Minutes of the Regular Board Meeting of the New Lenox Community Park District Board of Commissioners held on Wednesday, at approximately 6:00 p.m. in the Board Room of the Village Hall, New Lenox, Illinois. GENERAL FUNCTIONS: Call to order President Fischer called the meeting to order at approximately 6:01 p.m. Pledge of Allegiance President Fischer led the Board, Staff, and all others present in the Pledge of Allegiance. Roll Call President Fischer directed the Recording Secretary to take roll call. Upon taking roll call, the following were present, Commissioners: Kraemer, Schulz, Larson, Thomson, and President Fischer. Also in Attendance Executive Director Greg Lewis, Director of Recreation Lea Pipiras, Communications/Marketing Supervisor Lauren Lotz, Director of Parks- Maintenance George Travnicek, Director of Golf Bob Schulz, Director of Business Services Kathy Lynch, Business Services Supervisor Karen Acklin, Attorney Angelo Vitiritti, Deputy Director of Recreation Jason Braglia and Deputy Director of Executive Services Jacque Tuma. Treasurer s Report Commissioner Kraemer quoted the totals from the monthly Treasurer s Report as presented for April 30, 2017. President Fischer requested any questions or comments regarding the monthly Treasurer s Report for April 30, 2017. Hearing no questions or comments, President Fischer requested a motion to approve the Treasurer s Report as presented for April 30, 2017. Motion made by Commissioner Larson, seconded by Commissioner Thomson. Upon a roll call vote, all were in favor and the motion passed unanimously. Payment of Bills Commissioner Kraemer quoted totals from the Payment of Bills as presented for April 30, 2017. President Fischer requested any questions or comments. Hearing none, President Fischer requested a motion to approve the Payment of Bills as presented for April 30, 2017. Motion made by Commissioner Thomson, seconded by Commissioner Schulz. Upon a roll call vote, all were in favor and the motion passed unanimously. Amendment to Agenda President Fischer requested a motion to amend the agenda in order to move Resolution #17-11 honoring Lions Clubs International 100 Years of Service from New Business to Special Guests. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. Special Guests Resolution No. 17-07 Resolution Honoring the LWSRA s Hawks Varsity 2017 Wheelchair Basketball Team s Season Accomplishments President Fischer reported the resolution is to honor the LWSRA s Hawks Varsity 2017 Wheelchair Basketball Teams season accomplishments. President Fischer requested a motion to approve Resolution No. 17-07. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a roll call vote all commissioners were in favor and the motion passed. Resolution No. 17-08 Resolution Honoring the LWSRA s Junior Hawks Prep and Adult Wheelchair Basketball Teams and the Association s Receipt of the Courage Center Award of Merit President Fischer reported the resolution is to honor the LWSRA s Junior Hawks Prep and Adult Wheelchair Basketball Teams and the Associations receipt of the Courage Center Award of Merit. President Fischer requested a motion to approve Resolution No. 17-08. Motion made by Commissioner Thomson, seconded by Commissioner Schulz. Upon a roll call vote all commissioners were in favor and the motion passed.

Regular Board Meeting Page 2 of 6 Communications Consent Agenda Committee & Staff Reports Resolution No. 17-09 Resolution Honoring the LWSRA s Junior Hawks Special Olympics Basketball Team President Fischer reported the resolution is to honor the LWSRA s Junior Hawks Special Olympics Basketball Team. President Fischer requested a motion to approve Resolution No. 17-09. Motion made by Commissioner Larson, seconded by Commissioner Kraemer. Upon a roll call vote all commissioners were in favor and the motion passed. Resolution No. 17-11 Resolution of the New Lenox Community Park District Honoring the Lions Club International 100 Years of Service President Fischer reported the resolution is to honor the Lions Club International 100 Years of Service. President Fischer requested a motion to approve Resolution No. 17-11. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a roll call vote all commissioners were in favor and the motion passed. Recreation Supervisor Lauren Lotz presented and read aloud Resolutions No. 17-07, Resolution No. 17-08 and Resolution No. 17-09 honoring the LWSRA Basketball teams. Each team came up to the podium to receive their plaques. Recreation Supervisor Lauren Lotz read aloud Resolution No. 17-11 honoring the Lions Club International 100 Years of Service and presented the plaque to members of the Lions Club International. 2017 IAPD Parks Day/Legislative Conference Update Executive Director Lewis reported on the 2017 IAPD Parks Day/Legislative Conference. Executive Director Lewis noted New Lenox Park District make the journey to let the Legislators know what is happening back in their district and to also let them know what is happening with Parks and Recreation and Conservation Districts in the State of Illinois. Executive Director Lewis added New Lenox Community Park District had a booth to show what we do here in New Lenox, which was well received. Executive Director Lewis noted this was the first year in 38 years the House was not in session and the Senate was. Executive Director Lewis noted the Parks Day Conference is a well attended event and helps us to see what is going on in Springfield. South Suburban Youth Rugby Cobras Thank You Letter President Fischer noted the New Lenox Community Park District received a letter from Rocky Dellamano, Head Coach and President of the South Suburban Rugby club stating the Park District has been a wonderful partner for their club and thanked Deputy Director of Recreation Olga Viano and Director of Parks- Maintenance George Travnicek for all their dedication and hard work. Approval of the Special Meeting Budget Workshop of March 22, 2017; Approval of the Special Meeting Tri-Annual Minutes of April 3, 2017; Approval of the Special Meeting Golf Course Budget Workshop of April 13, 2017; Approval of the Special Meeting Budget Workshop of April 19, 2017; Approval for the Regular Meeting Minutes of April 19, 2017. President Fischer requested any questions or comments on the Consent Agenda. Hearing no questions or comments, President Fischer requested a motion to approve the Consent Agenda as presented. Motion made by Commissioner Larson, seconded by Commissioner Kraemer. Upon a voice vote, all were in favor and the motion passed unanimously. Business Services Commissioner Larson asked Executive Director Lewis why the Developer Donations are back at an all-time high. Executive Director Lewis stated it s a combination of factors, such as, senior living who made a full payment which has

Regular Board Meeting Page 3 of 6 Golf Course Parks/Development Recreation not happened in five years, new developments and older subdivisions are fully filling up. President Fischer added in the past we have build the parks with developer donations and teaming up with a state grant from Springfield which gives 50% of the money back but this grant has been put on hold. Facilities / Planning Commissioner Thomson reported regular maintenance continues. At 701 W. Haven there was installation of an exterior outlet at the flag pole to allow illumination for the VFW memorial wreath. Commissioner Thomson added there has been sewage repairs at Lions Community Center along with minor repairs at Sanctuary Golf Course. Commissioner Thomson reported Hibernia and Walker Park s opening day is May 27 th. Golf Course Commissioner Kraemer reported the Golf Course is up and running with the ProShop open and stocked. Commissioner Kraemer reported we will have a full Summer of outings and the junior league for 15 years and under are currently taking sign-ups. Director of Golf Bob Schulz added we had the MAJGT back this year with Brianna Bolden of Mokena and Lincoln Way Central winning the ladies division. Director of Golf Bob Schulz reported the ProAm is July 12 th at 5:30 a.m. with sign-ups starting June 1 st. Director of Golf Bob Schulz added the carpet has been replaced with new upgraded carpet from New Look Flooring with no extra cost since the recently installed carpet was defective. Development Projects Update Commissioner Larson reported he met with homeowners from Water Chase Subdivision who are concerned about their park and also to discuss the status of the transfer of deed and title. Commissioner Larson informed the homeowners the way the parks are developed are in the order on which the deed and title are received. The homeowners also stated they will be having a block party in the parks future location. Commissioner Larson stated Director of Parks- Maintenance George Travnicek will be providing several images on easels during the block party which will show playground options that could be installed at the future park along with comment cards to receive some feedback from the homeowners. Commissioner Larson reported he met with New Lenox Youth Football at the 4H field to talk about how New Lenox Park District will be assisting in applications of weed and feed on the fields. Director of Parks- Maintenance George Travnicek reported Bristol Park s path is being seal coated and will be starting new ADA paths as soon as school is out. Executive Director Lewis reported one of the three lots at Walker Estates have been sold for $40,000. There is interest in the other two lots and the money goes right back into land acquisition which helps to build new park sites. Director of Parks- Maintenance George Travnicek reported the water fountains have been activated, sand volleyball courts are ready and pond aerators are installed and running at Freedom and Crystal Springs Parks. Asset of the Month Optimism Director Lewis read the Asset of the Month, Optimism. Young person is optimistic about his or her future. May quote of the month Optimism is a happiness magnet. Special Recreation Update Executive Director Lewis reported the Linconway Special Recreation continues to improve with programming increasing. Executive Director Lewis reported the road project has begun and is on track. Executive Director Lewis added the roof did fail but the repairs are underway and are covered under warranty.

Committee & Staff Reports: Annual Reorganization Of Board Regular Board Meeting Page 4 of 6 2016 Proud American Days Executive Director Lewis reported planning for Proud Americans Days is ahead of schedule with fundraising ahead by $854.00 from last year. Commissioner Schulz congratulated Recreation Supervisor Tracy Wrase who was voted by her peers to serve a two year term as the new Treasurer for the South Suburban Park and Recreation Professional Association Board. Commissioner Schulz reported Chasing the Sun 5K Race and Fitness Walk will be held on Thursday, June 8 th. The race/walk will start promptly at 7:00 p.m. located at the New Lenox Commons, 1 Veterans Parkway. Lastly, Saturday, June 3 rd the free Kids Fishing Derby will be held at Hibernia Park for ages 2 16 years old. Oath of Office Attorney Angelo Vitiritti read the Oath of Office to both Commissioner Bill Thomson and Commissioner Ted Schulz. Deputy Director of Executive Services Jacque Tuma presented both Commissioners with a plaque. Election of Officers President Fischer opened officer nominations for President. Brian Fischer was nominated by Commissioner Kraemer, seconded by Commissioner Larson. Upon voice vote, all were in favor and Brian Fischer was appointed President. President Fischer opened officer nominations for Secretary. Dale Larson was nominated by Commissioner Kraemer, seconded by Commissioner Thomson. Upon voice vote, all were in favor and Dale Larson was appointed Secretary. President Fischer opened officer nominations for Vice President. Commissioner Schulz was nominated by Commissioner Larson, seconded by Commissioner Kraemer. Upon voice vote, all were in favor and Commissioner Schulz was appointed Vice President. President Fischer opened officer nominations for Treasurer. Gary Kraemer was nominated by Commissioner Larson, seconded by Commissioner Thomson. Upon voice vote, all were in favor and Gary Kraemer was appointed Treasurer. Committee Assignments President Fischer reviewed Committee Assignments. For Business Services, Brian Fischer as Chairman and Bill Thomson as Second. For Facilities/Planning, Bill Thomson as Chairman and Dale Larson as Second. For Golf Course, Garry Kraemer as Chairman and Ted Schulz as Second. For Parks/Development, Dale Larson as Chairman and Bill Thomson as Second and for Recreation, Ted Schulz as Chairman and Brian Fischer as Second. For Liaisons, Village/Township, Brian Fischer as Chairman and Bill Thomson as Second. For District 122/210, Dale Larson as Chairman and Brian Fischer as Second. For Will County Forest Preserve, Garry Kraemer as Chairman and Dale Larson as Second. For Library/Fire Department, Ted Schulz as Chairman and Garry Kraemer as Second and for City of Joliet, Bill Thomson as Chairman and Ted Schulz as Second. Board/Workshop Meeting Agendas President Fischer noted the agendas will be modified with changing Old Business with Unfinished Business and Commissioner Comments will be strictly Commissioner Comments and Director Comments will be eliminated. President Fischer noted on a Workshop Meeting Agenda a five-minute limit will be added under Questions and Comments from the floor. President Fischer requested any questions or comments regarding Board/Workshop Meeting Agendas. Hearing no questions or comments, President Fischer requested a motion to approve the changes on the Board/Workshop Meeting Agendas. Motion made by

Motion made by Commissioner Kraemer, seconded by Commissioner Thomson. Upon a voice vote, all were in favor and the motion passed unanimously. Resolution #17-12 Resolution Authorizing the Execution of Lease Agreement with Leaf Capital Funding, LLC President Fischer requested a motion to approve the resolution authorizing the execution of lease agreement with Leaf Capital Funding, LLC. Motion made by Commissioner Schulz, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. Resolution #17-13 Resolution Changing the Official Credit Card of the New Lenox Community Park District President Fischer requested a motion to approve the resolution changing the official credit card of the New Lenox Community Park District. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. Director/Commissioner Comments Commissioner Schulz thanked the staff for everything and stated the parks and buildings look great. Commissioner Thomson stated it is an exciting time at the beginning of Summer and he hopes everyone takes advantage of all programs the Park District offers. Commissioner Kraemer congratulated the LWSRA Basketball team for their accomplishments and stated the Lions Club International to celebrate 100 years is really impressive. Commissioner Kraemer stated there was three floods at the golf course and it is impressive to see the course in such great condition afterwards thanks to Director of Golf Bob Schulz and his staff. Commissioner Larson agreed the golf course is in great shape and is very happy the Park District received such a great letter from Rocky Dellamano, Head Coach and President of the South Suburban Rugby club.

Regular Board Meeting Page 6 of 6 Adjournment President Fischer thanked Commissioner Larson and Commissioner Schulz for going down to the IAPD. President Fischer reminded everyone the Taylor Glen Grand Opening will be on Wednesday, June 14 th from 12:00 2:00 pm. This is a free event. President Fischer added both splash pads at Hibernia and Walker Park will be open starting May 27 th. President Fischer noted the junior golf league is an amazing program and if anyone is interested contact Director of Golf Bob Schulz or his staff. At approximately 7:18 p.m., President Fischer requested a motion to adjourn the, Regular Board Meeting of the New Lenox Community Park District Board of Commissioners.
