Deliberation and possible action in regard to a request for a Certificate of Design Compliance for planned fence improvements at 100 N. Austin Street. Commissioner Brinkley made the motion to approve the Certificate of Design Compliance with updated design, subject to staff verification of code compliance for fence height & opacity. The motion was seconded by Commissioner Wensowitch. The motion was approved 5-0. 2. Deliberation and possible action in regard to a request for a Certificate of Design Compliance for proposed demolitions located at 300 W. Goforth Street. Commissioner Wensowitch made a motion to approve the Certificate of Design Compliance pertaining to the garage structure, conditioned upon it not including demolition of the accessory dwelling located at the northwest corner of the site. Commissioner Commissioner Cummings seconded the motion. The motion was approved 4-1 (Brinkley voting no). I. STAFF REPORTS The Historic Preservation Commission may discuss any of the items under Staff Reports, but no formal action will be taken. Historic Preservation Commission Agenda Item Report October 19, 2017 Contact David P. Fowler, AICP, Senior Planner 512-312-5745 / dfowler@ci.buda.tx.us SUBJECT: DELIBERATION AND POSSIBLE ACTION IN REGARD TO A REQUEST FOR A CERTIFICATE OF DESIGN COMPLIANCE FOR CONSTRUCTION OF A NEW RESIDENTIAL BUILDING LOCATED AT 210 N. AUSTIN STREET. 1. BACKGROUND/HISTORY This is the regular agenda item (action item) for a Certificate of Design Compliance (CDC) application for a proposed new house located at 210 N. Austin Street. The proposal is for a singlestory, 1,697 square foot residential building, with a potential bonus 318 square foot second floor living area. The City of Buda Unified Development Code requires that work in the Historic District requiring a site plan and/or building permit shall have CDC approval prior to issuance of the permits. The applicant has not yet formally applied for a building permit or site development permit. The site is an original lot from the Dupree/Original Town of Buda plat and will not need to be further platted. 2. CURRENT STATUS Overall Project Design: The proposed house is 1.5 stories, with a bonus room over the front of the house. The proposed house draws upon a combination of Folk Victorian and Craftsman styles. The total proposed area for the home and the garage is 2,016 square feet. Including a covered porch, the total area of the proposed foundation would be 2,472 square feet. 8

Proposed Front Elevation Access: Entry would be taken from the alley to the west of the property in to a two-car garage. The garage as proposed would be set back 25 feet from the rear property line along the alley. A 17-foot wide driveway would provide access to the garage. The main public entry to the home will be along N. Austin St. Proposed Site Plan 9

Exterior Materials: The applicant is proposing Hardi siding for the exterior material. The color of the siding is white, with black fascia board for the trim. The Hardi siding will generally match the style of the abutting properties, which have horizontal wood siding. The white siding would contrast the abutting houses, which are both a greenish gray shade. The proposed design also features two boxed columns framing a porch on the left side of the house, while the neighboring properties each have four sculpted columns framing centered porches. The proposed roof is a shingle roof. The roof has a proposed 12 over 9 pitch facing N. Austin Street. The roof would use gray composition shingles. The shingle roof matches two of the three existing homes on the block, with the exception being the metal roof at 200 N. Austin. Houses at 200 and 220 N. Austin Street abutting the subject property 10

Site Planning: The house would be set back 52.5 feet from the N. Austin Street right-of-way. A sidewalk would be constructed to connect pedestrians to the front porch. The rear would be set back approximately 25 feet, and the sides are set back approximately 5 feet. The proposed setbacks fit within the regulations of the Unified Development Code. The property currently has four trees. The two trees closest to North Austin Street would remain. Other trees would be removed if their roots fall within the area proposed for the building slab. Bushes conflicting with the proposed slab area would also be removed. Site vegetation from N. Austin Street In addition to the Certificate of Design Compliance, the applicant is required to apply for and obtain a building permit prior to beginning work. 3. ACTION OPTIONS/RECOMMENDATION Overall, staff feels this CDC application indicates an applicant s desires to design a new structure that is compatible with surrounding properties. The application as a whole demonstrates a strong effort to keep massing, materials, and site planning appropriate for the district and this block. The Commission may, at its discretion, consider the following actions: Approval Conditional Approval (specify conditions) Denial 11
