FOCUSING ON SELF-RELIANCE: A VISION FOR SOCIO-ECONOMIC DEVELOPMENT IN NIGERIA Gladys O. Okonkwo Abstract There is low socio-economic development in Nigeria because self-reliance is not adequate in the nation. The paper is concerned with focusing on selfreliance to achieve socio-economic development in Nigeria. Fostering selfreliance for socio-economic development in Nigeria can be through: embarking on standard education, utilization of technology and upholding good moral values. Some recommendations are made to support and promote self-reliance in Nigeria. As pointed out by Ikoku (1980), self-reliance is the right and ability for one to set goals and using one s efforts and factors to realize them as much as possible. Self-reliance is having or showing confidence in one s own powers, judgment, etc (Hornby, 1974). Ololobou (2003) noted that self reliance, as it concerns nations, does not mean self-sufficiency or isolation from other nations but it is a viable development strategy that enables nations use their human and material resources overcome the embarrassing state of poverty, ignorance and disease. It can be said that self-reliance is an approach adopted by individuals or nations to use one s own available potentials and resources to achieve desirable development. In Nigeria, the masses suffer various forms of hardship and difficulties. Natural endowments abound to a great extent but the vision of tapping them to enrich the nation is relegated to the background. Nigeria has able manpower to tap these resources but her people s value system that is full of corruption has made the country to miss focus. Thus, self-reliance is not yet in appreciable level. People who go on living as if bribery is in their blood and corruption part of their culture are meant for underdevelopment (Ejiofor, 1994). Development is the main focus of vision 2020. Associated with development is the issue of self-reliance. According to Ojo (2003), with self-reliance, a high level of employment, improved productivity, better living conditions for the Nigeria populace will be achieved The paper discusses how focusing on self-reliance is a great vision needed for socio-economic development in Nigeria. The paper dwells on: problems affecting self-reliance in Nigeria, role of selfreliance in socio-economic development, embarking on standard education for self-reliance in Nigeria, utilization of technology for self-reliance in Nigeria, and upholding good moral values for self-reliance in Nigeria. Certain recommendations are made to encourage self-reliance in Nigeria. Problems Affecting Self-Reliance in Nigeria As a developing country, Nigeria is faced with serious socio-economic burdens. Nigeria is blessed with many kinds of natural resources to make her stand as a giant. However, a lot of opposing forces hamper the realization of Nigeria being a developed nation. For socio-economic development in Nigeria, self-reliance should be well embraced. No nation in the world can be socially, politically and economically viable without self-reliance. One key factor why Nigeria has not risen to an appreciable height is due to poor state of self-reliance in the Multidisciplinary Journal of Research Development Volume 17 No 4 September, 2011 1

Gladys O. Okonkwo nation. There are several unethical and unacceptable acts that militate against reasonable and appreciable attainment of self-reliance in Nigeria. Nigerians like foreign goods too much. A country that aspires for self-reliance should curtail the importation of foreign goods to some extent so that the local growing industries can survive. Many people in Nigeria abhor locally made products because they feel that those made abroad are better. Nigeria has become cheap market for enriching other nations without allowing local producers to advance reasonably. Even, some things that can be well produced in Nigeria are imported along with those things that the nation cannot produce. Such an act does not augur well for socio-economic development. With this economic situation, how can Nigeria attain self-reliance? As noted by Nwosu (2005), low socio-economic status and poverty in Nigeria can be attributed to low level of technological advancement in the nation. Technological advancement connotes achievement of self-reliance because for self-confidence and progress to be achieved in human society, technology is greatly needed. Technology is the application of scientific phenomena in production of goods and services that make man s environment less harsh i.e. making human environment to be more conducive for habitation (Nwosu, 2006). According to Garba (2003), the Nigeria government is aware of the impact of technological dependence and underdevelopment and so created the Ministry of Science and Technology for the promotion and development of science and technology in the country. Unfortunately, Nigeria is not yet reckoned with high technological advancement for promotion of self-reliance in the nation. There is also lack of patriotism in Nigeria; self-centeredness exists, especially among the leaders. Such situation negatively affects self-reliance in the nation. Some people acquire money and enrich themselves without genuinely working for it. The basic economic support ( oil money ) which would have been geared toward self-reliance is embezzled through corruption wealth meant for the masses (public) is diverted to selfish personal wealth. Most Nigerians, especially politicians and leaders, struggle to obtain oil money by all means, committing atrocities and crimes that retard socio-economic development in the nation. The public money, in the custody of our leaders, are banked and invested outside the country by the corruptive leaders, to the detriment of the nation s self reliance and indirectly encouraging self-reliance in the nations where their businesses are located. This kind of economic welfare (favouring only few individuals) has no base for national development until the wealth is utilized for self-reliance for the welfare of the populace. There are a lot of immoral acts in Nigeria. Ejiofor (1987) lamented that good visions, plans, and activities are distorted in Nigeria due to lack of good morals. Unethical conduct creates a system where self-reliance is difficult to be achieved. Some Nigerians lack integrity and such people speak and act as if lack of integrity is acceptable in Nigeria. The people claim that they alone cannot salvage Nigeria. Poor work ethics exist in Nigeria. The bad attitude to work by some Nigerians, caused by the concept of whiteman s work has gotten too bad that some people are not dedicated and devoted in their works. A lot of Nigerian workers, in this present time, are lazy, frivolous, nonchalant, indolent, egocentric, always trying to avoid work and responsibility. Questionable character is the root of all the nation s problems. The root is firmly embedded in the wrong value system of the society from which it pervades to become a norm in the country. It gives birth to bad leadership, organizational evils, economic stagnation and underdevelopment. Lack of good co-ordination in activities aimed at promoting socio-economic development affects self-reliance in Nigeria. For instance, absence of continuity in policies and programmes implemented by different government administrations brings set-back in achievement of self-reliance. There were good plans and strategies initiated that will help achieve self-reliance but successors of 2

Lack of vital information affects co-ordination of activities aimed at national development. Okeke (2003) pointed out that over the years, the Nigerian government has embarked on programmes to address the socioeconomic problems facing the nation but did not succeed because of inadequate background information on the part of the policy makers, implementers and the supposed programme beneficiaries. Role of Self-Reliance in Socio-Economic Development World power is determined by a nation s extent of self-reliance. An enviable national sovereignty in all ramifications is achieved when a nation engages in a sustainable utilization of a nation s human and natural resources. Ololobou (2003) portrayed self-reliance as: both individual and collective realization and passion for self-preservation through an independent use of available resources to meet individual and national goals. an attitude that resists oppression, suppression and subjugation of any kind. a way of life by which formally colonized nations shun guidance and manipulations and accept the rigours, hazards and challenges of independence. emphasizing the human factor in the process of development. Nations, whose citizens are patriotic and industrious, can easily be self-reliant. Such is common in the advanced countries of the world and they are able to produce varieties of goods and services for themselves and for export. These great nations export their goods or services to less developed ones which gainfully constitute ready markets for their products and thereby enriching themselves (the developed nations) the more.it can be said that self-reliance enables a nation to grow and develop. It is not advisable for a nation to depend on another. Many countries of the world are advanced in their socio-economic life, attributable to their ability to utilize effectively their production resources to attain greater heights. Self-reliance encourages employment opportunities. Nwosu (2005) noted that employment is a source of income generation needed for a good and healthy living and prevention of idleness that is associated with social vices. Unemployment brings about emotional/psychological discomfort and social vices retard socio-economic development. It is unfortunate that a lot of people in Nigeria are unemployed. With strong orientation towards self-reliance, various organizations and business centres can be created and then the people can be employed for socio-economic wellbeing. In an economy where self-reliance exists, social and infrastructural amenities are created and maintained. Some of the products that can be created through self-reliance include electricity, pipeborne water, good roads, railways, hospitals and schools. Electricity is needed for domestic operations and provision of power for industrial machineries needed for mass production of goods. Pipe-borne water is needed for domestic activities at homes and for effective productions in industries. Good roads and railways are meant to convey goods from the areas of production to the places of consumption, along with individuals for easy means of communication. Hospitals are meant to provide sound health to the people in order to produce effectively. It is believed that health is wealth. That is a healthy nation is a productive one. Schools are meant to develop potentials of the people through education and training in order to possess necessary skills to explore and tap productive resources to its fullest. 3

Gladys O. Okonkwo Embarking on Standard Education for Self-Reliance in Nigeria There should be standard (quality) education that will encourage self-reliance in Nigeria. In order to make effective use of the natural resources in Nigeria, education should be considered as very paramount investment for national growth and development. Sound economic condition is realizable if manpower is trained and developed to explore and tap some natural endowments within a nation s environment. In other words, poverty is overcome when nations who have good accumulation of natural resources embark on standard education and develop their human potentials to harness those natural resources. Ofanson and Erhabor (2005) observed that education is a crucial type of investment for the development of the state. An abundant and increasing supply of highly educated people has become the absolute prerequisite for social and economic development in our world. A crucial education needed for self-reliance is technology education. Technology education, as a means for technological advancement, has economic importance. Hospitals, industrial firms, transportation, communication systems, electricity and other innovations are by product of science education and technology education that we enjoy (Ofanson and Erhabor, 2005). To enhance the technological status of Nigeria, practical works in technology education should be of good standard to enable students appreciate scientific concepts and develop skills that can bring about self-reliance (Nwosu and Nnabuenyi, 2005). Utilization of Technology for Self-Reliance in Nigeria Utilization of technology is an avenue for self-reliance. To live a desirable and satisfying life, technology must be utilized. Due to low level of technology in Nigeria, the country is not yet developed as evidenced by the various socio-economic problems existing. An essential technology in this 21st century is Information and Communication Technology (ICT). Information and Communication Technology integrates communication technology and computer technology for the purpose of acquiring, storing, processing and distributing information by electronic means. ICT mainly pertains to the Internet and its utilization. With the existence of the Internet, the human world has been transformed into a global village where people can easily communicate one another (and obtain information) from any part of the world. Information is a vital resource for self reliance and nation building. The use of Internet makes it possible to send and receive information for self-reliance using facilitates like electronic mail (E-mail), E-conferencing, online chatting, etc Internet can serve as a resource for security needed to support self-reliance. Organizations cannot function effectively to foster self-reliance if their documented information is not secured. If an organization, such as government organization, has a secured website, documentation of information can be made in the Internet. With access to the Internet (website), any lost or destroyed information in the organization can be retrieved for continual operation of the government organization (Nwosu, 2006). Another way, Information and Communication technology can help in self-reliance is through the use of E-Commerce. This is a technology that involves the use of Internet for commercial or business activities. As noted by Nwosu (2005), the advantage of E-Commerce is that it can create global medium that can dismantle distances and boundaries in business transactions; with E Commerce, it is possible to bring together customers, vendors, suppliers and employees on-line. To utilize technology effectively for achieving self-reliance, there is need for Nigeria to develop in indigenous technology. Nwosu and Nnabuenyi (2005) view indigenous technology as the use of available local resources (both material and human) in creation of materials or devices for 4

Indigenous technology supports self-reliance for it enables a nation to tap the raw materials in her environment and convert them into economic goods. Indigenous technology exists in Nigeria but they are mainly manually operated resulting in low productivity. Technical education is needed for development of indigenous technology. According to Garba (2003), technical education is needed in Nigeria because most people who try to practice indigenous technology are not well informed or educated, so it is difficult to inculcate foreign technology into our indigenous technology to meet our local needs. It is desirable to have revolutionary and pervasive scope of modern technology applied in the local technology for its development and so, our scientists, engineers and technologists should give focus towards this need (Nwosu and Nnabuenyi, 2005). Upholding Good Moral Values for Self-Reliance in Nigeria Good moral is needed for development. The problem with achieving appreciable self-reliance in Nigeria is involvement in immoral acts. The value system of most people in Nigeria is devoid of ethical conducts. Wrong acquisition of money and wealth is the value system in Nigeria. For Nigeria to achieve socio-economic development through self-reliance, ethical values ought to be upheld. With a cling to ethical values, corruption and other social vices can be eradicated and there will be avenue for self-fulfillment and actualization as well as achievement of societal beauty (Nwosu, 2003). Conclusion There exist human and material resources in Nigeria that can help in the development of the nation, yet, Nigeria has a lot of socio-economic problems because self-reliance is not well embraced. Immoral acts and low level in technology inhibit self-reliance in Nigeria. Nigeria cannot grow and develop if self-reliance is neglected in her value system. Focusing on self-reliance is a good vision for promotion of socio-economic development in the nation. So, Nigeria should make good use of her human and material resources to promote self-reliance for socioeconomic development. Recommendations In other to create opportunities for self-reliance for socio-economic development in Nigeria, it is recommended that: (1) The general public should be educated through public lectures and mass media on the need for patriotism and importance of self-reliance. (2) Leaders and public officers in Nigeria should have discipline and self-control for promotion of self-reliance. (3) Standard education for self-reliance should be encouraged in schools through adequate provision of human and material resources. (4) Individuals, organizations and government should encourage technological innovations in the country. (5) Good moral and virtue should be emphasized and embraced by Nigeria citizens. 5
