YMCA NC Youth & Government Officer Descriptions Becoming an officer, whether elected or appointed, requires a significant time commitment and great responsibility. Below you can find the responsibilities and expectations of each role before, during, and after each Conference. If you think that you are interested in this opportunity, you should talk to your Delegation Advisor for more details. Also, please note all individuals looking to run for office or looking to be appointed are required to submit a Candidate Interest Form by the dates listed on the form and below. Elected Officers Officers for the program are elected by participants in each program area at the YMCA NC Youth Legislature, to take office at the conclusion of the YMCA NC Youth Legislature and complete their leadership the following February. Youth Officers preside over the legislative chambers and judicial courts, leading all program areas during the YMCA NC Youth Legislature. Governor (form due by October 16, 2014) Required to be a Junior with at least 1 of Y&G Conference experience at time of campaign/election Shows exceptional ability in public speaking settings Expresses concern and knowledge of the current issues affecting North Carolina Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Acts as the overarching leader of the legislative branches at the Conference giving attention to all groups and officers Appoints 6-8 applicants to Governor s Cabinet Responsible for communication to, and training of, each Cabinet member Assess the validity of each bill and decide its fate with the help of student advisors, such as Cabinet members, lobbyists, and budget analysts Speaks at Opening Session, Joint Session, and Closing Session Presents a report on all bills discussed in the Cabinet that have passed in both the House and the Senate Attends the Youth Governor s Conference with other state Youth Governors in Washington, D.C. in June Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Writes a platform during the summer and works to achieve throughout the Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Lieutenant Governor (form due by October 16, 2014) Required to be a Junior with at least 1 of Y&G Conference experience, including one as a Committee Chair, at time of campaign/election; if candidate has not served as a Committee Chair at time of campaign/election, he/she must serve as a Committee Chair at the current s conference Shows exceptional ability in public speaking settings Expresses significant knowledge of parliamentary procedure Demonstrates ability to work with other individuals

Member of the Y&G Senior Officer Team Serves as the head of the Senate and works closely with each President Pro Tempore Responsible for communication to, and training of, each President Pro Tempore Performs the duties of Governor during the Governor s absence Presides over the Conference during Joint & Closing Sessions While presiding, keeps debate germane, delegates respectful, and procedure parliamentary May be called on to speak during various times during the Conference Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Speaker of the House (form due by December 12, 2014) Required to be at least a Sophomore with at least 1 of Y&G Conference experience at time of campaign/election; must serve as a Committee Chair at the current s conference Shows exceptional ability in public speaking settings Expresses significant knowledge of parliamentary procedure Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Serves as the head of the House and works closely with each Speaker Pro Tempore Responsible for communication to, and training of, each Speaker Pro Tempore While presiding, keeps debate germane, delegates respectful, and procedure parliamentary May be called on to speak during various times during the Conference Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Chief Justices (2) (form due by October 16, 2014) Required to be a Junior with at least 1 of Y&G Conference experience at time of campaign/election; must serve in the Judicial program at the current s conference Show exceptional ability in public speaking settings Express significant knowledge of the appellate court system Demonstrate ability to work with other individuals Member of the Y&G Senior Officer Team Serve as the heads of the Judicial program and work closely with Associate Justices Responsible for communication to, and training of, Associate Justices Assist with logistics of case distribution and assignment Preside over All-Star Round May be called on to speak during various times during the Conference Attend the Conference on National Affairs in Black Mountain, NC in July Attend the Senior Officer Retreat in August with the State Directors Attend all First Year Orientations during the Fall

Attend the Officer Weekend in January, including both Pre-Conferences Arrive at the Conference one day early, typically on Wednesday evening Work with State Directors with planning and logistics Serve as positive leaders for the entire North Carolina Youth & Government program throughout the Speaker of the Forum (form due by February 11, 2015) Required to be a Freshman at time of campaign/election Recognized for his/her leadership within the Freshman Forum Shows exceptional ability in public speaking settings Expresses significant knowledge of parliamentary procedure Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Serves as the head of the Freshman Forum and works closely with Forum Committee Chairs, Clerks, Chaplains, Sergeant at Arms, and freshman legislators While presiding, keeps debate germane, delegates respectful, and procedure parliamentary May be called on to speak during various times during the Conference Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Presiding Officers (6) (form due by December 12,2014) Required to have at least 1 of Y&G Conference experience at time of campaign/election Show exceptional ability in public speaking settings Express significant knowledge of parliamentary procedure Demonstrate ability to work with other individuals Separated into House (Speaker Pro Tempore) and Senate (President Pro Tempore) presiders based upon experience House Presiding Officers will report directly to the Speaker of the House; Senate Presiding Officers will report directly to the Lieutenant Governor While presiding, keep debate germane, delegates respectful, and procedure parliamentary May be called on to speak during various times during the Conference Encouraged to attend the Conference on National Affairs in Black Mountain, NC in July Attend their designated First Year Orientation during the Fall; may be asked to attend more than one Attend the Officer Weekend in January, including both Pre-Conferences Arrive at the Conference one day early, typically on Wednesday evening Serve as positive leaders for the entire North Carolina Youth & Government program throughout the Associate Justices (6-8) (form due by December 12, 2014) Required to be participating in the Judicial program at time of campaign/election Show exceptional ability in public speaking settings Express significant knowledge of the appellate court system Demonstrate ability to work with other individuals

Preside over an appellate court Report directly to the Chief Justices Responsible for communication to, and training of, assigned attorneys Responsible for tracking brief progress of assigned attorneys Assist the Chief Justices with logistics of case assignment and distribution Encouraged to attend the Conference on National Affairs in Black Mountain, NC in July Attend their designated First Year Orientation during the Fall; may be asked to attend more than one Attend the Officer Weekend in January, including both Pre-Conferences Arrive at the Conference one day early, typically on Wednesday evening Serve as positive leaders for the entire North Carolina Youth & Government program throughout the Appointed Officers Students are appointed, by the State Office, to leadership roles within a variety of program areas. Appointments are typically based on recommendations from the Youth Governor, College Staff, Program Advisors, Senior Officers, and others. Chief of Staff (no form required) Required to have at least 1 of Y&G Conference experience at time of appointment Selected by the Governor in collaboration with the State Directors Shows skills in organized clerical work, along with communication and leadership Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Responsible for writing the Governor s Bill Report Serves on the Governor s Cabinet and organizes the Cabinet s schedule Performs clerical work for the good of the Governor Assists the Governor with schedule planning before and during the Conference Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth and Government program throughout the Governor s Cabinet (6-8) (form due by December 12, 2014) Required to be a Senior with at least 1 of Y&G Conference experience at time of appointment Express concern and knowledge of issues affecting the state of North Carolina Be a positive example of the Governor s office Attend all Cabinet meetings called by the Governor or Chief of Staff Ask pertinent questions of all bill authors who present to the Cabinet Visit many different committees and chambers to track various different bills Research and read all bills prior to the Conference Actively participate during all bill discussions in the Governor s office Serve as positive leaders for the entire North Carolina Youth & Government program throughout the

Secretary of State (no form required) Required to have at least 1 of Y&G Conference experience at time of appointment Expresses knowledge of both legislative and lobbying processes Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Serves as the head of the Lobbyist program and works closely with lobbyists Responsible for communication to, and training of, lobbyists Plans and assigns the distribution of lobbyists to different bills Oversees the entire candidate election process Officially certifies candidates as running and eventually the winners of each race Updates the Constitution of YMCA NC Youth & Government Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Budget Committee Chair (no form required) Required to have at least 1 of Y&G Conference experience at time of appointment Expresses knowledge of budget analysis and legislative process Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Serves as the head of the Budget Committee and works closely with budget analysts Responsible for communication to, and training of, budget analysts Plans and assigns the distribution of budget analysts to different bills May participate in debate Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Media Editor (no form required) Required to be a Junior with at least 1 of Y&G Conference Media experience at time of appointment Shows ability to work diligently as a member of the Media Has the ability to organize and disseminate information clearly Demonstrates commitment to deadlines, organization, and quality Demonstrates ability to work with other individuals Member of the Y&G Senior Officer Team Serves as the head of Media and works closely with each of the Media officers (Slideshow Editor, Copy Editor, Video Editor, and Social Media Editor)

Responsible for communication to, and training of, Media officers and participants Delegates roles of media duties in an effort to produce high quality media initiatives Ensures that all deadlines are met, both before and during the Conference Provides training to other Media members throughout the Attends the Conference on National Affairs in Black Mountain, NC in July Attends the Senior Officer Retreat in August with the State Directors Attends all First Year Orientations during the Fall Attends the Officer Weekend in January, including both Pre-Conferences Arrives at the Conference one day early, typically on Wednesday evening Works with State Directors with planning and logistics Serves as a positive leader for the entire North Carolina Youth & Government program throughout the Committee Chairs (32) (form due by December 12, 2014) Required to have at least 1 of Y&G Conference Legislative experience at time of appointment Shows exceptional ability in public speaking settings Proves an ability to work well in teaching situations with other legislators Expresses significant knowledge of parliamentary procedure and legislative process Demonstrates ability to work with other individuals House Committee Chairs report directly to House Presiding Officers; Senate Committee Chairs report directly to Senate Presiding Officers; Freshman Forum Committee Chairs report directly to the Speaker of the Forum Preside over all committee proceedings Keep his/her committee on schedule at all times and adjust the debate as needed Teach legislative members all aspects of parliamentary procedure Ensure that all completed bills get delivered to a messenger at the end of discussion Attend his/her designated Pre-Conference in January Serve as positive leaders for the entire North Carolina Youth & Government program throughout the Floor Leaders (5) (form due by December 12, 2014) Required to have at least 1 of Y&G Conference Legislative experience at time of appointment Shows ability in public speaking settings Expresses significant knowledge of parliamentary procedure and legislative process Demonstrates ability to work with other individuals House Floor Leaders report directly to the Speaker of the House; Senate Floor Leaders report directly to the Lieutenant Governor; Freshman Forum Floor Leader reports directly to the Speaker of the Forum Lead other Senators, Representatives, and Freshman Legislators during sessions and debate Assist the presiding officer with the calendar and docket Participate in debate in an objective and orderly fashion Make motions for the good of the entire Forum, House, and Senate Attend his/her designated Pre-Conference in January Serve as positive leaders for the entire North Carolina Youth & Government program throughout the Sergeants at Arms (4) (form due by December 12, 2014) Required to have at least 1 of Y&G Conference Legislative experience at time of appointment Show high levels of self confidence Demonstrate ability to work with other individuals
