Board Member Rodriguez did not participate in regular session of agenda, ill. Student Board members Hannah Perez, representing Buena High and Philip Riley representing Ventura High read the Vision, Mission and Governing Principles. Report of Actions Taken in Closed Session - None Good News Joel Levin, Buena High School teacher and students gave an example of what they do in order to compete in the The Knowledge Bowl competition which is similar to jeopardy. Student Board members had the opportunity to update the Board on various academics, sports and school club news events. Mrs. Moran invited the community to the 1 st annual All-District Art Show. Student art will be displayed at the Ventura County Museum to include a fundraising component. Mrs. Moran noted new Ethnic and Social Studies class to be offered at all the high schools in conjunction with Ventura College. If taken, the course will provide for 3 units of college credit.

Mr. Walker, as state commissioner attended the California Interscholastic Federation spirit awards dinner. The southern section academic awards for 2017-18 were released and in Ventura County Buena High School Football team, larger than 1500 students, received recognition for the highest GPA of 3.03. Also making the academic list was the Buena basketball team who shared the academic spotlight with Camarillo. Mrs. Lomax, who also works for the First Robotics organization, thanked the VUSD facilities department for their assistance in transporting delivered crates to Ventura College. She thanked Mr. Creswell for his help in securing the Saint Bonaventure tarps. Mr. Creswell introduced the new Purchasing Director, Ms. Genevieve Gilmore. PUBLIC HEARING Review of Developer Impact Fees Justification Report and Proposed Developer Impact Fee Increase Mr. Walker noted time to open the public hearing regarding the Fees Justification Report prepared by Schoolhouse Services, and to propose an increase in developer impact fees. Mr. Richards noted that all the requirements for implementation of Level 1 fees per Education Code Section 17620 have been met. He also noted that the report has been on display for public review, and commented that Resolution #18-13, related to this public hearing is on the agenda for discussion. Mr. Walker closed the public hearing as no requests to speak were submitted. Public Comments None Correspondence Mr. Creswell received letter from the California School Board Association, thanking the Board for submission of resolution on full and fair funding. Approval of the Board of Education Regular Meeting Minutes for February 13, 2018 It was moved by Mrs. Lomax, seconded by Mrs. Moran and carried on a roll call vote 3-0 to approve the February 13, 2018 Regular Board minutes. Report on Board Appointed Committees - None CONFERENCE AGENDA Loma Vista Elementary School Buddy Benches Loma Vista Elementary School requested permission to purchase and install two buddy benches. The dimensions will be 48 L x 25 H x 35 H. Each bench will be engraved with the words, Loma Vista Elementary Buddy Bench. One bench will be placed on the primary playground and one bench will be placed on the upper grade playground. The benches will be purchased from TreeTop Products, Batavia, Illinois. This project has been coordinated with the Facilities Services Department and is being funded by site funding. This item will be brought back for approval at the next regularly scheduled Board of Education meeting. De Anza Academy of Technology and the Arts (DATA) Welcome Mural DATA Middle School requested permission to paint and install a Welcome Mural on their campus. The dimensions of this mural will be 43.5 feet x 5.75 feet upon completion and will be painted on the exterior wall of the cafeteria facing the front parking lot. This mural will depict the words, De Anza Academy of Technology and the Arts surrounded by a large tree with grass and orange flowers. This mural was designed to complement the adjacent Chris Prewitt Memorial Make it a Great Day mural. MB Hanrahan, local artist has designed and and will be painting the mural. The project has been coordinated with the Facilities Services Department and the DATA ASB Pride Project funds will be used to fund this project. This item will be brought back for approval at the next regularly scheduled Board of Education meeting. 2

California Interscholastic Federation (CIF) Applications for Renewal of Multi-School Membership (Action Requested) It was moved by Mrs. Moran, seconded by Mrs. Lomax and carried on a roll call vote of 3-0 to approve CIF to allow students in grades 9 12 at El Camino High School to participate in CIF sports at the student s boundary school either Buena or Ventura High School. CIF regulations require Buena and Ventura High Schools file a CIF application annually. Resolution #18-12, Requesting Board of Supervisors of Ventura County to Include the Voter-Approved Parcel Tax on the 2018-19 Tax Roll As a result of the parcel tax passage during the November 8, 2016 election, the District must comply with specific certifications listed in Resolution #18-12. Mr. Dale Scott, presented overview of the process. Board approval of attached Resolution will be requested during the April 24, 2018 Board meeting. Resolution #18-13, Review of Developer Impact Fees Justification Report and Proposed Developer Impact Fee Increase Staff presented and discussed the updated School Fees Justification Report prepared by Schoolhouse Services. Section 17620 of the California Education Code authorizes school districts to collect fees for mitigation of the impact of new development on enrollment. The current Level 1 Developer Impact Fees, which were set in September 2002, are $2.14 per square foot for residential development and $0.34 per square foot for commercial development. The proposed fees are $3.79 per square foot for residential development and $0.61 per square foot for commercial development. Board will be asked to adopt Resolution #18-13 to increase Ventura Unified School District developer impact fees. Request for Proposal for Fleet Copier Lease, Graphics Production Equipment Lease and Maintenance Service Agreement The lease for copiers and graphics production equipment and the agreement for maintenance service are up for renewal; therefore, the District wishes to pursue renewal of these agreements. The Purchasing Department would like to seek the interest of vendors via the Request for Proposal (RFP) process in lieu of a formal notice inviting bids. Board approval to initiate the RFP process will be requested during the board meeting of April 24, 2018. Resolution #18-14 Remuneration of Board Member Mrs. Moran (Action Requested) This item was moved to the next scheduled Board meeting for vote. School Climate Mr. Creswell noted that no new issues to report at Balboa or any of the other district schools. Overnight, Out of the Tri-County and Ratification Fieldtrips The Board approved ratification of the Superintendent's approval for students from Foothill Technology High School s Track and Field team to travel out of the tri-county to a Track and Field Meet on March 30, 2018. This event was held at Trabuco Hills High School in Mission Viejo, CA, Orange County. Five students and one chaperone attended. The Board approved ratification of the Superintendent's approval for students from Buena High School s Track team to travel overnight and out of the tri-county to a Track Invitational on March 30-31, 2018. This event was held at Stanford University, Palo Alto, CA, Santa Clara County. Five students and three chaperones attended. The Board approved ratification of the Superintendent's approval for students from Buena High School s Track and Field team to travel out of the tri-county to a Track and Field Meet on March 23 and 24, 2018. This event was held at Huntington Beach High School in Huntington Beach, CA, Orange County. Sixty students and three chaperones attended. The Board approved ratification of the Superintendent's approval for students from Buena High School s Softball team to travel overnight and out of the tri-county to a Softball Tournament on April 5-7, 2018. This event was held at Peralta Park in Anaheim, CA in Orange County. Fourteen students and four chaperones attended. The Board approved Ventura High School s request to send students from their Dance class to travel out of the tri-county to expose dancers to one of the most influential dance companies (Alvin Ailey) held at Segerstrom Center for the Arts in Costa Mesa, CA, Orange County. The trip took place on April 19, 2018. The Board approved request to send 99 students and nine chaperones to this fieldtrip. The Board approved Ventura High School s request to send students from their Agriculture class to travel overnight and out of the tri-county to a California State Future Farmers of America Convention held at the Anaheim Convention Center in Anaheim, CA, Orange County. The trip took place on April 22-25, 2018. The Board approved request to send five students and one chaperone to this fieldtrip. The Board approved Ventura and Pacific High Schools request to send students from their After School Safety and Enrichment for Teens (ASSETs) class to travel overnight to an ASSETs Leadership Camping Trip held at El Capitan Beach Campground in Goleta, CA. The trip took place on April 26, 2018. The Board approved request to send twenty-four students and five chaperones to this fieldtrip. The Board approved Ventura High School s request to send students from their Model UN Club to travel out of the tri-county to a Model UN Conference held at Huntington Beach High School in Huntington Beach, CA, Orange County. The trip took place on April 28, 2018. The Board approved request to send fifteen students and three chaperone to this fieldtrip. The Board approved Montalvo Elementary School s request to send students from their 5th grade classes to travel overnight to an Outdoor Education fieldtrip to be held at Brandeis WOLF Summer Camp in Simi Valley, CA. The trip will take place on May 22-25, 2018. The Board approved request to send 72 students and two chaperones to this fieldtrip. The Board approved Will Rogers Elementary School s request to send students from their 5th grade classes to travel overnight to travel for an educational focus life science trip to be held at the Santa Barbara Zoo in Santa Barbara, CA. The trip will take place on May 31, 2018. The Board approved request to send 75 students and 15 chaperones to this fieldtrip. The Board approved Blanche Reynolds Open Classroom rooms 16 and 19 s request to send students to travel overnight to travel for an outdoor learning community building trip to be held at Camp Arnaz in Ventura, CA. The trip will take place on June 1-3, 2018. The Board approved request to send 40 students and five chaperones to this fieldtrip. 5

The Board approved Ventura High School s request permission to send students from their After School Safety and Enrichment for Teens (ASSETs) class to travel overnight for a senior college trip to tour the University of Southern California (USC), attend the Museum of Tolerance, and attend a play at the Orpheum Theatre in Los Angeles, CA.
