Motions to accept minutes, reports and adjournment are not numbered. 10:07 AM - Call to Order State Coord. Jim Legs Korte called the meeting to order with the pledge of allegiance. Recording of the meeting was announced. Quorum was present. Approval of March 2006 E Board Minutes Safety & Ed. Assistant Misspelling of Kren was corrected, and new Safety & Ed Assistant was changed to Safety & Ed Assistant. E Board Members Absent Added info of DC trip to Dan Harper. Legislative Report changed sent a report to sent a report from Washington DC Others Present Teresa Duncan chapter name was removed State Office Report Deleted had no report and added reported. Paulette Pinkham moved to approve the March minutes as amended. Carl Shamhart seconded, and the motion carried without opposition. Old Business New Chapter Proposal SE Region Coord. Rick Doc Jones was not yet present, and it was decided to address the proposal after Old Business. Truck Bids No bids were presented today. It was reported that Gus had obtained one bid. Camera & Printer Purchase Deb King and Paulette Pinkham are researching a camera & printing equipment, expected to cost about $180, to be used to take and print pictures at legislative events. Lincoln Circuit Ride Sharilyn Kibler-Russell and Deb King reported that phone meetings have taken place, flyers are done, and date is set for Sept 16 & 17. Written details on the ride, requested last month, have not been received from Rod Taylor, but Carl Shamhart discussed expected expenses of the ride, which Rod has indicated he will cover. The Lincoln Historical Markers Association name, disbanded many years ago, may be raised again in connection with this event. Heartland Steam Most plans are complete for the April 28 th & 29 th event, but still pending is some info from other states. Ass t State MRF reps will help run the event, as will Peo-Taz, Fulton Co, & Freedom Valley. The event tee shirt is ready and was displayed. Page 2 of 5

Rodney Stage moved to table Old Business. Rick RO Olson seconded and a unanimous vote carried the motion. 10:21 AM - New Business Tri Co Issue Chapter president Bob Stambaugh read a prepared statement on continuing problems with a member the chapter recently sanctioned. Chapter fund issues were involved in the sanction, but no legal charges have been brought at this time. The chapter would like to have their former Secretary removed from ABATE of Illinois, Inc. EC Region Coord Rodney Stage discussed the concerns and issues, and was present when the chapter sanction was voted. Rick RO Olson moved to recommend to the BOD, that the process of removing Terri White from ABATE of Illinois, Inc. be started. Rodney Stage seconded. Motion was carried with no opposition. # E2006-038 Link to State Web Site A request has been made to use the ABATE of Illinois, Inc. logo on the link from another motorcycle web-site, to the state ABATE web-site. Discussion ensued on giving permission to use the logo, instead of leaving the generic link that is currently in place on that website. Terry Hopkins was recognized as a source familiar with internet procedures, and he suggested using an ABATE banner instead of the state logo. Terry will also research what other sites are currently linking to the state ABATE website and report back at the May E Board meeting. Sharilyn Kibler-Russell moved that Terry Hopkins create an ABATE banner and it be sent to the Skyriders Motor Club, to be used as a link from their website to the state ABATE website, as requested. Rick RO Olson seconded. Motion was carried with no opposition. # E2006-039 Website Affiliate Programs Webmaster Ernie Steele supplied a list of website affiliates programs that could be used on the state ABATE website to generate advertising income for ABATE of Illinois, Inc. Carl Shamhart moved to recommend the BOD Reps review a recommended list of web-site affiliate suggestions with their chapters, for discussion at the June BOD meeting. Jeff Marsh seconded. Motion was carried with no opposition. # E2006-040 The issue of cluttering the state website with advertising was raised. Ernie will use his discretion to avoid this if ads are allowed. Pop-up ads were specified as not desirable. Again, it was clarified that individual chapter websites can use advertisers at their discretion, as long as ABATE of Illinois, Inc. policies are followed. 10:56 AM - MRF Election Notice One of two current MRF rep positions for supporting state motorcycle rights organizations, will be elected this Sept. Currently Dave Dwyer holds this position. Suggestions for the seat can go to Jim Legs Korte. Page 3 of 5

Banners Artwork by Elgin Community College, for Motorcycle Awareness billboards has been received and Deb King reviewed the choices. Printing will cost $175. A banner has been created for display in the IDOT building hallway. NPV Ad Ass t State Coord. Ed Domine commented on an ad, for an entity on the Non- Preferred Vendors list, which ran in a recent So Suburban chapter newsletter. The chapter agreed to pull the ad after discussion with Ed about the state policy. Collinsville Swap Meet Activities Coord. Carl Shamhart discussed the lack of attendance and income at the recent Collinsville swap meet. While he will still make a budget request in 2007 for the event, he recommends making changes to improve returns before the swap meet is held again. Copies of Chapter 990 Information State Treasurer has been asked for copies of region 990 tax information and she inquired as to the policy in place concerning it s distribution to region coordinators. Clarification was made that the requested 990 information could be summarized into a region 990, to be used as a tool for future planning, or used specifically for organizing PAC donation requests. Julie Bacon moved that the BOD be asked to vote on the issue of 990 tax information being available to E Board officers. Ray Heck seconded. Motion was carried. Opposing were Dan Harper, Rick RO Olson, Deb King and Linda Pasetti-Olson. # E2006-041 11:21 AM - Document Control Policy Discussion ensued on a document control policy, put in place by the E Board in 2002, in relation to releasing the 990 information. Since that policy was never brought to the BOD for approval, it was noted that before proceeding, the policy would need BOD approval. Per a request made by the E Board at the Jan E Board meeting, Ed Domine was asked to draft a proposal for changes to the Document Control policy. Ed distributed copies of two different ways the policy could be changed to either restrict or allow access to draft BOD minutes. WC Region Co-Coord Rodney Stage moved to allow E Board members to review the proposed changes to the Document Control policy, and address the issue further at the May E Board meeting. Dan Harper seconded. Motion was carried with no opposition. # E2006-042 Carl Shamhart moved to close New Business. Rodney Stage seconded and a unanimous vote carried the motion. Lincoln Circuit Ride George Tinkham spoke on plans for the ride. A professional map of Lincoln s circuit route is being promoted to IDOT, in hopes of having that agency create the map. The event, planned for September 16 & 17, will include 14 to 15 stops and trace the route Lincoln rode as a circuit court judge. Local historians and leaders will be included, as well as IDOT and the Illinois Bureau of Tourism. George was asked about written information Rod Taylor has been requested by the E Board to provide, as to what level of commitment from ABATE was needed, and how finances would be handled. Carl will remind Rod again that this has not been received. It is anticipated that Rod Taylor of ABATE Legal Services will provide needed funds. Start point of the run has not been finalized. 11:30 AM - New Chapter Proposal Bruce Thompson spoke for the group from Washington Co, asking to form a new chapter of ABATE of Illinois, Inc, to be located in the SW region of the state. As per the bylaws, Bruce stated that the following was being supplied today A list of 30 new members and their membership applications, along with 29 other current ABATE members A map of the proposed geographical area of the chapter A list of proposed officers Notification to surrounding chapters has been made Intent of the new chapter is to service the area Service area was discussed with input from Freedom Riders chapter and it was noted that while surrounding chapters must be notified, their support is not required. Carl Shamhart moved to advance the request to form the Kaskaskia Valley chapter of ABATE of Illinois, Inc. to the BOD, without a recommendation on acceptance. Ray Heck seconded. Motion was carried. Opposing was Deb King. # E2006-043 990 Tax Information Julie Bacon noted that two chapters have still not supplied their 990 information needed to file ABATE federal taxes. Pike Co has folded and chapter records are not available. Salt Creek has responded, but the information supplied is incorrect. Discussion ensued on filing the corporation s return without including information from the two chapters. Dan Harper motioned to close Old Business. Paulette Pinkham seconded. Motion was carried without opposition. Adjournment - The meeting was adjourned at 11:46 AM on a motion made by Dan Harper. Rodney Stage seconded and a unanimous vote carried the motion.
