Approval of the January 21, 2015 ACCSB Meeting Minutes Chair Mack called for a motion to approve the January 21, 2015 ACCSB Full Board meeting minutes. Ms. Deane motioned to approve the minutes, Ms. Alonge seconded the motion, and the minutes were approved with three corrections. Staff Recognition Ayanna Pulley, Child and Family Therapist, Child and Family Services Division, was nominated to receive the February 18, 2015 CSB staff recognition award. Ms. Pulley was unable to attend due to an unforeseen event. Ms. Mauller will mail the certificate of appreciation and award pin to Ms. Pulley. Presentation: Child and Family Services Division Overview Heather Stowe, Child and Family Services Division Chief was unable to attend due to an unforeseen event. The presentation will be rescheduled for a future CSB full board meeting. Discussion: CSB FY 16 Local Budget Priorities Chair Mack opened a discussion about prioritizing the CSBs FY16 local budget requests (Refer to Handout) in preparation for the CSB s meetings with the County Board on March 24 th and 25 th. The County Manager s budget will be released on February 21st. Chair Mack provided an overview of the requests. The members discussed narrowing down and prioritizing the requests. 1

The CSB FY16 preliminary local budget priorities are as follows: Mental Health (MH) Committee Crisis Intervention Team (CIT) Coordinator - Crisis Intervention Team (CIT) Coordinator the members agreed to remove this request if the position is proposed in the County Manager s base budget Crisis Intervention Center (CIC) the members agreed to continue to advocate for only 1.0FTE Mental Health Therapists in the Jail (Substance Abuse Committee special support) the members agreed to continue to advocate for a 1.0FTE Psychiatric Services Provider the members agreed to continue to advocate for a 0.5FTE. Substance Abuse (SA) Committee Drug Court Substance Abuse Counselor The Arlington County Circuit Court is including the request to fund a 1.0 FTE Substance Abuse Counselor in their local budget requests. The CSB will endorse the Circuit Court s request. Child and Youth (CY) Committee No requests Intellectual and Developmental Disabilities (IDD) Committee No requests Ms. Skelly asked Ms. Kelleher if the CSB should speak to the County Board about the County Housing Study. Ms. Kelleher responded that the County Housing Study will be presented to the County Board on March 10 th and will then be open for public comment. Ms. Kelleher encouraged the members to reinforce the need for funding in areas such as the Affordable Housing Investment Fund (AHIF) for group homes. Ms. Shakour asked the members to send any information that they would like included in the packets for the County Board members to her by the March 9th CSB Executive Committee meeting. ACCSB Executive Director s Report Ms. Tschopp reported that CSB programs are above their financial target of 50% for this point in the year. They are at 55% (Refer to Handout). Ms. Tschopp reported that she attended the Virginia Association of Community Services Board (VACSB) Legislative and Policy Conference on January 20 th and 21 st. She noted that the majority of the CSB Executive Directors were accompanied by members and staff in their CSBs. Ms. Tschopp provided a brief overview of the conference. She noted that the VACSB offers training and networking sessions about the needs of the CSBs. The members discussed the possibility of attending future VACSB conferences that pertain to CSB issues. The members concluded that it would be beneficial for CSB members to attend the conferences so that they may better develop their abilities as a board member and advocate. VACSB Conferences that would be beneficial for CSB members to attend include: VACSB Development & Training Conference The conference features skill building, innovative practices and unique models of Community Service Boards/Behavioral Health Authorities (CSB/BHA) and regional programs. Registration opens in late March May 6 8, 2015 Ft. Magruder Conference Center and Hotel: 6945 Pocahontas Trail, Williamsburg, Va 2

VACSB Public Policy Conference The conference features Virginia and National public policy issues through panels and presentations. October 7 9, 2015 Charlottesville Doubletree Hotel: 990 Hilton Heights Road, Charlottesville, Va VACSB Legislative Conference The conference provides knowledge and perspective for all members on current budget and legislative information and advocacy opportunities during the legislative session. January 19 20, 2015 Richmond Marriott Hotel: 500 East Broad Street, Richmond, Va Ms. Shakour presented a report on the group homes for January (Refer to Handout). She stated that 10 incidents were reported in January. She noted that there were 3 major incidents reported, all medical hospitalizations. Ms. Shakour reported out about the Extraordinary Barriers List (EBL). She stated that 7 individuals in Arlington are currently on the EBL. She noted that this number is down from 8 last month. Ms. Alonge asked if the individual that was removed from the list was placed into the community. Ms. Shakour responded that the individual was placed into the community. ACCSB Chair s Report Chair Mack introduced Linda Kelleher, CSB Member and Member of the Arlington County s Housing Study Group. Mr. Mack stated that he has requested that Ms. Kelleher discuss the concerns surrounding the construction of the proposed Columbia Hills Development Project and how the CSB can support the Arlington Partnership for Affordable Housing (APAH) moving forward (Refer to Handout). Ms. Kelleher stated that APAH owns, develops and builds affordable housing in Arlington County for lower income individuals and families. Ms. Kelleher further stated that the proposed Columbia Hills Development would provide Permanent Supportive Housing (PSH) to individuals with intellectual disabilities. Ms. Kelleher noted that Arlington County will choose the individuals that will reside at Columbia Hills, vet them through CSB services and then provide the supports needed. She added that the individuals that will reside at Columbia Hills will have the ability to have funding provided to afford housing, as well as the ability to receive services. Ms. Kelleher provided a breakdown of the Accessible and PSH Units: 10 Permanent Supportive Housing Units 8 studio apartments 1 one-bedroom apartment 1 three bedroom apartment 13 Type A Accessible Units (Type A provides full accessibility) 10 units will overlap with the PSH units 3 additional unit sizes are awaiting input from Arlington County Ms. Kelleher noted that PSH Units will receive project-based rental assistance and supportive and case management services provided through Arlington County and will be targeted for individuals with mental, cognitive or physical disabilities. Ms. Kelleher stated that the proposal was approved by the Housing Commission and that the next step is to present the proposal to the County Board on February 24th. Ms. Kelleher presented a draft letter to 3

County Board Chair, Ms. Hynes, stating that the CSB supports APAH s application to develop Columbia Hills including an Affordable Housing Investment Fund (AHIF) loan. Ms. Kelleher asked the members if they would be willing to sign on to the letter. The members agreed. Chair Mack announced that 13 people have signed up for the February 19 th Mental Health First Aid training session. The trainings were requested by the CSB and are delivered by DHS staff. Mental Health First Aid is training provided to the lay person on how to support an individual who is having a mental health crisis. The training is scheduled on February 26 th from 9:00 a.m. to 1:00 p.m. at the George Mason Center (GMC), Room 214, 1801 N. George Mason Drive. The first training sessions were held January 9 th and 16 th. Anyone wishing to attend the training sessions must attend both training dates. A minimum of 7 and a maximum of 20 individuals are required to hold the training sessions. Chair Mack announced that Offender Aid and Restoration (OAR) is holding their annual breakfast in April. OAR rebuilds lives and breaks the cycle of crime with opportunities, alternatives and resources for offenders and their families to create a safer community. Mr. Mack stated that he has agreed to host a table at the event. Mr. Mack asked the members to send him an email if they are interested in attending. Mr. Mack will email the details of the event to the members. Report Out on ACCSB Retreat Initiatives Ms. Hermann reported out about the Mary Marshall Assisted Living Residence. She noted that the Advisory Council meets on the first Thursday of each month. Ms. Hermann distributed a wish list created by the Mary Marshall residents The residence remains at a full census of 52 The residents held a Valentine s Day dinner and dance The process of securing dental services is on-going. The Fenwick Foundation is in the process of developing two pilot facilities to provide dental services. It is proposed that one of the pilot facilities to provide dental services would be MMALR The residents at MMALR are interested in developing their own internet website Ms. Hermann reported out about the Group Home Committee meeting. The next meeting is scheduled for March 11 th at 2:00 p.m. She noted that this is a new MH sub-committee. Ms. Hermann stated that attendees included parents, families and former CSB members. Ms. Deane added that the meeting went well. Ms. Deane reported about the Young Adults Committee meeting. The next meeting is scheduled for February 25 th at 12:00 p.m. in the Drewry Center, Room 107. Agenda items include children s programs, young adults programs, supportive education and employment, housing concerns and how to bring the First Episode Psychosis Program to Arlington. Informational Items Ms. Skelly commented about the SB1410 legislation proposed by Senator Creigh Deeds. The proposed legislation would require licensure of Crisis Therapists. She stated that Delegate Patrick Hope is an active opponent of the proposed legislation and suggested that the members thank Delegate Hope personally or via email. Ms. Skelly reminded the members that two of the County Board members will retire in 2015. She suggested that the members network and advocate for CSB programs needs and concerns during the upcoming candidates campaign period. 4

Ms. Kelleher stated that the Alliance for Housing Solutions sends a questionnaire to all of the candidates and then posts the responses. Ms. Skelly asked the members to send her any questions they may want to ask the candidates.
