1. INTRODUCTION: The Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW), Ministry of Agriculture & Famers Welfare, Govt. of India proposes to appoint a Technical Agency to act as Project Management Agency (PMA) to coordinate the activities like organizing, marketing, promotion and to manage the Krishi Unnati Mela 2018 (KUM 2018). The approximate area to be covered in the KUM 2018 is about 1,76,100 m 2 (tentative layout is given at annexure). The objective of the Krishi Unnati Mela is to demonstrate & disseminate technologies in the field of agriculture, horticulture, animal husbandry, dairying & fisheries, agriculture engineering and post harvest management, etc. to the farmers. Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW) invites bids in separate sealed covers for Technical & Financial online through CPPP for organising Krishi Unnati Mela, 2018 after short listing the eligible agencies through the Expression of Interest. Krishi Unnati Mela, 2018 would be held from 10-12 th March, 2018 at Indian Agricultural Research Institute (Mela ground), Pusa, New Delhi-110012. It is expected that a large number of farmers will be visiting the Krishi Unnati Mela- 2018 from various parts of the country. 2. SCOPE OF WORK & SERVICES: The PMA would undertake the organization and coordination of the following activities: a) Event and Exhibition Management b) Event and Exhibition design, construction, fabrication and logistic planning. c) Event Management/Event Marketing (Stall/Space Selling) and promotion for participation from all the stakeholders. d) Co-ordination with all the concerned Ministries/Departments/ Organizations/Agencies and obtaining clearances from the respective Authorities. e) Organising conferences/kisan goshties etc on identified/selected topics. f) Event infrastructure to be setup with allied facilities as per financial bid. g) Without prior written consent from the Authority, i.e. Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW), Ministry of Agriculture & Farmers Welfare, Bidder shall not disclose the Contract, or any provision thereof, or any specification, plan, pattern, sample or information furnished by or on behalf of DAC&FW in connection therewith, to any person/agency in the performance of the Contract. All project related documents issued by the DAC&FW, other than the Contract itself, shall be the property of the DAC&FW and shall be returned (in all copies) to the DAC&FW on completion of the work under the Contract. (i) Copyright of all the plans/documents lies with the DAC&FW and Bidder Page 2 of 18

cannot exercise any rights on the documents. No information should be made public either directly or indirectly nor allowed to be accessed by an unauthorized person. (ii) In any circumstances, for any conditions breach on developer s behalf, Bidder will be fully responsible for the same and if required, the Authority may levy penalty for the same and/or any legal or administrative action taken against the developer. (iii) Bidders should ensure no unauthorized distribution of audio/video recording of the event/conferences should be shared to anyone. h) All tools and tackles required for handling of equipment and materials at site of work as well as for their assembly and erection, maintenance & security and also necessary test instruments shall be the responsibility of the Bidder. i) Electricity & water shall be arranged by the ICAR-IARI at strategic locations of the venue. However, further distribution arrangement, inside lightings of the Mela Ground, illumination inside the food village, exhibition stalls, camp office, watch tower etc. in addition to the stage shall be done by the Bidder. All cabling and distribution from the temporary substation at site or across the road is to be arranged by the ICAR-IARI. The Bidder shall be liable to pay for electricity and water consumed as per bill raised by the IARI. j) Bidders must note that the Sites are a Government facility and all works to be carried out not disturbing the day-to-day work of the facility, the Bidder will take all necessary consent and permissions for the same from/through the ICAR-IARI. k) The Bidder must ensure at all times that the land provided for the event is a Government land and no deed is to be performed which spoils the dunes/landscaping/plants. l) The Bidders shall be responsible for maintenance of the provided area/venue and will keep the same clean/tidy during the event. The Bidders shall be responsible for maintenance and watch and ward of the Structures and Equipment and other infrastructure, safety of all fittings and fixtures during the occurrence of the event. The Bidder would also solely be responsible for all his staff, whether permanent or temporary, and ensure their safety and security. The DAC&FW will not be, under any circumstances, responsible for this. m) No change in the composition of a Bidder will be permitted by the DAC&FW during the Proposal Stage. n) i) Not withstanding anything contained in the Bid Document, the DAC&FW reserves the right to accept or reject any application and to cancel or withdraw the bid process and reject all applications in full or in part, at any time without any liability or any obligation for such acceptance, rejection or annulment, without assigning any reason. (ii) The DAC&FW reserves the right to reject any application, if at any time a material misrepresentation is made or uncovered. This would lead to the disqualification of the application and further legal recourse for future. Page 3 of 18

o) If a dispute of any kind whatsoever arises between the DAC&FW and the agency in connection with or arising out of the bids or the execution of the logistics, whether during the execution of the event or after its completion and whether before or after repudiation or termination of the Agreement, including any dispute as to any decision, opinion, consent, expression of satisfaction, approval, determination of value, action or instruction of the DAC&FW, the matter in dispute shall be referred in writing to the DAC&FW. Not later than 28 days after the day on which it received such reference, the DAC&FW shall give notice of its decision of the same to the bidder/successful bidder. All rights are reserved with DAC&FW. p) i) The cables used should be ISI/BIS standard ii) All hangers/stalls/equipment should be ready in proper working condition two to three days prior to the event. iii) The quantity mentioned in the bid document as per the scope of work as on date. iv) Quantity can be increased or decreased one week prior to the event or as the case may be to the extent of 20% without any change of rates. v) The rates quoted in Price Bid should be inclusive of all taxes/gst. GST shall be charged as per rates prevalent at the time of award/execution of work. As listed at A & B in the Technical Work and Services (Form 4 of Technical Bid Document). 3. PERIOD OF ENGAGEMENT Work will start from date of Issuance of Award of Work Letter. 4. MINIMUM ELIGIBILITY CRITERIA FOR TECHNICAL BID: i. The Agency should be either a company registered under the Companies Act, 1956 or should be a society registered under Society Act 1860. ii. The Agency is an Income Tax Assesses for the last three years. IT Certificate with PAN/TAN card (details to this effect should be enclosed); iii. The Agency should have executed at least Two (02) events related to Agriculture Fairs during the last three financial years, of the value of not below Rs 5.00 Crores (Rupees five crores) in each case. iv. Agency should have a minimum average turnover of Rupees 15.00 crores (Rupees Fifteen crores) per year during the last three financial years (2014-15, 2015-16& 2016-17). Copies of the audited balance sheet and profit and loss account of last three years or the Certification from Chartered Accountant be attached in support of this qualification; v. The Agency should have carried out minimum one event covering a space ranging over 20,000 sq. mtrs. as net area directly or as coordinating agency during the last three financial years and should be active and competent in undertaking promotion activity in print and electronic media. vi. vii. The Agency should submit duly filled questionnaire enclosed with the bids along with the brief description and photograph if possible of similar kind of jobs executed and their satisfactory certificate from client. Reference & appointment letters / work orders copies of the projects handled in the Government sector/ non-government sector during last three financial years (2014-15, 2015-16 & 2016-17) should be available and successful completion certificate should be attached. 5. BIDDING PROCESS: The bids shall be submitted online at www.eprocure.in only. Bids including Bid Documents should be submitted under the Two-Bid System and separate sealed covers for Technical and Financial Bids. All the pages of bid being submitted must be signed and sequentially numbered by the bidder irrespective of nature of content of the documents before uploading. The offers submitted by Fax/email shall not be considered. No correspondence will be entertained in this matter. 6. EARNEST MONEY DEPOSIT & TENDER FEE (i) (ii) The bidder agency has to deposit an initial Earnest money of Rs- 30,00,000/- (Rupees Thirty lakhs only) and Tender fee of Rs. 5000/- (Rupees Five Thousand only). Bidder may download the tender documents from the website; www.eprocure.gov.in, www.agricoop.nic.in and www.krishivistar.gov.in directly. Necessary Earnest Money & Tender Fee may be remitted through Bank Guarantee/Demand Draft issued from any nationalized/scheduled bank in favour of D.D.O, Directorate of Extension, Pusa, New Delhi. The original EMD & Tender Fee should be submitted to the Tender Inviting Authority on or before the last date and time of online bid submission. The details of D.D./Bank Guarantee physically sent, should tally with the details available in the scan copy and the data entered during the online bid submission time, otherwise, the uploaded bid will be rejected. The Agency has to submit their bid only for lump sum charges at A & B above for the entire management, coordination, manpower for coordination, communication and office expenses for all other incidentals which are required to set up the show. FINANCIAL BID FORMAT (To be submitted in a separate sealed cover) I M/s...have read contents of or the proposal and have understood that the financial bid is being quoted for the work related to complete management and coordination of the Krishi Unnati Mela, 2018 as proposed by the Ministry of Agriculture & Farmer s Welfare. The financial bid includes the cost of entire management, coordination, manpower for concept of the Event which includes the costs of items listed at A & B in the Technical Work and Services (Form 3 of Technical Bid Document). The costing lumpsum is for the entire period of the event from the date of engagement (which is likely to be within 7 days from the date of finalizing Bids) till the closure of the Event (which includes the final settlement of the accounts with all vendors and submission of the final report) and review for the next show. Amount Rs. plus applicable Government taxes (GST) In preparing the Technical and financial proposal, bidders are expected to examine this bids document in detail. The proposal should cover all aspects of the scope of work mentioned in the sections. Any bid not found responsive with this bids document will be rejected. Material deficiencies in providing the information requested will also result in rejection of the Proposal. 7. TERMS OF PAYMENT: Terms of payment: Maximum up to 30% advance payment based on actual need of the company/agency and 70% will be made after completion of the event i.e. Krishi Unnati Mela 2018 and after due verification of bills by the designated expert committee, subject to deductions, if any. 8. EVALUATION AND SCRUTINY OF BIDS: (a) In the first stage, the Technical Proposal will be evaluated for minimum eligibility criteria. Applicants fulfilling the minimum eligibility criteria will then further proceed for marking as per the Technical marking sheet mentioned hereunder. (b) The bidders will be marked as per the Technical Marking sheet based on the documentation submitted by the agency. (c) Those satisfied minimum eligible criteria s per para 4 of bid will be further process of technical marking. 9. Evaluation/Scrutiny of bids by the designated committee of expert members shall be based on: (i) Submission of the required documents, information by the Agency alongwith the bids. (ii) Assessment of the capability of the Agency based on the past record as stated above. (iii) Offered Plan as per Scope of Work and Services outlined above. (iv) Completed bids in all respect including the Earnest money deposit. 10. GENERAL TERMS AND CONDITIONS: a. Neither the issue of this Invitation for bids nor any part of its contents is to be taken as any form of commitment or acknowledge mention the part of DAC&FW to proceed with any bids or any Agency and DAC&FW reserves the right to annul or terminate the process or reject any bids at anytime or stage without assigning any reason. b. DAC&FW reserves the right and absolute discretion at any time and without any liability whatsoever, to amend, vary, w a i v e and/or modify any or all of the terms and conditions of this Invitation for bids including the scope of works without assigning any reason what so ever or prior notice being provided to any Agency. c. DAC&FW shall in no circumstance what so ever, be held responsible or liable in any manner whatsoever, for any costs or expenses incurred or any loss suffered by Agency, in connection with or in consequence of the preparation or delivery of any bids, or compliance with any of the requirement so the Invitation for bids or in any other manner. d. Any concealment of a material fact or a misrepresentation shall lead to disqualification of the Agency. e. In case any clarification is sought by DAC&FW after opening of bids, the reply of the Agency should be restricted to the clarification sought. f. Canvassing in any form shall render the bids liable to be rejected. g. The Agency shall be deemed to have duly considered all terms of this Invitation for bids document and acknowledge that it intends to submit bids offer in accordance with the provisions of Page 15 of 18

this document having accepted the terms and conditions as have been incorporated herein and/or that may be incorporated by DAC&FW through any Addendum(s). h. Each Agency irrevocably and, unconditionally accepts and agrees that by submitting bids: (i) It agrees to be bound by the terms, conditions and obligations set out in this Invitation for bids document together with such other terms and conditions as DAC&FW may, in its sole discretion, require ; and (ii) It has read and understood, and agrees and accepts, the provisions and procedures, and terms and conditions (including the outcome) of this Invitation for bids. (iii) It agrees that the offers shall remain valid till the expiry of the validity period as specified in this Invitation for bids. i. The decision of DAC&FW shall be final while short listing the bids entities. j. The Agency should not directly or indirectly relate to any employee of DAC&FW. k. The Agency has not been declared blacklisted/debarred/ defaulter in making payments by DAC&FW at any stage. l. The Agency would be fully responsible to follow all labour welfare legislations in India and DAC&FW will not be responsible for any default/ violation of labour welfare legislations by the party. m. Agency shall be directly responsible for any/all disputes arising between him and his personnel/workers and shall keep DAC&FW indemnified against all losses, damages and claims arising thereof. n. Agency shall be solely responsible for payment of wages/ salaries/all applicable tax and allow ancestor their personnel that are applicable under the laws in force including any new act or order of Government that may be come applicable. DAC&FW shall have no liability whatsoever in this regard. o. Agency shall be fully responsible for theft, burglary, fire or any mischievous deeds by his staff. p. All consumable items & material used by the Agency shall be of Standard make and approval of designated officer of the DAC&FW shall be taken for the same q. The Contract stands cancelled without assigning any reasons on the following conditions:- i) On revocation of bids or increase in rates after opening of the Bid but before validity of quotation expires. ii) On refusal to enter into contract after the award of contract. iii) If the work is not commenced on the date of starting the work after the work is awarded to the contract. iv) Non-production of EMD. v) The agency shall stipulate clearly the days required by him for completing the work. r. DAC&FW reserves the right to award the work in full or in part through one or many bidders and to reject any one or all the bids without assigning any reason; 11. ARBRITRATION: Any dispute or difference arising out of this contract or in connection therewith which cannot be amicably settled between the parties shall be finally settle under the Arbitration & Conciliation Act 1996 and rules framed there under. The arbitration shall take place at New Delhi. The award of the sole arbitrator shall be final and binding on the parties and shall be in lieu of any other remedy. The sole arbitrator under this clause shall be appointed by DAC&FW. 12. EOI/ BIDDING FORM: Having examined the details given above in Invitation to bids and terms set out above, I/we hereby submit the relevant information for considering my/our bids: i.
