Projected 2007 Debt Situation Increase in new obligations compared to 2006 is primarily due to expansion of UNIFIL and secondly to full deployment of troops in MONUC, UNOCI and UNMIS, which more than offsets closing of ONUB, closing of UNAMSIL, and reduction in the deployment of troops in UNMEE and UNMIL Payments for troops and COE were broadly current up to April 2007 Payments for 2007 are dependent on timely finalization of MOUs (Memorandum of Understanding), particularly for UNIFIL. As at 16 May 2007, out of 302 MOUs for all peacekeeping missions, 62 (21%) were yet to be finalized. 20

Remarks on Capital Master Plan As per GA resolution 61/251 dated 22 December 2006, Member States are allowed a period of sixty days, beginning on 5 January to select the option of a one-time or a multi-year payment plan over a five-year period. To date**, out of a total of 192 Member States, 62** have paid in full, 106** Member States have made partial payments and 24 Member States have never paid any Capital Master Plan assessments. So far, 14** of the 192 Member States have selected the one-time payment option. A working capital reserve fund of $45 million was established under the above resolution to be operated under the terms of financial regulations 3.5, 4.2 and 4.3. As of 16 May 2007**, 86 member states had paid a total of $32.5 million into the fund. **Brought forward 27

CONCLUSIONS Financial situation in 2006 generally better than in 2005. Fewer Member States had paid in full for the regular budget by 16 May 2007. Payments received by 16 May 2007 to the regular budget were $240 million higher than on the same date in 2006. Unpaid assessed regular budget contributions were $102 million higher on 16 May 2007 than a year earlier. The financial position of peacekeeping operations at 16 May 2007 shows some improvement. Contributions of over $2.7 billion were received, reducing the amount outstanding from $1.8 billion to $1.6 billion. The financial position of the tribunals deteriorated in 2006. The outstanding assessments increased to $51 million at the end of 2006 as opposed to $25 million in 2005. The financial health of the Organization depends on Member States, including major contributors, meeting their financial obligations in full and on time. 30
