In 19.2.1 and 19.2.2 mention is made of a certificate of compliance issued by the local authority. In South Africa this is regulated by Section 14 of the National Building Regulations of the Building Standards Act, 1977 (Act No. 103 of 1977). In E.2.2 mention is made of the competent authority on explosives. In South Africa, it is the Chief Inspector of Explosives of the South African Police Service.
