CL/3732 page 3 United Nations Educational, Scientific and Cultural Organization Director (D-1) UNESCO Office Baghdad (Iraq) (temporarily located in Amman, Jordan) Main responsibilities Under the overall authority of the Director-General and his Assistant Directors-General, and under the supervision of the Director, Bureau of Field Coordination, the incumbent of the post will be responsible for setting up the UNESCO Office for Iraq (first, on a temporary basis in Amman, then in Baghdad, upon the fully-fledged return of the United Nations to the country). The incumbent will be in charge of UNESCO s overall action for the rehabilitation and reconstruction of Iraq, responsible for the formulation, execution and evaluation of the programmes of the Office and for its management. This will include providing intellectual, strategic and operational leadership in planning and implementing activities responding to priority national needs in all the fields of competence of UNESCO (education, sciences, culture and communication); maintaining close consultation and cooperation with national authorities, with the United Nations Country Team (Iraq) and the United Nations Assistance Mission for Iraq (UNAMI), with Qualifications and experience - Higher university degree, at doctoral level or equivalent, in a field related to UNESCO s mandate. - At least 10 years relevant professional experience, including wide experience in development issues related to the fields of competence of UNESCO, in association with national and Competencies The successful candidate should be able to demonstrate the following competencies: - Ability to plan strategically and manage an extensive field programme; - Provide intellectual leadership for the staff; lead and motivate development banks, NGOs and bilateral organizations with a view to generating projects and mobilizing corresponding funding from extrabudgetary sources. This will also include the management of the Office s human resources, administration and operations, in line with the Organization s policies and procedures, including effective internal controls. The incumbent will act as UNESCO Representative in Iraq, informing high officials and the media alike of UNESCO s policies and ongoing programmes and activities, providing policy advice to Ministers and other decision-makers as appropriate, and helping to strengthen the National Commission for UNESCO. The incumbent will also work closely with the Organization s programme sectors at Headquarters, with the specialized UNESCO regional bureaux and other cluster and national offices in the region to ensure consistent strategies as well as proactive, innovative and responsive programming. international organizations. Terms and conditions The post is at grade D-1 common to the United Nations system, with a salary composed of base salary and post adjustment, which, at the present dollar exchange rate, totals approximately US $101,655 (without dependants) or $109,980 (with dependants) per annum, exempt from taxation. In addition, an international benefits package is offered which includes rest time outside the duty station at regular intervals as well as compensation for hazardous conditions and for locally incurred expenses, in acknowledgement of the current specifics of this non-family duty station.
