The Presidential Decree On Establishing The Central Agency for Public Mobilization And Statistics The President Of The Republic ( CAPMAS ) After reviewing the Constitution issued on Mar.25, 1964, and Law No. 210 of 1951 concerning the statute of the civilian employees of the State and relevant amending laws, law No. 189 of 1958 concerning binding the public institutions, companies and societies to present data on employees theirin, law no. 35 of 1960 concerning statistics and censuses, Law No. 87 of 1960 concerning public mobilization and the relevant amending laws, law No. 137 1963 concerning enumerating the scientific, competences qualifications and inventions, law No. 46 of 1964 concerning enacting a law on the statute of the civilian employees of the State, presidential decree No. 390 of 1956 on mandate by jurisdictions, Presidential Decree no. 1345 of 1950 on defining the administrative authorities concerned with the public mobilization affairs, presidential decree no. 2252 of 1960 amended by the Presidential decree no. 52 of 1963 on forming public mobilization committees, Presidential decree No. 743 of 1963 concerning joining the Statistics agency to Public mobilization Department, Presidential Decree No.2086 of 1963 on delegating a General Director. for the Agency of Public Mobilization and Statistics, Presidential Decree no.2764 of 1963 on authorizing the General director of the Agency of Public Mobilization and Statistics the jurisdictions and powers authorized for a minister, and Presidential Decree no. 238 of 1964 on organizing the contracting process for using Statistical equipment in the government and Public Sector, has approved the following law. Article -1 : The Title " Central Agency for Public mobilization And statistics " shall be instead of the title " Public Mobilization And Statistics Agency " and shall be an independent authority adjunct to the Presidency of the republic. Article -2 : Authorities and jurisdictions of " Public Mobilization And Statistics Agency " and its branches and its director as stated in the decrees and regulations shall be transferred to the " Central Agency for Public Mobilization and Statistics " and its Branches and its president. Article - 3: The allocations and degrees allotted for the employees of "Public Mobilization And Statistics Agency " Stated in the budget of Fiscal year 64/65 Shall be transferred to "CAPMAS" Without prejudice to the provisions of the aforementioned article - 3 of the presidential Decree No.743 of 1963.

Article - 4 : The employees of "Public Mobilization And Statistics Agency " Shall be transferred accompanied with their degrees and Seniorities to " CAPMAS" without prejudice to the provisions of the aforesaid article - 4 of Presidential Decree No. 743 of 1963. Article - 5 : "CAPMAS" Shall be formed of the following central departments: - Central Department for Public Mobilization. - Central Department for Statistics. - Central Department for computer. - Central Department for Following - up Statistics And Inspection. - General Secretriate. Organizing the jurisdictions of CAPMAS and its central departments and general secretriate shall be defined according to a decision form the president of CAMAS within the limits of the laws and decrees organizing the public mobilization and statistics in addition to what stated herein. Article - 6: CAPMAS shall exercise the jurisdictions of all the technical staff stated in the Presidential Decree of Law No. 35 of 1960. CAPMAS ' president may conduct the statistics and censuses required by the State and may specify their dates, define their methods and results dissemination, and may identify the authorities and agencies that conduct such statistics and censuses in a way that insures full coordination between the operations and statistical agencies, and leads to raising the standard of accuracy and effenciency in such operations and agencies. Article - 7 : A committee chaired by CAPMAS ' president titled " Consultancy committee for statistical planning and coordination " shall be created in CAPMAS. Such committee shall be formed of a number of technicians not more than twelve members representing the sectors of the state and the high Statistical experiences as well. The committee members shall be nominated according to a decision from the president of CAPMAS. The above mentioned committee shall hold a meeting on an invitation form its chairman once a month at least. The committee may form subcommittees chaired by one of the members. A number of the professional experts not form the committee members may be joined to such sub-committees. The part - committee members shall be granted an " attendance allowance " for the meetings they attend in a rate of L.E 10 per meeting with a maximum of L.E 200 per year. The part-time sub-committee members shall be granted an "attendance allowance" for the meeting they attend in a rate of L.E 5 per meeting with a maximum of L.E 100 per year.

Article - 8: The committee stated in the last article ( Article- 7 ) shall have jurisdiction over the technical study on statistics and censuses programs to be conducted and shall coordinate the implementation of such programs in order to prevent duplication and make the results and data consistent. The committee shall have jurisdiction over giving consultancy to the president of CAPMAS on all matters to be presented. Article - 9 : CAPMAS shall develop an annual program for statistical publications, bulletins, indicators and data required for the sectors of the state through coordination with the authorities concerned. CAPMAS itself may take up issuing all publications, indicators and statistical data produced by the state's authorities or part of them. In such case, publication process shall be deducted from the budget of the agency concerned. Article - 10 : Any ministry, authority or agency or any individual, individuals in the government, public sector or private sector may - through any of the publication media or mass media - not publish any publications, results or statistical data or information from any source except from the reality of statistics of CAPMAS. The statistics that are not included in the programs of CAPMAS may not be published without an approval of CAPMAS. Article - 11 : Each ministry, governorate, public authority and public institution shall create a department adjunct to CAPMAS titled " Central Statistical Department " in the ministry, governorate, public authority or public institution. Article - 12 : The employees in the central statistical departments stated in the last article (art.11) shall be selected from those who are qualified and experienced and working in the statistics field. Such employees shall be transferred with their degrees to CAPMAS according to an approval of CAPMAS provided that they shall have their work afterwards in the central statistical departments inside the state's authorities. Article - 13: The employees working in the central statistical departments and who are seconded by CAPMAS shall be treated as delegates. It means that the ministries, governorates and public agenies and authorities shall take up supervision and administrative control, and shall report to CAPMAS all actions taken against such employees.

Article - 14 : The employees working in the central statistical departments shall be subordinated to CAPMAS. CAPMAS shall have the technical supervision on such employees. Their responsibilities shall be direct to CAPMAS for all what they are asked for. CAPMAS may inflict punishments on them for meeting their technical responsibilities to CAPMAS. The directors of central statistical departments shall be responsible to CAPMAS for implementing the statistical programs decided for the institutions and their branches where such directors are delegated to, and for finishing such programs in the dates specified, besides their responsibilities for providing CAPMAS with all data and statistics required at all times. The directors of central statistical departments in the State's authorities shall be representatives of CAPMAS in all aspects, and shall practice their authorities within the limits of the laws and decrees organizing public mobilization and statistics and according to the organizational decisions issued by CAPMAS' president for this purpose. Article - 15 : All statistical and computer units in the governorates and public sectors and branches theirof including statistical equipment, and manual, electric and electronic calculators of all types shall be subject to supervision and inspection of CAPMAS in order to : - Secure making use of statistical equipment and calculators in a way that goes along with the statistical programs prepared to work on. - Secure efficiency of equipment used in the different agencies and develop them to get maximum production capacity required. - Inspect all registers related to the statistical equipment and calculators and make sure of the regularity of their operations. - Secure the efficiency and qualifications of personal operating such equipment in away that get maximum production capacity. - Make use of idle capacity of statistical equipment and calculators spread in all agencies of the State for implementing the general statistical programs and for helping the agencies not having enough equipment capacity required for their statistical operations. Article - 16 : CAPMAS may establish centers for training on public mobilization and statistics, and may develop curricula, terms and conditions of study in such centers. These centers shall hold training courses for the staff working in the different agencies relevant to public mobilization and statistics. the training courses may be held in any agencies nominated on an approval of CAPMAS' president. CAPMAS shall have the authority of control and supervision on all operations related to training on public mobilization and statistics in all agencies of the State in accordance with the regulations and instructions issued by CAPMAS' president.

Article - 17 : Every provision contradicting the provisions of this Decree shall be repealed. Article - 18 : This DECREE shall be published in the OFFICIAL GAZETTE. It has been issued at the PRESIDENCY OF THE REPUBLIC on 4 Jumada the 1_st ' 1384 (Sept.20,1964 )
