply equally to any firearms. 17. No targets must be placed in middle of the range. They must all be against the fine gravel that is behind the target holder. 18. Every Guest must pay $5.00 a day to shoot at our club and must have their own insurance. 19. Proper firearms must be used on each range. 20. No hot or loaded firearm off any ranges. 21. Must respect one another. 22. If these Rules are not fallowed you will be fined $20.00 to $100,00 by Executives. 23. Please fallow all the rules of the ranges and the club. Thank you and have fun 24. ARTICLE VII: Committees Committees consist: of President, Vice president, Secretary 3 other person Section A: Range Committee Range Safety Officer is the Chairperson for committee and 3 other person Take care of the every day operation of the range. Responsible for enforcing the rules of the ranges of the clubhouse Arrange special advents for the Ranges Take care of maintaining the range and including signs, as needed produced and installed To communicate what needs to be done and all ideas to the executives To organize, in cooperation with the Clubhouse and Grounds committee, work details utilizing volunteer members of the organization to perform alterations and or maintenance tasks when needed on the club house, ranges, common areas, and field area of the organization Chairperson to make annual reports and provide reports during the operational season and reports to general meetings as per fixed agenda item Section B: Clubhouse and Grounds Committee Property Manager is the Chairperson for the committee. To try to maintain the property for the organization To organize events on the property. Responsible for enforcing the rules of the clubhouse Bring all recommendations to the executives and members To look at options to fix things Prepare costs estimates of project for the club Ensure that maintenance is provided with the most cost effective manner possible To organize, in cooperation with the range committee, work details utilizing volunteer members of the organization to perform alterations and or maintenance tasks when needed on the club house, ranges, common areas, and field area of the organization Chairperson to make monthly and annual reports 15
ARTICLE IX: AMENDMENTS Section A: Selection these bylaws may be amended by a two-thirds (2/3) majority vote of the members with a membership in good standing or the Executives. Appendix # 1 Club membership rates for the year 2014-2015 + $ 26.00 if Magazine of the OFAH if wanted The following rates for membership in the Marathon Rod & Gun Club for the year shall be set at: $50.00 deposit on every key you get from the club. Only get money back when the # key that is on your account is returned. Cost $90.00 A Riffle Membership: Up to Two (2) adults up to 8 children under the age under 19 years old living at home. To have access to the 100 Yard Range and the handgun and shotgun range ONLY. No access to the Beach, Club House, Air Riffle and Archery Cost $90.00 B Archery Membership: Up to Two (2) adults up to 8 children under the age under 19 years old living at home. To have access to the Beach, Club House, Air Riffle and Archery ONLY. No access to Riffle or Handgun/shotgun Range Cost $160.00 A Riffle & B Archery Memberships: To Have access to the 100 Yard Range and the handgun and shotgun range and to have access to the Beach, Club House, Air Riffle and Archery.
