GAS ENGINE MODEL AIRCRAFT c. 325 3 CHAPTER 325 An Act respecting the Registration and Control of Gas Engine Model Aircraft Short title 1 This Act may be cited as The Gas Engine Model Aircraft Act. 1939, c.95, s.1; R.S.S. 1940, c.325, s.1. Interpretation 2 In this Act, unless the context otherwise requires, the expression: Aircraft 1. Aircraft means a gas engine model aircraft containing an internal combustion aircraft engine using gasoline or similar fuel for motor power and not controlled by any person while in flight; League 2. League means the Model Aircraft League of Saskatchewan. 1939, c.95, s.2; R.S.S. 1940, c.325, s.2. Establishment of league 3 There shall be a league to be known as the Model Aircraft League of Saskatchewan composed of the persons mentioned in section 4 and such other persons as may become members of the league. 1939, c.95, s.3; R.S.S. 1940, c.325, s.3. First council 4 Joseph L. Deering, Vern D. Anderson, Leo LaBelle, Wesley B. Hogdson, Squadron Leader Roger R. Delhaye and Alexander Aitken, all of the City of Regina, shall be and are hereby constituted the first council of the league and shall hold office until the first annual meeting of the league. 1939, c.95, s.4; R.S.S. 1940, c.325, s.4. Subsequent councils 5 At the first annual meeting of the league there shall be elected a council consisting of six persons. The three persons who receive the highest number of votes, or who have been first nominated in case of appointment by acclamation, shall hold office for a period of two years, and the other three shall hold office for one year. At each subsequent annual meeting three members shall be elected and shall hold office for a period of two years. 1939, c.95, s.5; R.S.S. 1940, c.325, s.5.

4 c. 325 GAS ENGINE MODEL AIRCRAFT Objects of league 6 It shall be the purpose of the league and it shall have power: (a) to design and build model aircraft in Saskatchewan; (b) to promote and encourage the designing and building of model aircraft, and to create interest in aviation in the province; (c) to conduct contests and competitions with respect to model aircraft for the purpose of promoting the objects of the league; (d) to affiliate and co-operate with other associations or organizations formed for these or similar purposes; (e) to promote the organization of and supervise branch or auxiliary associations of the league in the province; (f) to acquire and hold by purchase, donation, devise, lease or otherwise land or personal property necessary for carrying out the objects of the league; (g) to construct or lease any place or places of resort for the members of the league and for carrying out the purposes of the league; (h) to sell, exchange, rent or otherwise dispose of all or any part of the land or personal property of the league when no longer required for the purposes of the league; (i) to borrow money in such manner as the council sees fit for the purposes of the league; (j) to do such other acts as are incidental or conducive to the attainment of the said objects. 1939, c.95, s.6; R.S.S. 1940, c.325, s.6. Registration of aircraft 7 The league shall have the exclusive right within Saskatchewan to register and to issue registration certificates for all of aircraft built or operated within the province. 1939, c.95, s.7; R.S.S. 1940, c.325, s.7. Duration of certificates of registration 8 Registration certificates shall remain in force until cancelled at the written request of the owner or suspended or revoked by the council. 1939, c.95, s.8; R.S.S. 1940, c.325, s.8. Certificates not transferable 9 A certificate of registration shall not be transferable. 1939, c.95, s.9; R.S.S. 1940, c.325, s.9.

GAS ENGINE MODEL AIRCRAFT c. 325 5 Suspension or revocation of certificates 10 The council may suspend or revoke a certificate of registration: (a) if the aircraft is no longer eligible for registration (b) if the ownership thereof is transferred; (c) if the certificate has been obtained by a false statement in the application therefor or in the proof submitted with the application; (d) for any other reason which appears to the league to justify the suspension or revocation. 1939, c.95, s.10; R.S.S. 1940, c.325, s.10. Records of league 11 The league shall keep a permanent record of all registrations and of all certificates issued by it, showing the identification marks, the owner s name and address, the classification of the aircraft and such further information as may appear desirable. 1939, c.95, s.11; R.S.S. 1940, c.325, s.11. Regulations 12 For the purpose of carrying out the provisions of this Act according to their true intent and of supplying any deficiency therein, the council may, subject to the approval of the league at its next annual meeting or at a special meeting called for the purpose, make regulations not inconsistent with the spirit of this Act, and without prejudice to that general power for any or all of the following purposes: (a) prescribing the forms to be used in connection with the registration of aircraft; (b) governing the copying of records of aircraft registered with the league; (c) prescribing the fees payable for membership in the league, for registration of aircraft and for cancellation of certificates of registration; (d) defining the qualifications requisite for membership and authorizing the suspension of members and the cancellation of certificates of registration for cause; (e) governing identification marks to be used on aircraft; (f) defining and regulating the duties of officers and employees of the league (g) generally all other matters incidental to or requisite for the purposes of carrying out the objects of the league. 1939, c.95, s.12; R.S.S. 1940, c.325, s.12. Prohibitions as to flying of aircraft 13 No aircraft shall be flown anywhere in the province without identification marks provided by the council; and no aircraft shall be flown above any airport, airway or thickly populated area or within two miles thereof, unless with the approval of the council or of the contest director of the league or of the manager of the airport. 1939, c.95, s.13; R.S.S. 1940, c.325, s.13.

6 c. 325 GAS ENGINE MODEL AIRCRAFT Prohibition as to competitions and contests 14(1) No person shall conduct an aircraft competition or contest within the province except under the authority and direction of the league. (2) The league may require that all competitors and contestants in such competitions or contests shall have complied with the provisions of this Act and the regulations of the council. 1939, c.95, s.14; R.S.S. 1940, c.325, s.14. Penalty 15 Every person who violates any of the provisions of sections 13 and 14 shall be guilty of an offence and liable on summary conviction to a fine not exceeding $25. 1939, c.95, s.15; R.S.S. 1940, c.325, s.15.
