The Methods of Work of the Council require that an information document be prepared for each Council session reporting on the implementation of the decisions taken at the preceding session (CL 60/REP, Appendix G, paragraph 7.8). 2. Listed hereunder are the decisions taken by the 139 th Session of the Council (May 2010) and details of their implementation. 3. 2 CL 140/INF/4 DECISION IMPLEMENTATION ACTIVITIES OF FAO AND WFP Report of the 35 th Session of the Committee on World Food Security (14-17 October 2009) Ensure that the 36 th Session of the Committee on World Food Security has a balanced agenda that is not overburdened with parallel and side events, that it discusses varied examples learned from country experiences in fighting hunger and that the State of Food Insecurity (SOFI) report is released in time to facilitate in-depth discussion of its content (para. 8) Establish the Steering Committee of the High-Level Panel of Experts as soon as possible (para. 9) Clarify matters related to CFS programme, budget and financing for consideration at the next CFS plenary and subsequent session of the Council (para. 10) Develop the draft Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources as an important contribution to ICARRD follow-up (para. 11) This activity has been completed. The provisional agenda for the 36 th Session of CFS included an item on case studies of national initiatives for food security and nutrition. The agenda was developed through a consultative process led by the Bureau with support from the CFS Secretariat and Advisory Group. The SOFI figures were released on 14 September, and the complete report was released in early October 2010. The Steering Committee had its first joint meeting with the CFS Bureau and Advisory Group on 16 and 17 September in preparation for the 36 th Session of CFS. Document CFS 2010/5 was discussed at the 36 th Session of the CFS, proposing a programme of work for the 2010-2011 and the 2012-2013 biennia, with corresponding funding requirements to support the Committee in the realization of its new vision and roles, including the High-Level Panel of Experts. See document CL 140/5. Development of the Voluntary Guidelines on Responsible Governance of Tenure of Land and Other Natural Resources is an on-going inclusive process and this topic was discussed during one of the Policy Round Table discussions at the 36 th Session of CFS (CFS 2010/7). See document CL 140/5. PROGRAMME, BUDGETARY, FINANCIAL AND ADMINISTRATIVE MATTERS Report of the Joint Meeting (14 April 2010) of the 103 rd Session of the Programme Committee and the 132 nd Session of the Finance Committee Progress on the Implementation of the TCP Put measures in place to ensure full expenditure of the 2008-09 TCP appropriation by the end of the 2010-11 biennium (para. 17) The Secretariat has closely monitored the expenditure of the 2008-09 appropriation and has followed up-with budget holders of slow-moving projects to identify bottlenecks and accelerate

CL 140/INF/4 3 implementation. As a result, the monthly expenditure level as of end July 2010 was sufficient to ensure the full expenditure of the appropriation by December 2011. Intensify efforts to reduce the delay between requests and approval of TCP projects (at present six months on average for development projects (para. 17) Have the Joint Meeting of the Programme and Finance Committees continue to monitor and report to Council progress made on TCP implementation, including on distribution of TCP resources by region and by Strategic Objective (para. 17) The decentralization of a large share of TCP management as of 1 January 2010 is expected to significantly decrease delays between the receipt of request and approval of development projects. This will be the case once the Decentralized Offices become familiar with the new approval process. The trend during the first six months of 2010 has been positive, with an average delay of about four months.. An item on Progress on implementation of the TCP was discussed at the session of the Joint Meeting of the Programme and Finance Committees in October 2010 (see document CL 140/9). Evaluation of FAO s Operational Capacity in Emergencies Urgently implement all agreed recommendations that do not have financial implications (para. 19) Continue building synergies between the Romebased Agencies and enhance partnership between FAO and other Agencies in emergency situations, including for greater harmonization of operating procedures and shared services (para. 19) Prepare options for more stable funding for those types of emergencies which are predictable and which can be anticipated (para. 19) Have the Finance Committee make recommendations on options to develop the SFERA mechanism, including for more predictable funding of related human resources (para. 19) Prepare funding requirements for IPSAS within the context of the PWB 2012-13 for consideration by the Finance Committee (para 38) Submit review of 2010 actuarial valuation of staff-related liabilities to the Finance Committee in order to enable the latter to make funding All agreed recommendations without financial implications are being implemented. A monitoring process is under way to follow-up on progress achieved to date. From an operational point of view, increased harmonization of operating procedures is being developed under the UN Cluster Framework. This issue was considered at the 135 th Session of the Finance Committee in October 2010 (see document CL 140/21). Best options for more predictable funding of related human resources are being explored. As indicated in the Management Response, a paper shall be submitted to the Finance Committee in 2011 for its review. This matter will be discussed at the Finance Committee Session in March 2011. 4 CL 140/INF/4 recommendations to Council within the context of the PWB 2012-13 (para. 39) Report of the 103 rd Session of the Programme Committee (12-16 April 2010) (i) Programme planning and Priority-setting Implement the process measures recommended by the Programme Committee to ensure that the Regional Conferences and Technical Committees provide structured advice to the Programme and Finance Committees and Council on priorities for the 2012-13 biennium (para. 21) The Independent Chairperson of the Council (ICC) advised the first four Regional Conferences in 2010 (LARC, ARC, ERC and APRC), and will adopt the same approach for NERC in December 2010, on how to provide clear recommendations regarding regional priority actions. The ICC also facilitated two meetings of the Chairs/Secretaries of the Finance and Programme Committees and the Technical Committees on the approach to be applied in discussing priorities at their 2010 Sessions. The Conference Committee for IEE follow-up (CoC-IEE) also received a Progress Report on the issue of prioritization at its meeting of 23 June 2010. An item on Priorities for the technical work of the Organization in the 2012-13 biennium was discussed at the 104 th Session of the Programme Committee in October 2010 (see document CL 140/8). In so doing, a synthetic overview of the observations and recommendations regarding substantive priorities addressed at Regional Conferences and Technical Committees to date was provided. Provide supporting documentation on prioritization in a timely manner in all languages to enable effective consultations among Members prior to meetings of the relevant Governing Bodies (para. 22) Schedule an additional session of the Programme Committee in early 2011 to consider, inter alia, the Reports of the 30 th Regional Conference for the Near East and the 29 th Session of the Committee on Fisheries, which would take place after the next meetings of the Programme Committee and the Council (para. 23) Schedule future sessions of the Regional Conferences and Technical Committees within the new cycle of Governing Body input to the PWB, as approved by the Conference (para. 23) A document on Priorities for the technical work of the Organization in the 2012-13 biennium was provided to 104 th Session of the Programme Committee in October 2010 four weeks prior to the meeting, as per the working methods of the Programme Committee (see document CL 140/8). An additional session of the Programme Committee has been scheduled on 8 and 9 February 2011. The draft Calendar of Main Sessions to be submitted to the 140 th Session of Council (CL 140/LIM/2) is in keeping with the new cycle of Governing Body sessions approved by the Conference in 2009.

CL 140/INF/4 5 (ii) Evaluation Ensure continuous attention to gender issues in evaluations (para. 26) Produce a more standardized format for future evaluation reports and clearer prioritization among recommendations (para. 26) Ensure balanced geographical coverage in evaluation work, as well as early implementation of those recommendations that do not have cost implications (para. 26) Bring to the attention of donors the Council s June 2007 decision (CL 132/REP, para. 76) on the need to respect the provision of funding for evaluations in project budgets (para. 27) Continue joint work with WFP on food security information issues, as well as the work currently underway to finalize a corporate strategy for food security information systems with WFP (para. 28) Establish an FAO Water Platform to promote inter-divisional coordination and address water-related issues across the Organization s Strategic Objectives (para. 29) Accelerate the evaluation process of the Regional Office for the Near East and North Africa with a view to its consideration by the Regional Conference for the Near East in December 2010 (para. 30) This issue is being addressed through new FAO evaluation guidelines currently being prepared. Senior Management is also discussing means of early implementation of recommendations without cost implications. The TC Department, in conjunction with OED and CSF, has issued a Field Programme Circular on this subject for the attention of resource partners as new extra-budgetary initiatives are considered. An FAO/WFP joint task force has been working on the development of the two organizations ISFS corporate strategies. The FAO ISFS draft strategy was discussed in a workshop with internal and external stakeholders in Rome on 28 and 29 September 2010. The WFP and FAO corporate strategies on ISFS will serve as a basis for the elaboration the joint strategy to be completed by December 2010. Shortly after the 139 th session of Council (May 2010), a Zero Draft background document on the FAO Water Platform was prepared with inputs from NRL and comments from Decentralized Offices and Headquarters. After receipt of additional comments from Headquarters and the Decentralized Offices, the revised Zero Draft was forwarded to all ADGs at Headquarters. The NR Department then convened a meeting with the other Departments/Divisions to propose a work programme for this biennium and for the next PWB (see document CL 140/8). The evaluation is progressing well and a status report focusing on emerging issues and conclusions will be considered at a Side Event scheduled during NERC in December 2010. The independent evaluation team will consider any feedback provided during this Side Event before submitting its final report to Senior Management. The final evaluation, and the management response, will be discussed by the Programme Committee at its March 2011 session.

6 CL 140/INF/4 (iii) Results-based Monitoring of Programme Implementation Have the Programme Committee further discuss the TCP eligibility criteria regarding access on a grant basis to address inconsistencies created as a result of countries belonging to both the category of recipients identified to receive priority attention and the category of highincome countries (para. 31) An item on Access to TCP on a grant basis: eligibility criterion was discussed at the 104 th Session of the Programme Committee in October 2010 (see document CL 140/8). (iv) IPA Implementation within the PWB Have the Programme Committee address issues within its mandate regarding the autonomy of Statutory Bodies, as foreseen in Action 2.69 of the IPA, with particular reference to Article XIV bodies, while remaining within the framework of FAO (para. 32) An item on Preliminary Review of Statutory Bodies with particular reference to Article XIV Bodies and their relationship with FAO (IPA Action 2.69) was discussed at the 104 th Session of the Programme Committee in October 2010 (see document CL 140/8). (v) Improved Methods of Work and Efficiency of the Programme Committee Have the Programme Committee continue to make use of informal meetings regarding its methods of work (para. 33) An item on Improved methods of work and efficiency of the Programme Committee was discussed at the 104 th Session of the Programme Committee in October 2010 (see document CL 140/8). Reports of the 130 th (November 2009), 131 st (February 2010) and 132 nd (April 2010) Sessions of the Finance Committee Programme and Budgetary Transfers in the 2008-09 Biennium Have the Finance Committee continue to monitor the implementation of efficiency savings during 2010-11 (para. 37) An item on Adjustments to the Programme of Work for Further Efficiency Gains, One-time Savings and Work Planning was discussed at the 135 th Session of the Finance Committee in October 2010 (see document CL 140/21). Implementation of Corporate Human Resources Strategy Provide more information on mobility among the workforce and the Junior Professional Programme to the Finance Committee at its next Session (para. 41) A draft policy on Organizational Staff Mobility was presented to the Human Resources Committee (HRC) in September 2010 for them to advise the Director-General in accordance with their revised mandate. Interim measures are being introduced to ensure that the target of 100 managed geographical assignments for the 2010-2011 biennium is met. A revised policy will be implemented in the 2012-2013 biennium.

CL 140/INF/4 7 Departments and Offices have been identified to host the first cohort of Junior Professionals. Over 2000 applications have been screened to date, and selection of the first cohort shall be finalized in November 2010, for commencement in January 2011. This information was presented at the 135 th Session of the Finance Committee in October 2010 (see document CL 140/21). Increase the existing FAO gender target of 35 percent females at Professional and higher levels to the current UN System gender parity target of 50 percent, while concurrently ensuring merit-based selection and broader geographic representation (para. 42) A draft Human Resources Strategic Action Plan on Gender Representation was produced in June 2010 to achieve gradually the gender parity target established by the Council over the longer term. The Action Plan was considered by the newlyconstituted Human Resources Committee in October 2010, and some revisions are under way. Review of the Terms of Reference of the Ethics Committee Have the Finance Committee in liaison with the CCLM continue to review the terms of reference of the Ethics Committee, taking note of developments in the UN System and with due consideration of the role of the Ethics Committee s function vis-à-vis other activities in the Organization, such as those in the Office of the Inspector-General, the functions of the Ombudsman and FAO s mediation process (para. 44) The CCLM decided to defer consideration of this matter pending the submission of the conclusions of a study by Ernst &Young, as well as review by the Finance Committee of the proposed terms of reference and composition of the Ethics Committee. Financial Disclosure Programme Have the Finance Committee review progress made on the Financial Disclosure Programme in October 2010, with a view to its timely implementation (para. 45) The 135 th Session of the Finance Committee received a progress report on this matter (see document CL 140/21). Emoluments of the Independent Chairperson of Council Have the Finance Committee review further the question of the Emoluments of the Independent Chairperson of the Council in a comprehensive manner and submit any proposed revision to the Council for its consideration prior to the next session of the Conference (para. 46) This review is scheduled for the March 2011 session of the Finance Committee.. Immediate Plan of Action Implementation Progress Report Provide feedback on risks and mitigation measures in future reports on Implementation of the Plan of Action (para. 49) Management has undertaken a full risk assessment across the IPA programme, coordinated by the Office of the Inspector General. Its Executive

8 CL 140/INF/4 Summary was included as an Annex to the Progress Report presented at the meeting of the CoC-IEE on 20 October 2010. Management will report on the measures taken to pursue the recommendations raised in this report to the CoC-IEE in February 2011. Feedback received from the Regional Conference for Asia and the Pacific (APRC) in September 2010 on the Vision was reported to the meeting of the CoC-IEE of 20 October 2010. These reports were used in preparing documents PC 104/2 and PC 104/2-Sup.1 on Priorities for the technical work of the Organization in the 2012-13 biennium. They were also used by the 104 th Session of the Programme Committee in October 2010 to provide guidance to the Council on priorities (see document CL 140/8 and discussion under item 4.1 of the Provisional Agenda of the present session of Council). A detailed review of the Shared Services Centre hubs in Bangkok and Santiago has taken place, and a report was submitted to the 135 th Session of the Finance Committee in October 2010 (see document CL 140/21). The Finance Committee considered the draft MYPOW at its 135th Session in October 2010, and this will be reviewed by the Council at its present session (see document CL 140/21). CONSTITUTIONAL AND LEGAL MATTERS Report of the 90 th Session of the Committee on Constitutional and Legal Matters (28-29 April 2010) Matters Related to the Implementation of the Immediate Plan of Action for FAO Renewal Invite the Committee on Commodity Problems, the Committee on Fisheries, the Committee on Forestry and the Committee on Agriculture to examine their Rules of Procedure, taking into account the considerations outlined in document The recommendations of the CCLM, as endorsed by the Council, were brought to the attention of the secretaries of the Technical Committees so that a review of the Rules of Procedure can be initiated by the respective Committees.
