DISTRICT GOVERNING BOARD ADOPTED MINUTES Wednesday, August 16, 2017 1. CALL TO ORDER A Regular Meeting of the Solano Community College District Governing Board was called to order at 6:30 p.m., on Wednesday, August 16, 2017, in the Denis Honeychurch Board Room, Room 626, 4000 Suisun Valley Road, Fairfield, California 94534, by Board President Thurston. 2. PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA At the request of Board President Thurston, Mary Jones led those present in the pledge of allegiance to the United States of America. 3. ROLL CALL Rosemary Thurston, President Sarah E. Chapman, Ph.D., Vice President Denis Honeychurch, J.D. Pam Keith Michael A. Martin Quinten R. Voyce A. Marie Young Jacob Hinkle, Student Trustee Celia Esposito-Noy, Secretary Others Present: Greg Brown, Vice President of Student Services Mary Jones, Human Resources Lucky Lofton, Executive Bond Manager Michael Wyly, Academic Senate Sandra Therrien, Executive Coordinator Trustee Keith spoke of the Charlottesville incident and expressed her sympathy, and would like to dedicate tonight s meeting to the memory of Heather Heyer, who died as a result of the incident in Charlottesville. Trustee Honeychurch agreed with Trustee Keith, and has requested that the Governing Board adopt a resolution stating the College is a hate-free zone.

PAGE 2 4. APPROVAL OF AGENDA It was moved by Trustee Young and seconded by Trustee Honeychurch to approve the agenda as presented. The motion was passed unanimously. 5. COMMENTS FROM MEMBERS OF THE PUBLIC (CLOSED SESSION) There were no comments from members of the public on Closed Session items. 6. CLOSED SESSION Board President Thurston called the closed session to order at 6:40 p.m. (a) Conference with Labor Negotiator (Govt. Code 54957.6) Agency Negotiator: Mary Jones, Human Resources Employee Organization: CCA/CTA/NEA, CSEA, Operating Engineers Local 39 (b) Public Employee Discipline/Dismissal/Release (Govt. Code 54957) (c) (d) Conference with Legal Counsel Anticipated Litigation Significant exposure to litigation pursuant to subdivision (d) of Govt. Code 54956.9 Public Employee Performance Evaluation (Celia Esposito-Noy, Ed.D., Superintendent-President) 7. RECONVENE REGULAR MEETING Board President Thurston reconvened the Regular Meeting at 7:03 p.m. 8. REPORT OF ACTION TAKEN IN CLOSED SESSION The Board held Conference with Labor Negotiator and CCA/CTA/NEA. CSEA, and Operating Engineers-Local 39, and no action was taken. The Board discussed Public Employee Discipline/Dismissal/Release and no action was taken. The Board held Conference with Legal Counsel Anticipated Litigation and no action was taken. The Board discussed the Public Employee Performance Evaluation for Dr. Celia Esposito-Noy, Superintendent-President and no action was taken.

PAGE 3 9. COMMENTS FROM MEMBERS OF THE PUBLIC (CONTINUED) There were no comments from members of the public. 10. REPORTS (NO ACTION REQUIRED) (a) Associated Students of Solano College (ASSC) Jacob Hinkle gave the following report: The ASSC will be hosting Welcome Back Week from August 21 to August 23. The first two days will be Business Day where departments and other organizations will hand out pamphlets, flyers, and any other materials to inform the students on the services that are offered at Solano Community College. Free coffee will be served at the Main Campus. Scantrons and pencils will be given at all centers and the Main Campus. On Wednesday, we re shaking things up and having a Day on the Green. The ASSC will be passing out Otter Pops to students to enjoy at all centers. Music will be playing along with Frisbee throwing within the Main Campus. We hope to have a volleyball net set up so there is more variety in activities. Fingers crossed! Finally, I want to thank Superintendent President Esposito-Noy for the portable speaker donation. (b) Academic Senate Professor Michael Wyly reported the Senate met for the first time this academic year during last week s Flex Cal on Thursday, October 10, 2017. At this meeting, the Senate attended an orientation conducted by Professor Wyly. At its next meeting, the Senate will take action to define its priorities for the academic year 2017-2018. Professor Wyly would also like to extend gratitude to those Trustees who were able to attend this year s convocation. As Senate President, Professor Wyly voiced his profound dismay regarding the recent events in Charlottesville. He added his support to the adoption of a resolution for a hate-free campus (c) College Governance Council Superintendent-President Esposito-Noy announced that College Governance Council will hold their first meeting of the academic year on August 23 rd. (d) Superintendent-President Superintendent-President Esposito-Noy is happy to announce that Flex Day was very successful and thanked all the faculty and staff for providing the workshops. She commended Professors

PAGE 4 Amy Obegi and Jim DeKloe, as well as Vice President David Williams for facilitating the Curricunet Meta training, which was a popular workshop during the required Flex day. 11. CONSENT AGENDA ACTION ITEMS Superintendent-President (a) Draft Minutes for the Meetings Held on August 2, 2017 (Pending Board Approval) Human Resources (b) Employment 2017-2018, Page 5 Finance and Administration (c) Warrants, Page 8 (d) Personal Services Agreements, Page 10 It was moved by Trustee Voyce and seconded by Trustee Keith to approve the Consent Agenda as presented. The motion was passed unanimously. 12. ITEMS REMOVED FROM CONSENT AGENDA There were no items removed from the Consent Agenda. 13. NON-CONSENT AGENDA ITEMS ACTION ITEMS It was moved by Trustee Chapman and seconded by Trustee Honeychurch to approve Items 13.(a) through (i) in one motion. The motion was passed unanimously.
