SCOPE AND CONTENT NOTE The Records of the U.S. State Department provide us with incredible insight into the political machinations of American foreign policy throughout the world. This collection includes records on Korea from February 1963 to 1966. The files in the collection are arranged according to the classification system of State Department Records. The subject numeric files included in these documents are primarily from the POL (Political Affairs and Relations) category. In the context of an increasingly tense Cold War environment, the United States sought to bolster its influence in Korean affairs through the United Nations as well as through unilateral diplomatic and political efforts in an attempt to provide a counterweight to the growing authority of Communist bloc nations in the region. The continued presence of U.S. military forces in the Republic of Korea (ROK- South Korea) became a hotly debated issue in international politics as critics of the U.S. clamored for Korean self-determination. The United Nations also maintained a token peacekeeping force, known as United Nations Command in Korea (UNC), on the Korean peninsula as they sought to mediate the continued tension between the Republic of Korea and the Democratic People s Republic of Korea (DPRK-North Korea). Through the U.N. General Assembly (UNGA) and the U.N. Commission on Unification and Rehabilitation of Korea (UNCURK), foreign powers sought to draw up plans for negotiations on a unified Korean government. The United Nations refused to recognize the government, led by the Korean Workers Party (KWP), in the DPRK but recognized the military government in the ROK. The first half of the 1960s was a tumultuous time in South Korean politics. Syngman Rhee, who had ruled South Korea since 1948, was overthrown in a popular uprising of students in April 1960. One year after the April Revolution, as the student uprising was called, the new democratically elected government was overthrown in a military coup d'état led by Park Chung-hee. The Supreme Council for National Rehabilitation (SCNR), led by Park, dissolved the National Assembly and established the Korean Central Intelligence Agency (KCIA). In 1963, Park Chung-hee and other military officials would run as political candidates in the Democratic Republican Party (DRP) in new National Assembly and presidential elections. Park was elected President of the Republic of Korea, an office he would hold until his assassination in 1979. Another source of tension was found in the periodic incidents and disputes occurring in the De- Militarized Zone (DMZ) between North and South Korea. Violations of air space by both sides placed strain on diplomatic relations. The United States, bearing in mind the recent experiences of the Korean War and Cuban Missile Crisis, sought to mediate the conflict and prevent these disputes from developing into a broader conflict. The documents in this collection display the policy initiatives of the U.S. government as it attempted to navigate this complicated web of political relations. v
