Abrahamson, City Clerk INTERVIEW HUMAN RELATIONS, MCCUNE COLLECTION AND ECONOMIC VITALITY COMMISSIONS APPLICANTS RECOMMENDATION Conduct interviews for Human Relations, McCune Collection and Economic Vitality Commissions. Pursuant to the City Council's procedure for selecting Commissioners, appointments typically are made at the next regular meeting following the conclusion of this special meeting, which is September 12, 2017. Due to the number of items that will come before the Council on September 12, staff is recommending that appointments be made at the September 26, 2017 Council meeting. REASONS FOR RECOMMENDATION Due to vacancies and term limits expiring on June 30, 2017, vacancies to the Human Relations, McCune Collection and Economic Vitality Commissions exist. Sufficient applications have been received for the City Council to interview applicants for these advisory bodies at this time. BACKGROUND AND DISCUSSION On May 2, 2017 the City Clerk issued a press release and posted the notice of vacancies in various locations including the City's website. The notice was also linked to the City's Facebook page. A sufficient amount of applications have been received at this time for the City Council to proceed with interviews for the Human Relations, McCune Collection and the Economic Vitality Commissions. Interviews conducted on August 31, 2017 are for a portion of the Human Relations Commission applicants. An additional interview date of September 5, 2017 has been scheduled for the Council to complete the remainder of the Human Relations Commission applicant interviews and to interview all applicants for both the McCune Collection and the Economic Vitality Commissions. The remainder of the boards and commissions that were a part of the recruitment efforts included in the Press Release issued on May 2, 2017 will be scheduled at a later date. Copies of applications received to date for the Human Relations, McCune Collection and Economic Vitality Commissions have been provided to the Mayor and City Council, and copies are available for review in the Office of the City Clerk. The list of applicant names are provided in Attachment 1. Human Relations Commission

Date: August 31, 2017 Subject: INTERVIEW HUMAN RELATIONS, MCCUNE COLLECTION AND ECONOMIC VITALITY COMMISSIONS APPLICANTS Page 2 Chapter 2.40 of the Vallejo Municipal Code provides for a Human Relations Commission to consist of 5 members who shall be residents of the City. There are presently two terms that expired on June 30, 2016. The members whose terms expired were contacted and invited to submit an application if they wished to be considered for reappointment. Twenty applications have been received for the City Council's consideration. McCune Collection Commission Chapter 2.51 of the Vallejo Municipal Code provides for a McCune Collection Commission to consist of seven (7) members who shall be residents of the City. There is presently one vacancy that has existed since appointments were made to the Commission on September 27, 2017. Three applications have been received for the City Council's consideration. Economic Vitality Commission Chapter 2.36 of the Vallejo Municipal Code provides for an Economic Vitality Commission to consist of 7 members who shall either be a resident of the city or an employee or owner of a business with a Vallejo business license. There is presently one vacancy to the Commission. Eight applications have been received for the City Council's consideration. Pursuant to the City Council's procedure for selecting commissioners, interviews only be will be conducted at this special meeting. Appointments to these advisory bodies are typically made at the next regular meeting following the conclusion of the special meeting, which is September 12, 2017. Due to the number of items that will come before the Council on September 12, staff is recommending that appointments be made at the September 26, 2017 Council meeting. FISCAL IMPACT There is no fiscal impact associated with the interview process for standing commissions and boards. ENVIRONMENTAL REVIEW This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
