SOUTH BOUND BROOK BOROUGH COUNCIL REGULAR MEETING MINUTES Minutes of the Regular Meeting of the Mayor and Borough Council held on at Council Chambers, 12 Main St., South Bound Brook, NJ 08880. The meeting was called to order at 7:32 PM with a reading of the Open Public Meetings Law Statement by Mayor Tamas Ormosi, the Pledge of Allegiance and an Invocation by the Borough Clerk. Roll Call: Mayor Tamas Ormosi Council President Dennis Quinlan Councilperson Caryl Shoffner Councilperson Bruce Blumenthal Councilperson August Carlton Councilperson James Holmes Councilperson Anthony Timpano (Absent) (Absent) Arrived 7:43PM Attending: Borough Attorney: Frank Taddeo Borough Engineer: Thomas Herits Chief of Police: William King Letters and Communications: - Letter announcing that the League of Municipalities Banquet will be held on May 7 th. The Banquet will celebrate the 100 th Anniversary of the League and also honor Bill Dressel, Executive Director who is retiring. Mayor s Report: - Mayor spoke about First Ride which is a direct train ride into New York City from Bound Brook. The train is only available on off hours not during rush hours. It s a more convenient way of getting into New York City not having to change trains in Newark. - Mayor also spoke about wanting to meet with the Mayor of Bound Brook to discuss Shared Services. Motion by Councilperson Quinlan to authorize - the Mayor to meet with the Mayor of Bound Brook to discuss Shared Services, seconded by Councilperson Carlton, all in favor, all ayes. Council Reports: Finance/Historical Committee (Councilperson Quinlan): - Tory Jack Day wiill be held on February 7th and 8 th. - Battle of Bound Brook is scheduled for April 11 th and 12 th. - The projects at the Staat s House are going well. - Claims Voucher Resolution Payment of the Bills Motion by Councilperson Quinlan for approval of Claims Voucher Resolution in the amount of $657,632.28, seconded by Councilperson Blumenthal, discussion. Roll call vote taken, all ayes. Personnel/Board of Health (Councilperson Carlton): - Attended Board of Health Reorganization Meeting. Board of Health approved the 2015 Budget presented by the Middle Brook Regional Health Commission. - No report for Personnel. Public Safety Police Department/Rescue Squad (Councilperson Timpano): - Police Department Monthly Report for December 2014 is as follows: 227 Calls for Service; First Aid calls, 21; Fire Department calls, 5. Overtime for December 2014, $7,972.81 (111.5 hours); Court Related Overtime for December 2014, $3,295.81 (46.5 hours). Total Overtime 2014, $97,672.58; Total Court 2014, $18,684.13 (339 hours). Public Works (Councilperson Blumenthal): - No report. Recreation Sports (Councilperson Holmes): - Motion by Councilperson Holmes to appoint Michael Roberts (3 year term) and Beth Konkle (2 year term) to the Recreation Sports Committee, seconded by Councilperson Carlton, all in favor, all ayes. Motion by Councilperson Holmes to accept the list of Officers of the Recreation Sports Committee as presented, seconded by Councilperson Quinlan, all in favor, all ayes. Recreation Social (Councilperson Holmes): - Motion by Councilperson Holmes for approval of the appointment of Barbara Copeland to the Recreation Social Committee, seconded by Councilperson Quinlan, all in favor, all ayes. - Spoke about Basketball Tournment in March for the 5 th,6 th,7 th and 8 th grade boys in Atlantic City. He asked permission for them to have a fundraiser (bake sale). Council thought it was a good idea. - Spoke about a meeting with Middle Earth about the after school program. Planning Board Appointments: - Mayor Ormosi appointed Jeff William and Ryan Mack to the Planning Board. Public Safety Fire Department (Councilperson Shoffner): - In Councilperson Shoffner s absence, Borough Clerk Kazar gave the Fire Department Monthly Report for December 2014. Total number of alarms, 8; Total man-hrs. answering alarms, 77.30; Total man-hrs. on maintenance of trucks and equipment, 8; Total man-hrs. on Department Training, 12; Total man-hrs. at Board of Engineers Meeting, 12; Captain s man-hrs. for administractive duties, 20. Total man-hrs. for December 2014, 129.30. Chief of Police Report: - Chief King reported that the Little League Parade will take place on April 11 th. Borough Engineer Report: - 27 Barber Blvd. need to check for asbestos before demolition can begin. - Proposal from architect for next door. - Waiting to hear about DOT Grants. - Need to set up Redevelopment Meeting to discuss the Research Building. Meeting set for January 21 st at 7:30 PM. Black Belt Auto property will also be discussed. Clerk requested a tax breakdown from the CFO for that property. - Public Works Trailer is installed waiting for utilities to be hooked up. Page 3
Borough Attorney Report: - Item for Executive Session. Motion by Councilperson Quinlan to open the meeting to the public, seconded by Councilperson Carlton, all in favor, all ayes. Kathy Conner 18 Louis Ave. - Asked for the cost of the Public Works Trailer. It is a used trailer and the cost was approximately $13,000.00 - $14,000.00. - Commented on the new carperting and asked if runners were order for high trafficed areas. Yes, they are on order. - Spoke about trouble reaching Council members by phone. Council members extensions have had a few problems but should be okay now. - Asked about the Council Minutes. New recording system being used. Borough Clerk has now been able to transfer the Minutes to Arleen s computer so she will now be able to transcribe the past meetings Minutes. Anthony Psak - He also asked about the Minutes. Minutes have not been available since April of 2014. Borough Clerk said the Minutes are now being worked on and will be available on line as soon as they are approved. He also asked why Planning Board Meeting Minutes are not posted. Mayor will check into that. - Spoke about a school bus parked near the intersection of Catherine and Cedar Streets. The bus obstructs the view for cars coming from Catherine St. Police Chief will look into this situation. Agenda: Budget Discussion: Need to set up a meeting to discuss the 2015 Budget. Some departments have sent in their budgets. It was decided that the Budget Work Session will be held on January 20, 2015 at 7:30 PM. Page 4
Redevelopment Discussion: The Research Building is able to be rehabilitated. Historic Community outside of South Bound Brook is interested in a portion of the building. They could give us some monetary help. We will need additional money to help rebuild the site. Black Belt Auto can also be discussed at the Redevelopment Meeting. Firemen Applications: Tabled. Committee Appointments: Motion by Councilperson Blumenthal to appoint Councilperson Quinlan, Councilperson Carlton and Mayor Ormosi to an Ad-Hoc Committee to deal with an employee situation, seconded by Councilperson Timpano, all in favor, all ayes. Recycling Agreement: Motion by Councilperson Quinlan for approval of Recycling Agreement with Somerset County, seconded by Councilperson Blumenthal, discussion. All in favor, all ayes. Professional Service Agreements: Motion by Councilperson Quinlan for appoval of Professional Service Agreements for Frank Linnus, Redevelopment Attorney and Frank Taddeo, Borough Attorney, seconded by Councilperson Carlton, discussion. All in favor, all ayes. Municipal Alliance Resolution: Motion by Councilperson Quinlan for approval of Municipal Alliance Resolution, seconded by Councilperson Holmes, discussion. Kathy Conner 18 Louis Ave. - Asked what is the cost of the Recycling Agreement? The cost is the same as last year. We are not paying any additional amount this year. - Asked about the parking lot. What is the status? Have the handicap signs been ordered? Signs have been ordered. - She asked if Black Belt Auto is for sale. It s been for sale for many years. Will we have to pay for tank removal? There are grants available. - Asked about the cost for demolition of 27 Barber Blvd. Won t know exact figure until we ve checked for asbestos. House can not be demolished until it is declared asbestos free. Motion by Councilperson Blumenthal to close the meeting to the public, seconded by Councilperson Carlton, all in favor, all ayes. Executive Session Resolution: Borough Clerk read the Executive Session Resolution and a Motion was made by Councilperson Quinlan to go to Executive Session to discuss the Town Oaks Solid Waste Issue, seconded by Councilperson Blumenthal, all in favor, all ayes. (8:50 PM) Motion by Councilperson Quinlan to close Executive Session and return to Regular Session, seconded by Councilperson Blumenthal, all in favor, all ayes. (9:11 PM) Motion by Councilperson Quinlan to authorize the Borough Attorney to contact the Attorney for Town Oaks with regard to Solid Waste Collection and intent to settle the matter within the terms discussed in Executive Session, seconded by Councilperson Carlton, all in favor, all ayes.
