Warsaw Village Council Meeting Minutes: January 20 th, 2016 The regular meeting of the Warsaw Village Council was held on Wednesday January 20 th, 2016 at 7:00PM. Mayor Ron Davis called the meeting to order and lead the Pledge of Allegiance then Ed Kent led the council in prayer. Attendance Roll Call: Jerry Funk-P: Chuck Donnell-P ; Brenda Davis-P; Ed Kent-P; Corey Fischer- P; Jesse Fischer-P. Corey Fischer was sworn in by Ed Kent as the new member of council. Rob McFarland and Trent Berry from the Warsaw Recreation was in attendance and spoke to the council on some issues that need direct attention for the upcoming season. The council discussed and reviewed some estimates and after discussion on them Brenda Davis made a motion meet and make sure they were okay with one part done with the Kevin Fry estimate and one part after the season done with Cox s Lawn and Vegetation Service. This completed job will be paid out of the Park Board Fund and both the Park and Recreation are in agreement to getting this project started. The council would like a more detailed estimate after the project has been completed and the council will check in February as to make sure each are okay and how the project is coming along. Approval of Minutes A motion to approve the minutes for the December 16 th, 2015 Warsaw Village Council meeting was made by Jesse Fischer and seconded by Brenda Davis. Fund Status, Checking & Savings Reconciliations, Payment Register, Receipt Register, Payroll Register, Appropriation Status, and Outstanding Water/Sewer Reports were email to the council members. Fischer_Abstanee_Donnell_Abstanee DEPUTY S REPORT Following list of activities for the month of December 16-complaints 7- assists,,1- accident without injury, 5- county assist, 8-follow up investigation, 16- village assists, 12- warnings,,, 1-alarm drop calls, and 1-traffic control There was the career day talk at River View Junior High and he did his yearly recertification to operate intoxalizer 8000 Data master breathalizer. He had 758 total miles driven, $144.00/76 gallons fuel used. 16days/134 + hours worked. Z0NING REPORT- No report CEMETERY BOARD Jesse Fischer The board currently received 3 resumes for the Cemetery Sexton positon and will follow up with interviews to bring before the council. The board and Jesse Fischer discussed some software CD to upgrade the Cemetery records and will see what will work the best out of several options discussed. The Fiscal Officer will take over most of all the paperwork involving the Cemetery records along with payment and receipts. Jesse Fischer discussed some Software CD for the cemetery he has been looking into and we will research some other options and then make a recommendation. STREET REPORT Ed Robinette As part of the ongoing Traffic sign retroreflectivity maintenance program they replaced two street signs that were faded and non-compliant with the newly refurbished complaint signs. They have trimmed overhanging tree branches and cleaned out the Village storm catch basins for the winter months. They were advised on 12/28/15 that there was a swing problem at the playground. The swing was repaired immediately. The resurfacing project is completed The pool filtration and disinfection project is completed The playground improvement project is completed The sidewalk replacement is completed The gazebo roof project is completed
The hydrant replacement is completed They have GGC Engineering preparing the bid for the last CDBG Project which is the SMR Lift station. WATER AND WASTEWATER REPORTS Ed Robinette Once again the great weather that we have been experiencing the operations for the Wastewater and Water Treatment plants were great in the month of December. The Iron and Manganese levels were great and they treated and pumped 2.28 million gallons in the distribution system. That would be an average of 6,800 gallons per/month for each of our 322customers. They currently had two water and one sewer assist for the month. As weather permits hydrant flushing will be on Thursday s. As part of the EPA s asset management program mandate, they Village have been continuing to update Waste Water Plant and Water Plant Village Infrastructure. PARK BOARD Jesse Fischer River View Park Board Meeting Minutes January 12, 2016 7:00 p.m. Roll Call: Evan Fischer, Chet Beard, Jerry Parks, Corey Fischer, Jesse Fischer Approval of Nov. 2105 Minutes: 1. Evan All in favor to approve Financial Report: N/A Old Business: After the December Village Council meeting, the Rec Board & Park Board were instructed to meet and come up with a plan to alleviate any concerns of scheduling and field dimension issues for Field #2 & #3 at the baseball & softball fields. Corey & Jesse met with Trent Berry & Rob McFarland on Dec. 23 rd. Corey has since gathered information and estimates for installing lights on Field #3. The Rec Board would like to see dugouts, even temporary replacement canopies, on that field. The Rec Board is gathering estimates for making the infield dimensions on #2 & #3. A portable mound will need to be purchased, which the Park Board and RV Baseball may split the cost for it. Corey made a motion, seconded by Chet for the Park Board to recommend moving forward with the portable mound and light installation. All were in favor.
The Soup Supper in November generated $2,013.73 in profit. Deer Camp at the park was $1,400.00 New Business: The Park Social this year is the 50 th Annual, and as such the Park Board would like to explore the idea of adding a fireworks display and headline entertainment or other promotional events or items for sale. 1. The light project mentioned in the minutes will have a projected estimate cost at around $13,117.00 at which time Brenda Davis made the motion to approve going further into the process of having them installed this year. Ed Kent seconded it and all were in favor. RECREATION BOARD REPORT- The meet on January 6 th, 2016 and vote of officers President- Trent Berry Vice President- Rob McFarland Secretary- Craig Shriver Alternate #1 Jason Horn and Alternate #2- Jason Williamson. New Business Ron Davis let the council know that he had hired a new solicitor for the Village out of Zanesville. We will be welcoming Ryan Linn with the firm Kincaid, Taylor and Geyer Attorneys at Law. He will be an employee of the Village and will be meeting the council at the February meeting.
The council discussed a homeowner that need a parcel number for the two adjoining properties he owned and we will advise them to the Engineers Office for follow-up. WALHONDING VALLEY FIRE DISTRICT REPORT Jerry Funk Jerry attended the December 9 th, 2015 meeting. They had 12 runs for 110 miles traveled.. Fire Chief Snyder thanked Allen Dobson for his 19 years of service to the Walhonding Valley Fire District and Buddy Goodman for his year of service as well. The Finance Committee discussed purchasing a new utility truck for the fire department. The Fires Chief would take over driving the Expedition and the Durango would be sold. -. WBA - Brenda Davis attended January 6 th,2016 meeting with 6 in attendance. They discussed updating some information on signs and replacing the Gazebo decorations next year. They have Quarter Auction on Feb. 28 th, 2016 and Easter Egg Hunt on March 19 th, 2016. Their next meeting will be at Tom Roahrig house February 3 rd, 2016 at 7:00PM RPC- Brenda Davis attended the monthly meeting on January 9 th, 2016 and they went over Subdivision and some new applications for property divisons. Their next monthly meeting will be Tuesday February 16 th, 2016. The next monthly meeting will be held on February 17 th, 2016.
