A current recommendation is that higher risk offenders should be prioritized for care; studies have found CJ risk to be a predictor of outcomes. And recent studies (see Rhodes, et al 2008) have found that high risk offenders are more likely to have infectious diseases. Below is a common validated risk tool in the criminal justice literature.
