BE IT ENACTED BY THE SECOND SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE: 1 2 3 4 5 6 7 8 9 10 SECTION 1. PURPOSE. The purpose of this Act is to appropriate the sum of Seven Hundred Twenty-Two Thousand Dollars ($722,000.00) from the Exclusive Gaming Annual License Fees allotted to the Second Senatorial District under 4 CMC 2307(b) for local public purposes. Sf CTION 2. APPROPRIATIONS. I Notwithstanding any provisions, statutes, laws or regulations to the contrary, the T nian and Aguiguan Legislative Delegation hereby appropriates the sum of Seven Hundred 11wenty-Two Thousand Dollars ($722,000.00) from the Exclusive Gaming Annual License F es allotted to the Second Senatorial District under 4 CMC 2307(b) for the following local public purposes: 11 12 (a) Mayor of Tinian for Supplemental Medical Assistance from September 2018 to April 2019: $ 80,000.00

1 (b) Medical subsistence allowance of $200.00 per 2 patient per month beginning September 2018 up 3 to April 2019 for dialysis, cancer, multiple 4 sclerosis, debilitating epilepsy seizure disorder, 5 dermatomyositis, arrhythmia, hemophiliac and 6 post cerebral vascular accident patients who 7 are residents of Tinian: $160,000.00 8 (c) Mayor of Tinian' s discretionary account: $53,000.00 9 (d) Mayor of Tinian for professional services: $50,000.00 10 (e) Municipal Events including but not limited to: $60,000.00 11 (1) 2018 Taga Day: $15,000.00 12 (2) Christmas 20 18/New Year 2019: $15,000.00 13 (3) 2019 Municipal Inauguration: $20,000.00 14 (4) 2019 Pika Festival: $10,000.00 15 (f) Mayor of Tinian for municipal employees including 16 the Tinian Municipal Treasury payroll up to 17 January 10, 2019: $100,000.00 18 (g) Tinian DCCA Office of Aging for Man 19 Amko van $40,000.00 20 (h) Tinian DPW to purchase an excavator attachment $20,000.00 21 (i) Tinian Teen Center for operations and activities $5,000.00 22 G) United Filipinos Association in Tinian for Page 2 of6

EXPENDITURE AUTHORITY. 16 (a) For the funds appropriated under Section 2(a)-(n) of this Act, the Mayor of Tinian 17 shall be the expenditure authority. 18 (b) For the funds appropriated under Section 2( o) of this Act, the Chairman of the 19 inian Casino Gaming Control Commission shall be the expenditure authority. 20 (c) For the funds appropriated under Section 2(p) of this Act, the Chairman of the 21 Municipal Council shall be the expenditure authority. 1 SECTION 4. MANAGEMENT OF FUNDS. 2 Notwithstanding any law to the contrary, the Secretary of the Department of Finance 3 shall transfer the funds appropriated under Section 2 of this Act to an account set up by the 4 Tinian Municipal Treasurer within fifteen days of the effective date of this Act. The Tinian 5 Municipal Treasurer shall regulate and control the funds appropriated under this Act so that 6 no activity may spend contrary to this Act or fiscal management policies of the Municipality 7 01 the Commonwealth of the Northern Mariana Islands. 8 SECTION 5. REPORTING. 9 The expenditure authority of the funds appropriated in Section 2 of this Act shall 10 s bmit to the Chairperson of the Tinian and Aguiguan Legislative Delegation a detail report 11 showing the expenditure of the funds at the completion of appropriations in Section 2 of this 12 ct. 13 SECTION 6. FISCAL YEAR. 14 The funds appropriated under this Act shall be appropriated without fiscal year 15 limitation(s). I 16 S CTION 7. AMENDMENT. 17 Section 2 of Tinian Local Law 20-14 shall be amended to read as follows: 18 "SECTION 2. APPROPRIATION. 19 There is hereby appropriated Three Hundred Sixty-Eight Thousand five Hundred Fifty- 20 Fve ($368,555 USD) of the funds allotted to the Second Senatorial District under Public 21 Law No. 20-59 to the Office of the Mayor of Tinian and Aguiguan and the Tinian Municipal 22 reasury for personnel, operations and for the hiring of not less than fifteen full-time Page 4 of6

The Mayor of Tinian and Aguiguan shall be the expenditure authority of the funds appropriated in this section." SECTION 8. SEVERABILITY. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to lhich it is held invalid shall not be affected thereby. SECTION 9. SAVINGS CLAUSE. This Act and any repealer contained herein shall not be construed as affecting any e isting right acquired under contract or acquired under statutes repealed or under any rule, 13 regulation or order adopted under the statutes. Repealers contained in this Act shall not 14 15 16 affect any proceeding instituted under or pursuant to prior law. The enactment of the Act s all not have the effect of terminating, or in any way modifying, any liability, civil or criminal, which shall already be in existence on the date this Act becomes effective.
