Prelim : Immigration Reciprocity Act 0 SECTION. By January of each year, the Secretary of Homeland Security (hereinafter Secretary) shall submit a report to the President identifying which nations employ substantially more restrictive immigration regulations than the United States. SECTION. In compiling this report, the Secretary shall consider factors such as civil and criminal penalties for undocumented immigrants, quotas, employment rights for immigrants, cost, incarceration conditions for detained undocumented immigrants, wait times for visas, residency, or citizenship, and other factors deemed appropriate by the Secretary. SECTION. Nations identified by the Secretary under Section of this act will be considered Probationary Immigration Status nations by the Department of Homeland Security. Nations that do not reform immigration laws and are identified by the Secretary under Section of this act for a second year in a row will be considered Immigration Regulation Reciprocity Eligible nations by the Department of Homeland Security. SECTION. The Immigration and Nationality Act, and consideration for Deferred Action for Childhood Arrivals will no longer apply to immigrants from Immigration Regulation Reciprocity Eligible nations. Rather, the Secretary will construct regulations for immigrants from Immigration Regulation Reciprocity Eligible nations that are similarly restrictive to those regulations employed by the nation from which they are emigrating. Prelim : A Bill to Partially End the Use of Affirmative Action in Order to End Discrimination of Specific Races and Ethnicities SECTION. SECTION. SECTION. Higher Education Institutions (HEIs) will no longer deduct or add points to standardized test scores based on the ethnic or racial background of a student. HEI shall be defined as physical or online educational institutions that require admission or acceptance by an application upon the completion of high school or its equivalent. Standardized tests shall be defined as any tests that run through an official testing agency and are used for acceptance and admissions purposes by HEIs. The Department of Education shall appoint vetted and unbiased inspectors who will oversee HEI admissions and acceptance policies on a bi-yearly basis to ensure equity. A. HEIs found in violation of this legislation will lose funding and/or be fined if found to use this racial/ethnic discrimination in admission and acceptance of students. SECTION. Prelim : A Bill to Regulate -D Printing to Prevent the Proliferation of Dangerous Firearms 0 SECTION. Congress finds that the rise of -D printing now makes it possible for individuals to make unlicensed firearms, and/or the parts to make firearms and allows access of these plans to minors and therefore adopts the following regulations: A. Individuals or businesses selling blueprints for printing -D firearms and firearms parts must be registered and licensed through the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). B. The sale of blueprints for -D firearms and firearm parts to individuals under the age of shall be prohibited. SECTION. A. Firearm shall be defined as an object, or objects, that is designed to eject a projectile and is used for inflicting harm or bodily damage. B. Firearm parts shall be defined as any of the collective components to build weaponry. SECTION. The Department of Justice through the ATF, and the Federal Bureau of Investigation (FBI) will see the enforcement of this bill. A. The ATF will oversee access to documents and licensure of persons. B. The Attorney General shall develop fines and punishments for those that violate Section of this bill. Fines and punishments will be administered by the ATF. C. The FBI will oversee the transfer of these blueprint files to prevent the illegal transfer of the files. SECTION. This bill will go into effect January, 00. SECTION. Prelim : The Orbital Defense Act of 0 SECTION. SECTION. SECTION. The Department of Defense (DoD) will develop technologies and strategies to defend against threats to orbital assets, specifically satellite defense systems to protect orbital assets such as GPS. The DoD will not implement any steps or develop strategies to attack non-orbital assets, except in retaliation to attack by hostile state or organization. Orbital assets include but are not limited to any artificial satellites owned and/or operated by any department of the US federal or state government(s). Threats to orbital assets include natural or artificial events or actions that present a reasonable threat of destruction, disability, or disruption of orbital assets. Hostile orbital assets are threats to orbital assets in use by hostile states or organizations, as determined by the Department of Defense. The DoD will work with government and private companies to develop the necessary technology to defend orbital assets. The DoD will also assist all branches of the U.S. military to develop their respective strategies to defend orbital assets or otherwise address threats to orbital assets. SECTION. The United States federal government shall hereby establish a mandatory minimum paid and job-protected paternal and maternal leave of 0 weeks per year following the adoption or natural birth of a child. Maternal and paternal shall be defined as relating to mother and father. Paid leave shall be defined as time away from work during which employees receive compensation. The U.S. Department of Labor shall oversee implementation of this bill. A. Failure to comply will result in a fine equivalent to % the establishment s annual income and shall increase by % for every infraction after. B. 0 0 Finals : A Resolution to Amend the Constitution to Strengthen Checks and Balances RESOLVED, SECTION : SECTION : SECTION : By two-thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE XXVIII Whenever the President pro tempore of the Senate and the Speaker of the House of Representatives transmit to the Chief Justice of the Supreme Court their written declaration that the President is unable to discharge the powers and duties of his office, supported by a three- fourths vote of both the Senate and the House of Representatives, the Vice President shall immediately assume the powers and duties of the office as Acting President. Thereafter, when the President transmits to the Chief Justice of the Supreme Court his written declaration that no inability exists, he shall resume the powers and duties of his office unless the President pro tempore of the Senate and the Speaker of the House of Representatives, supported by a three-fourths majority vote of both the Senate and the House of Representatives transmit within four days to the Chief Justice of the Supreme Court their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon the Supreme Court shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Supreme Court, within twenty-one days after receipt of the latter written declaration, determines by two-thirds vote that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office. The United States Department of Justice hereby establishes a national database to report child abuse and neglect. This will be combined with the existent National Sex Offender Registry system. Child abuse and neglect will hereby be defined as any act or failure to act on the part of a parent or caretaker, which results in death, serious physical or emotional harm, sexual abuse, or exploitation, or an act or failure to act which presents an imminent risk of serious harm. 0 SECTION. The United States Department of Justice shall oversee implementation and will be allocated.0% of the current funds used on child welfare services. A. The Department of Justice will share all information to surrounding states in which the most recent allegations have occurred. B. All states are required to report cases within 0 days of conviction. For each infraction, resulting from nonreporting of convictions, federal funding for interstate highways shall decrease by %, and for each month of non-compliance following, funding will decrease by % until compliance has been achieved, at which time future funding will be restored. Finals : A Bill to Establish a Federal Ban on the Use of Cellular Phones in Primary and Secondary Schools to Bolster US Educational Achievement SECTION. SECTION. SECTION. The Department of Education shall recommend that students under the age of sixteen shall not use cellular devices during school hours while on primary and secondary education campuses. Exceptions shall apply to emergency situations or educational purposes as determined by campus administration. States and school districts electing to adopt this policy will receive a portion of allocated grant funds. A cellular phone is defined as a mobile system used as a telecommunication device with the option of additional capabilities, such as text messaging and internet access. The Department of Education (DoE) shall oversee the implementation and enforcement of the cellular phones ban along with the distribution of funding for schools choosing to comply. A. The DoE Student Support and Academic Enrichment grants shall allocate $0 million to award to school districts electing to adopt a cellular phones ban. SECTION. The United States will provide $00 million in grants to acquire substitutes for antibiotics to prevent the emergence of nightmare, or drug resistant, bacteria. Nightmare and/or drug resistant bacteria shall be defined as bacteria that have evolved to withstand the effects of antibiotics. Antibiotics shall be defined as the antimicrobial drug used in the treatment and prevention of bacterial infections. The National Health Institutes shall oversee the implementation and enforcement of this legislation. A.
