The Constitution of the Korean Student Association of the Stevens Institute of Technology Article 1. Name and Purpose. Section 1. Name There shall be an organization known as Korean Student Association, hereafter referred to as KSA. Section 2. Purpose The purpose of this organization shall be to promote the welfare of the Stevens Korean Student Body and the Institute as a whole by means of: 1. Promoting Korean values and culture through events and activities provided to the Institute. 2. Create an amicable environment by reaching out to students of various backgrounds and cooperating with other student organizations. Article 2. Membership. Sections 1. Membership All undergraduate students of the Institute are eligible to become members of KSA. Section 2. Active Membership An active member of KSA shall be any member who has attended at least 4 of the last 6 General Body Meetings and has helped organized at least 2 of the last 4 events. Article 3. Officers. Section 1. Officers and Minor Board The Officers of KSA shall include a President, Vice-President, Treasurer, Secretary, and Social Chair. They shall hold office for the academic year following their election. In addition, there shall be a Minor Board consisting of Historian, Web Chair, and two ESC Representatives to assist the Officers. They shall hold office for the academic year following their election. Section 2. Duties Common to All Officers 1. All Officers and Minor Board members shall: a. Attend all meetings and events hosted by KSA. b. Attend ESC meetings when deemed necessary.
c. Act according to the decisions made in Officer meetings, unless credible information is presented and an alternate solution is agreed upon by the Officers. d. Assist with the planning and preparations for meetings and events, as delegated by the President. e. Provide sufficient prior notice of any absences from meetings and KSA-hosted events in writing. 2. All Minor Board members may be excused from Officer meetings if it is determined that their presence is not necessary. Section 3. Duties of the Officers 1. The President shall: a. Preside over all meetings of KSA. b. Have power to call regular or special meetings of KSA. c. Have the power to appoint committees and their respective chairpersons. d. Set ongoing goals for KSA s improvement as an organization. e. Ensure that each Officer understands their duties and can carry them out effectively. 2. The Vice-President shall: a. Assume the duties of the President in the event of an absence. b. Perform all duties assigned to him/her by the KSA President. c. Assist the President in carrying out all duties concerning KSA activities. d. Be well versed with the Constitution of KSA. e. Maintain and document edit proposals and revisions of the Constitution of KSA. f. Prepare agendas for all Executive Board Meetings. g. Ensure that all forms are submitted to ESC and SGA. h. Oversee the actions of and provide direction to the ESC Representatives. 3. The Treasurer shall: a. Assume the duties of the Vice-President in the event of an absence. b. Act as an advisor for KSA on all financial matters. c. Be responsible for all financial transactions and records of KSA. d. Manage checkbooks and budgeting forms on DuckSync. 4. The Secretary shall: a. Assume the duties of the Treasurer in the event of an absence. b. Prepare presentations and agendas for all General Body Meetings. c. Maintain accurate and complete minutes, attendance, and voting records of all meetings and events in the KSA shared drive and KSA DuckSync portal. d. Act as the liaison between the KSA E-Board and other organizations. e. Maintain the KSA mailing list and ensure that all alumni are removed. f. Oversee the actions of and provide direction to the Historian.
5. The Social Chair shall: a. Assume the duties of the Secretary in the event of an absence. b. Volunteer for set ups of all events that KSA hosts or co-hosts. c. Spearhead recruitment of new members at club fairs and other relevant events. d. Act as liaison between KSA and other organizations, both Stevens and non-stevens. e. Advertise all KSA General Body Meetings and KSA-hosted events to the Institute. f. Be responsible for all internal KSA events. g. Notify all KSA GB of meetings and events 48 hours in advance through E-mails. h. Oversee the actions of and provide direction to the Web Chair. 6. The Historian shall: a. Take pictures and videos of all events that KSA hosts or co-hosts. b. Upload all pictures and videos to the KSA social media accounts, DuckSync portal, KSA shared drive, and KSA hard drive. c. Maintain and update the KSA YouTube channel as needed. d. Oversee the audio and video preparations for KSA s annual Unity showcase. 7. The Web Chair shall: a. Manage and update KSA s DuckSync profile and social media accounts, including Facebook, Instagram, Twitter, and GroupMe. b. Notify all KSA GB of meetings and KSA-hosted events through the social media accounts. c. Submit SLN forms for all KSA-hosted events and General Body Meetings to advertise to the Institute. d. Create posters/flyers for all KSA events and submit them to SGA for approval. 8. The two ESC Representatives shall: a. Be the official representatives of KSA at the Ethnic Student Council meetings. b. Attend every ESC meeting throughout their term. c. Record minutes of all ESC meetings and communicate information to the Officers at the next Officer meeting. d. Volunteer for all ESC-hosted events. Article 4. Elections. Section 1. Nomination of Officers and Minor Board members 1. Nominations must take place one meeting before elections. 2. Eligibility for nomination: a. Must have completed two academic semesters at the Institute if nominated for President or Vice President.
b. Must have completed one academic semester at the Institute if nominated for all other positions. c. Must be an active member of KSA for the current school year, as defined in Article 2. d. Must have attended at least two General Body Meetings in the Spring semester up to the point of nomination. 3. Candidates may nominate themselves. All nominations must be seconded by another active member of KSA. 4. Candidates may turn down their nominations. 5. Candidates are assumed to be nominated for the Offices below the Office they were originally nominated for. In addition, if the candidate wins, they are assumed to withdraw their nominations for all Offices below the one they were just elected to. Section 2. Election of Officers 1. Elections must take place within the month the Ethnic Student Council dictates for election. 2. Nominations shall be held on the first General Body Meeting of the month. 3. Elections shall be held on the second General Body Meeting of the month. 4. Voters shall only consist of active KSA members. 5. The election for each position shall be held individually. 6. Elections shall be held by secret ballot. Each Officer shall be elected by majority vote. 7. Current Officers shall teach newly elected Officers about their positions for the duration of the school year, while continuing their own duties. 8. Elected Officers shall assume office at the end of the school year. Article 5. Resignation / Removal from Office. Section 1. Resignation Any Officer may resign from Office at any time by notifying all other Officers in writing one week before their official resignation date. Section 2. Removal From Office 1. Reason for removing a KSA Officer shall be: a. Failure to perform his/her duties as outlined in Article 3. b. Absence from more than one General Body Meeting and more than one Officer meeting in a semester without a valid excuse. c. Absence from more than two General Body Meetings and more than two Officer meetings in a semester with valid excuse and sufficient prior notice. d. Absence from more than one KSA-hosted event in a semester without a valid excuse. e. Absence from more than one KSA-hosted event in a semester with valid excuse and at least a five day notice.
f. For any other reason deemed appropriate by all of the other KSA Officers. 2. Additional reason for removing an ESC Representative shall be: a. Absence from more than two Ethnic Student Council meetings during a semester without a valid excuse and at least a 24 hour notice in writing. 3. Removal from office becomes effective upon two-thirds vote among the members. Section 3. Vacancy of Office 1. Any vacant Office shall be filled by a special election at the first meeting following the creation of the vacancy. 2. During the vacancy, duties of the vacant Office shall be carried out by the Officer as dictated in Article 3, or any other person as dictated by the President. Article 6. Meeting. Section 1. Meeting and Quorum 1. KSA GB shall meet twice a month or as necessary while school is in session. 2. The Officers shall meet twice a month or as necessary while school is in session. 3. A quorum shall be comprised by two-thirds of the entire membership of KSA. 4. An official meeting, in which business shall be conducted, shall consist of a quorum. Article 7. Bylaws. Section 1. The Bylaws of the Constitution of KSA shall be valid for all intents and purposes as part of this constitution, save that they shall require only a majority vote to pass, suspend, or negate. Section 2. No Bylaws shall supercede, or be inconsistent with this constitution. Article 8. Amendments. Section 1. Amendments to the Constitution of KSA shall be presented by any member of KSA in writing to the Officers no less than one week before being presented at an Officer meeting. Section 2. An amendment shall be accepted if it is passed by a two-thirds vote and has received approval from the Stevens Government Association Senate. Article 9. Parliamentary Authority.
Section 1. The rules contained in the current edition of Robert's Rules of Order, Newly Revised shall govern the organization in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Society may adopt. Article 10. Ratification. Section 1. This constitution shall become effective upon the approval of two-thirds of KSA members. Section 2. The establishment of this, the Constitution of the Korean Student Association of the Stevens Institute of Technology, shall abolish all previously existing constitutions for the governance of KSA.
