MINUTES COUNCIL MEETING City Hall Bel Aire, Kansas July 1, 2014 7:00 P.M. I. CALL TO ORDER Mayor David Austin called the City of Bel Aire Council meeting to order, July 1, 2014 at 7:00pm II. III. IV. ROLL CALL Council Members present Dr. Ramona Becker, Ken Lee, Guy MacDonald, and Betty Martine. Members absent Peggy O Donnell. Also present City Manager Ty Lasher, City Attorney Terry Beall, Assistant City Manager/Finance Director Michelle Meyer and City Clerk/Utility Clerk Jamie Hayes. MOMENT OF SILENT PRAYER A moment of silent prayer was led by Mayor David Austin. PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG Led by Mayor David Austin. V. DETERMINE AGENDA ADDITIONS - None VI. CONSENT AGENDA A. Minutes of the June 17, 2014 City Council Meeting. B. Minutes of the June 23, 2014 Workshop/Special City Council Meeting. MOTION: Mr. Lee made a motion to approve the consent agenda as listed and authorize the Mayor to sign. Seconded by Dr. Becker. Motion carried 4-0. VII. DISCUSSION AND APPROVAL OF APPROPRIATIONS ORDINANCE A. Appropriations Ordinance 14-13 in the amount of $568,249.64. MOTION: Mr. Lee made a motion to approve appropriations Ordinance 14-13. Seconded by Mr. MacDonald. Motion carried 4-0. 1
VIII. CITY REQUESTED APPEARANCES: Ben Hart with Allen, Gibbs & Houlik was on hand to present the 2013 City of Bel Aire audit report. Mr. Hart reported that improvements in the system are continuing to move forward all thanks to the help of Assistant City Manager/Finance Director Michelle Meyer. IX. CITIZEN CONCERNS: Oral communication from the audience (Please move to the podium and state your name & address so that you can be clearly heard by the viewing public as well as the Governing Body. Comments are limited to three (3) minutes unless additional time is granted by the Mayor). X. REPORTS: A. Mayor s Report Mayor Austin had no formal report. He did want to encourage all residents to look at their water bill, the paper, and website for entry sign voting. This is a good way for citizens to give the council feedback on what they would like to see there. Mayor Austin also wished all a safe and happy 4 th of July and thanked the Bel Aire Police Department for responding to the calls they ve been getting already about fireworks and encouraged all to visit the Bel Aire firework stands. B. Council Member Reports Dr. Becker and Councilman Guy MacDonald had their last session on Saturday for the Municipal Leadership series they were attending through the Hugo Wall School and said it was very worthwhile. She learned a lot and also brought back a lot of that information and shared with the council some of the really great ideas. Dr. Becker also wanted to wish her Grandson a happy birthday and was thankful they moved the birthday party to Monday night so she could attend council. Dr. Becker also thinks it s a great idea changing the lawn on Rock Road (Elk Creek Addition) to native grass from the sod which will cut down on watering and mowing. She also wanted to remind citizens that they aren t allowed to shoot off fireworks until the 4 th of July, and wanted all to be mindful of the stress to animals and people during this time. Mr. Lee wanted to echo the comments on the fireworks and that some people have been happy that they can only shoot on the 4 th and others aren t so happy, but it is the rule so please follow it. He encouraged those who don t like the rule to contact their councilmembers and voice their opinion. Mr. Lee was happy to report to Mr. Lasher that the Rock Spring Addition will soon be getting paving contracts for the next phases and that there is only 1 empty lot left in Phase 1 that hasn t been spoken for yet. Mr. MacDonald seconded Dr. Becker s comments about the seminar by the Hugo Wall School at WSU and has learned quite a bit and would like to get together with 2
Dr. Becker to make a presentation to the Council with the ideas they have received that he thinks we can benefit from. Ms. Martine had no formal report. C. City Attorney Report City Attorney Terry Beall had no formal report. D. City Manager Report Mr. Lasher wanted to remind all citizens that Friday the 4 th is the only day that they will be allowed to shoot off fireworks from 9:00am to midnight, and that the next day all debris from the fireworks in yards, driveways, and streets need to be cleaned up per Ordinance. The Police Department has been getting several calls about people shooting off fireworks early and residents instead will need to call 911, or the new number that Sedgwick County will enact during this week for fireworks reports. We had a good turnout at the City Wide Clean Up Day last weekend with 169 total loads. Mr. Lasher reminded all of the sign voting that went out in the water bills and that we have already had 100 responses to it so far. Mr. Lasher has named Keith Price for the Employee of the Quarter for the 2 nd quarter of 2014. Keith has been voted by councilmembers as well as by his co-workers for his exceptional work in and among the City. E. Committees/Boards/Commissions Reports None XI. ORDINANCES, RESOLUTIONS AND FINAL ACTIONS: A. Consideration of approving an Agreement for Mobile Phone App Development and Support Services with MYCOMMUNITY MOBILE, LLC. MOTION: Dr. Becker made a motion to approve Agreement for Mobile Phone App Development and Support Services with MYCOMMUNITY MOBILE, LLC and authorize the Mayor to sign. Seconded by Mr. Lee. Motion carried 4-0. B. Consideration of approving the 2014 City of Bel Aire Water Conservation Program and associated rebates. MOTION: Mr. Lee made a motion to approve the 2014 City of Bel Aire Water Conservation Program and authorize the Mayor to sign. Seconded by Mr. MacDonald. Motion carried 4-0. C. Consideration of AN ORDINANCE TO SUBMIT TO THE QUALIFIED ELECTORS OF THE CITY OF BEL AIRE, KANSAS, THE PROPOSITION OF LEVYING A ONE PERCENT (1.00%) RETAILERS SALES TAX FOR 3
THE PURPOSE OF FUNDING A LOCAL STREET IMPROVEMENT PROGRAM, WITHIN THE CITY OF BEL AIRE, SEDGWICK COUNTY, KANSAS. MOTION: Mr. Lee made a motion to approve AN ORDINANCE TO SUBMIT TO THE QUALIFIED ELECTORS OF THE CITY OF BEL AIRE, KANSAS, THE PROPOSITION OF LEVYING A ONE PERCENT (1.00%) RETAILERS SALES TAX FOR THE PURPOSE OF FUNDING A LOCAL STREET IMPROVEMENT PROGRAM, WITHIN THE CITY OF BEL AIRE, SEDGWICK COUNTY, KANSAS and authorize the Mayor to sign. Seconded by Ms. Martine. Motion carried 3-1-1, Mr. MacDonald voting nay and Mrs. O Donnell absent. MOTION: Ms. Martine made a motion to approve the Rail Road Siding Access Agreement with River Cement Sales Company and authorize the Mayor to sign. Seconded by Mr. MacDonald. Motion carried 4-0. XII. DISCUSSION AND FUTURE ISSUES Workshop July 7 th at 6:00 p.m. XIII. EXECUTIVE SESSION MOTION: Mr. Lee made a motion to go into executive session for Attorney/Client Seconded by Dr. Becker.
