STATE OF NORTH CAROLINA PUBLIC HEARING STOKES COUNTY DANBURY, NORTH CAROLINA REGULAR SESSION APRIL 16, 2007 The Stokes County Board of Education held a budget public hearing and met in regular session on Monday, April 16, 2007, at 6:00 p.m., at the Administrative Office in Danbury. Board Members Present: Mrs. Sonya Cox, Chairman; Mr. Steve Shelton, Vice-Chairman; Ms. Becky Boles, member; Mr. Bill Hart, member; and Mrs. Yvonne Rutledge, member. Administration Present: Dr. Larry Cartner, Superintendent; Mrs. Debbie Merritt, Assistant Superintendent; and Mrs. Sarah Owens, Administrative Assistant. Others Present: Wendy Wood, Stokes News; David Hicks, Mount Olive Elementary; Ginny Carpenter, Administrative Office; Ricky Goins, Maintenance; Amy Musten, Pinnacle Elementary; Melisa Jessup, Administrative Office; Barbara Wall, Teacher Assistants/Lawsonville Elementary; Myra Cox, Administrative Office; David Burge, Operations; Rich Pekar, Sandy Ridge Elementary; Donna Dube, Forsyth Tech; Dena Walker, Lees-McRae; and Shawn Jessup. Call to Order Public Hearing Chairman Cox called the public hearing to order at 6:08 p.m. Ms. Barbara Wall, a teacher assistant from Lawsonville Elementary, spoke in support of a salary schedule for teacher assistants. Call to Order Mrs. Rutledge made a motion to adjourn the public hearing. Motion passed 5-0. At 6:10 p.m., Chairman Cox called the Board of Education meeting to order and gave the invocation. Dr. Cartner led the pledge. Recognition of Guests Dr. Cartner welcomed guests and thanked them for attending the meeting. Public Comments There were no public comments. Approval of Agenda Ms. Boles made a motion to approve the agenda as presented. Motion passed 5-0.
Page 2 April 16, 2007 Consent Agenda Mr. Shelton made a motion to approve the open work session minutes of March 17, 2007 and the regular session minutes of March 19, 2007; fund raiser requests; field trip requests; and a calendar revision request from Chestnut Grove Middle School. Motion passed 5-0. The following fund raiser requests were approved: School Date Activity Mount Olive Elementary April 18 Spellarama for classroom and technology needs North Stokes High April 21 Yard Sale for athletic supplies West Stokes High April 24 100 inning game to raise money for field trips and a baseball cage West Stokes High On-going Snacks to secure funds for consumable supplies including construction paper, markers, crayons, etc. Smartboard, projector speakers The following field trip requests were approved: School and Sponsor Trip Location/Date/Cost # Students/Transportation Southeastern Middle Andy Booze 2 chaperones All-State Honors Band Chapel Hill April 27-29, 2007 1 student Car West Stokes High David Bennett 1 chaperone $35 All-State Honors Band Chapel Hill April 27-29, 2007 $ for Meals only 2 students Car Parents will bring home A calendar revision request from Chestnut Grove Middle School was approved. This revision cancelled Chestnut Grove s early dismissals on Tuesday, May 8 th, and Wednesday, May 9 th. It also pushed back Chestnut Grove s dismissal time on Thursday, May 10 th, from 12:00 to 1:00 p.m. Budget Amendments Action Agenda Mr. Hart made a motion to approve Current Expense Amendment #3 and Capital Outlay Amendment #3. Motion passed 5-0.
Page 3 April 16, 2007 Recommendations for District Voting Committee Mr. Shelton made a motion to approve Reba Elliott, Jerry Rothrock, Virginia Smith, Colin Moore and Jan Culler as the Board of Education s nominees to serve on the Stokes County Commissioners District Voting Committee. Motion passed 5-0. Discussion Agenda 2007-2008 Proposed Twelve Month Calendar Mrs. Jessup presented the proposed 2007-2008 Twelve Month Calendar. This item will be on the action agenda on April 30. Review of Local Budget Proposal Board members reviewed and discussed the 2007-2008 local budget proposal. Questions and Comments schools. Ms. Boles requested information on disciplinary offenses that might occur in our high Mr. Shelton expressed concern that Stokes County Schools did not participate in the District Spelling Bee. Page 4 April 16, 2007 Meeting Dates The Board of Education scheduled a joint meeting with the Stokes County Commissioners for Thursday, April 19, at 12:00 noon, at the Professional Learning Center at Germanton Elementary School; and a regular board meeting for Monday, April 30, 2007, at 6:00 p.m., at the Administrative Office in Danbury. On a motion by Ms. Boles, the Board entered closed session at 7:35 p.m. to discuss personnel and a land acquisition and to approve closed session minutes of March 17, 2007 and March 19, 2007, under NC General Statute 143.318.11(a)(1)(3)(5)(6). Motion passed 5-0. [Closed Session] At 8:37 p.m., on a motion by Mrs. Rutledge, the Board returned to open session. At 8:39 p.m., on a motion by Mr. Shelton, the Board approved the personnel report. Motion passed 5-0.
