A Resolution to Recommend the Ratification of the United Nations Convention on the Law of the Sea 0 0 WHEREAS, The United Nations Convention on the Law of the Sea was adopted by the Third United Nations Conference on the Law of the Sea in December, and entered into force in November to establish a treaty regime to govern activities on, over, and under the world s oceans; and WHEREAS, The treaty and an associated agreement relating to implementation of the treaty were transmitted to the Senate on October,, and, in absence of Senate advice and consent to adherence, the United States is not a party to the convention and the associated agreement; and WHEREAS, The convention has been ratified by parties, which includes states and the European Union, but not the United States; and WHEREAS, Becoming a party to the treaty would reinforce the United States perspective into permanent international law; and WHEREAS, Becoming a party to the treaty would give the United States standing to participate in discussions relating to the treaty and thereby improve the United States ability to intervene as a full party to disputes relating to navigational rights, and to defend United States interpretations of the treaty s provisions, including those relating to whether coastal states have a right under UNCLOS to regulate foreign military activities in their EEZs; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation: that it is in the national interest for the United States to become a formal signatory of the United Nations Convention on the Law of the Sea. A Bill to Pass the Death With Dignity Act 0 SECTION. SECTION. SECTION. The Death with Dignity Act would legalize physician-assisted suicide in all 0 states, allowing terminally ill patients to legally end their life. Only terminally ill adults with months or less to live would be eligible to request a prescription. The patient s diagnosis, prognosis, and mental capability of making this decision shall be confirmed by both their physician and a consulting doctor. This bill would not force physicians to provide the necessary prescription; it would instead require them to refer the patient to another doctor that is willing to prescribe the correct medication. The U.S. Department of Health and Human Services (HHS) will oversee the enforcement of the bill. SECTION. This bill shall be implemented on February, 0. SECTION. A Bill to Tax Commercial Businesses when Outsourcing Jobs to Increase Domestic Jobs 0 SECTION. SECTION. SECTION. SECTION. SECTION. For every 0,000 jobs outsourced by a domestic corporation, that corporation will be taxed % of their total revenue earned for that fiscal year. Outsourced Jobs shall be defined as manufacturing, customer service and technology sector jobs commissioned outside the borders of the United States, when those same jobs are capable of being performed domestically. The Internal Revenue Service shall oversee the implementation of this bill. This bill shall go into effect for the fiscal year of 00 beginning on October, 0. A Resolution to Ban Single-Use Plastic Bags in Grocery Stores to Reduce Environmental Harm 0 WHEREAS, The majority of American grocery stores adapt single-use plastic bags for their customers; and WHEREAS, An average of 0 billion single-use plastic bags are used yearly in the United States and the production requires million barrels of oil a year; and WHEREAS, Only to percent of bags are recycled a year and % of all plastic bags in the United States end up in the ocean; and WHEREAS, There are an average of,000 pieces of plastic debris per square mile of ocean, and they are responsible for killing up to 00,000 marine animals a year; now, therefore, be it RESOLVED, That the UIL Congress here assembled eliminate the production and distribution of single-use plastic bags for all grocery stores in the United States and its territories. A Bill to Prohibit the Executive Branch from Levying Tariffs 0 SECTION. SECTION. SECTION. The executive branch, including the President, shall no longer have the ability to levy tariffs, which shall be restored solely to Congress. Tariffs shall be understood as a tax or duty to be paid on a particular class of imports or exports. Levy is understood to mean to impose a tax, fee, or fine. Solely means that Congress is the only faction of the government permitted to levy tariffs. This bill will be enforced by the House Committee on Ethics. A. If the executive branch is found in violation of this bill, the tariff(s) in question become(s) null and void. SECTION. This bill shall be enacted January, 0. SECTION. A Resolution to Regulate the Use of CAFOs to Help the Environment 0 WHEREAS, A concentrated animal feeding operation will be defined as a large animal feeding operation with at least,000 animal units that contain animals for at least days a year; and WHEREAS, CAFOs have failed to be regulated by the federal government and have led to harmful side effects to our environment; and WHEREAS, The use of CAFOs leads to lagoons of manure and produces large amounts of toxic chemicals that are harmful for the communities around the CAFOs; and WHEREAS, CAFO operations contaminate air and water quality which can have deadly side effects to humans; WHEREAS, Despite this many local governments have been stripped of their power to effectively regulate the operations through zoning laws or public health ordinances; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for the Government Accountability Office to oversee the Environmental Protection Agency in using its existing authority to make CAFOs apply for permits to check for corruption; and, be it FURTHER RESOLVED, That we increase the amount of EPA employees as the individual agencies see fit so that this legislation can be properly enforced. A Resolution to Send Military Troops into Myanmar to Prevent Ethnic Cleansing 0 WHEREAS, The United Nations in September of last year declared the government and military of Myanmar had engaged in an ethnic cleansing of the Rohingya minority; and WHEREAS,,000 Rohingya have already been confirmed to be dead or missing; and WHEREAS, The government of Myanmar is currently imprisoning two journalists that reported the atrocities; and WHEREAS, All international actions to prevent the ethnic cleansing have failed; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for,000 U.S. military troops to be deployed into Myanmar to prevent the ethnic cleansing of the Rohingya people; and be it FURTHER RESOLVED, That this chamber request an additional,000 military troops from the North Atlantic Treaty Organization (NATO) be sent into Myanmar in order to assist the United States in protecting the Rohingya people. A Bill to Implement a Veteran Tax Break in the United States 0 SECTION. SECTION. SECTION. SECTION. SECTION. SECTION. The United States federal government will create a tax break for any active military and honorable discharge veteran. The United States federal government will implement a tax system in which veterans receive a tax deduction of $00 for every year of active service. The maximum exemption will be 0 years or $,000. The uniform tax rate must adhere to the following: A. The Internal Revenue Service (IRS) will work with the Department of Defense (DOD) to create a national database of every eligible veteran. B. Exemptions for only one income per household. The government agencies enforcing this legislation will be the Internal Revenue Service and the Department of Defense. The Anti-Fluoride Act of 00 0 SECTION. SECTION. SECTION. The United States government hereby requires all states to () phase out mandatory water fluoridation by January of 00 and () forbid the use of fluoridated substances by orthodontists and dentists upon their patients. A. Phase out shall be defined as a gradual dissolution to be completed no later than the allotted time. B. Fluoridated substances shall be defined as either () any substance containing more than,000 ppm of fluoride, or () any substance with fluoride listed as the active ingredient. The Department of Health and Human Services will see to it that this bill is implemented by each of the state governments. A. Each state must fulfill this legislation by January of 00. B. Any violations of these stipulations may be settled in a court of law. SECTION. This legislation will be enacted on January, 00. SECTION. A Bill to Provide Amnesty and Residency to Illegal Aliens 0 SECTION. SECTION. SECTION. All illegal aliens not accused, under trial for, or found guilty of a felony currently residing with the United States shall be granted amnesty for their unauthorized residence in the U.S. and be given permanent residency status. An illegal alien is defined as any foreign national who is living in the U.S. without authorization. Unauthorized residence shall include those who entered the U.S. illegally, as well as those who entered legally and have overstayed the authorized time of residence. Currently residing in the U.S. means those living in the U.S. up until this bill s implementation on the first of February 0. The enforcement of this bill shall be overseen by the U.S. Citizenship and Immigration Service (USCIS) and the U.S. Customs and Border Protection Agency (USCBPA). A. 0 days will be afforded to USCIS to prepare for application processing. B. An increase of $00 million in the USCBPA budget shall be appropriated for increased border activity. SECTION. A Bill to Restrict Purchases of Assault Weapons 0 SECTION. SECTION. SECTION. Raise the age to purchase an assault weapon to, implement strict background checks, and mental evaluations every years to obtain and keep a license. An assault weapon shall be defined as any Semi-Automatic firearm capable of accepting a detachable magazine, folding or telescoping (collapsible) stock, which reduces the overall length of the firearm, and/or a pistol grip that protrudes conspicuously beneath the action of the weapon. Background checks are defined as reviewing criminal and public records on the individual. Mental evaluations shall be defined by one or more visits to a psychologist. Mental evaluations will check for mental stability and the competence to own and use an assault weapon. License shall be defined as a permit from an authority to own or use something. The state s governments and courts will oversee the enforcement of this bill, along with the Bureau of Alcohol, Tobacco, Firearms and Explosives. A. The Bureau of Alcohol, Tobacco, Firearms and Explosives is only allowed to maintain records and control authority over licenses. B. State courts will take any case against and in violation of this bill. 0 SECTION. This bill shall be fully implemented on February, 0. SECTION. Introduced for Congressional Debate by Byron P. A Resolution to Increase Trade with Cuba 0 WHEREAS, The Cuban Embargo has existed for decades yet has had no result in an increase of democracy in the country; and WHEREAS, The people of Cuba face a persistent economic threat due to an outdated policy which has reduced their quality of life; and WHEREAS, Cuba has taken steps towards liberalizing their markets and promoting human rights; and WHEREAS, Cuba has vital goods and services that the people of the United States could gain from; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for the Cuban trade embargo to be completely removed; and, be it FURTHER RESOLVED, That Cuba be included in future North American Free Trade Agreement negotiations in order to become a future member of the agreement. A Bill to Revoke the Death Penalty in the U.S. Court System 0 SECTION. SECTION. SECTION. The death penalty inherently violates the constitutional amendment against the practice of cruel and unusual punishment as well as the guarantees of due process of law and of equal protection under the law. Within the United States Constitution, the Eighth Amendment states, Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. Under the Fifth Amendment, No person shall be deprived of life, liberty, or property, without due process of law. According to the Bureau of Justice Statistics, Capital punishment refers to the process of sentencing convicted offenders to death for the most serious crimes and carrying out that sentence. The specific offenses and circumstances which determine if a crime (usually murder) is eligible for a death sentence are defined by statute and are prescribed by Congress or any state legislature. The Department of Justice will oversee the enforcement of the bill. A. It may default to the Secretary of State, the Attorney General, Department of State, and the Office of Pardons. SECTION. A Resolution to Redirect the Focus from Space Force to the International Moon Base (IMB) 0 WHEREAS, Effective construction of space-based defenses and crafts are inefficient on the surface of the earth; and WHEREAS, Attempting to exit Earth s atmosphere is both deadly and costly; and WHEREAS, The United States lacks effective means to send and return space craft to and from space; and WHEREAS, Cooperation is more effective for achieving peace than force; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution; the United States government shall redirect its focus from the development of the United States Space Force toward construction of the International Moon Base; and, be it FURTHER RESOLVED, That any funds now allocated toward the United States Space Force shall be redirected toward the achievement of the International Moon Base. A Bill to Ensure Safety of Highly Automated Vehicles 0 SECTION. SECTION. SECTION. This bill establishes the federal role in ensuring the safety of highly automated vehicles by encouraging the testing and deployment of such vehicles. The bill preempts states from enacting laws regarding the design, construction, or performance of highly automated vehicles or automated driving systems unless such laws enact standards identical to federal standards. A highly automated vehicle is a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system capable of performing the entire dynamic driving task on a sustained basis. The Department of Transportation (DOT) will oversee the enforcement of the bill. The DOT must: () Inform prospective buyers of highly automated vehicles of the capabilities and limitations of such vehicles; () establish the Highly Automated Vehicle Advisory Council to among other things, develop guidance regarding mobility access for the disabled, elderly, and underserved populations. SECTION. This legislation will be enacted on January, 00. SECTION. Introduced for UIL Congressional Debate by Knippa High School.

A Bill to Privatize Air Traffic Control 0 0 SECTION. There is established a federally chartered, not-for-profit corporation to be known as the American Air Navigation Services Corporation. SECTION. The Secretary of Transportation shall transfer operational control over air traffic services within United States airspace and international airspace delegated to the United States to the corporation. SECTION. The corporation may own, lease, use, improve, and dispose of property, may contract with other parties, may sue or be sued, may be held liable under civil and criminal law, and shall have such other corporate powers necessary or appropriate to carry out the purposes of the corporation. The United States government shall not be liable for the actions or inactions of the corporation. Any debt assumed by the corporation shall not have an implied or explicit federal guarantee. SECTION. The Department of Defense, as authorized by chapter 0, entities to which the United States has delegated certain air traffic services responsibilities, and entities with which the corporation has contracted for the provision of air traffic services permitted to provide air traffic services. SECTION. years after the date of transfer, and every other year after, the corporation shall submit to the Secretary of Transportation a report on the state of air traffic services. The report shall include information on access to airports and services for all users, including access with respect to rural areas, charges and fees, safety, and areas in which the corporation has identified efficiencies in the system, and the safe, fair, and timely provision of air traffic services by the corporation.
