VACANCY ANNOUNCEMENT PROJECT COORDINATON SPECIALIST Project Title: United Nations Community Safety and Access to Justice Project Organisation: UNHCR Job Title: Project Coordination Specialist, IICA 2 Duty Station: Gambella, Ethiopia Duration: 01 July 2018 31 January 2019 Contract Type: UNOPS Background Information: Design of the United Nations Project on Community Safety and Access to Justice (further: UNCSAJ Project) is being initiated jointly by Administration for Refugees and Returnee Affairs (ARRA) and UNHCR in response to local conflict in and around refugee communities in Gambella in 2015 and 2016 and in follow up to UNHCR recommendations following technical missions of its Division of International Protection (DIP) and Field Security Service. In terms of project development, an assessment was carried out throughout seven (7) camps and surrounding host communities in Gambella. It focused on understanding the refugee camp and host community governance structures and the quality of community security, justice and victim support services to refugees and the host community. Objective of the Project is to improve community safety, protection and access to justice for refugees and host communities in 4 districts (Itang, Gambella District, Gog and Dimma) and 7 camps (Kule, Tierkidi, Nyguell, Jewi, Pugnido I and II and Okugo) in Gambella, with particular attention to youth, women and girls. It is expected to be implemented in the course of 3 years. The project further seeks to bridge the humanitarian-development nexus and is underpinned by principles of inclusion, equity and sustainability. It focuses on strengthening Regional justice, security and victim support services to both the local Ethiopian population as well as refugees. Over the longer term such development oriented approach is expected to lead to more inclusive and cohesive local institutions and societies and contribute to increased peace, refugee solutions, resilience and development in the target districts. The outputs and activity results are designed to reinforce the capacities of local institutions and actors that are currently working on community safety, justice and human rights protection in both refugee and host communities, women empowerment and prevention of GBV/SGBV and to bring them together in a more inclusive and sustainable manner in accordance with Ethiopian legal and local administrative structures and refugee protection standards. The project will be jointly implemented with ARRA and various Ethiopian Ministries and Regional Government Offices (Police Commission, Justice Bureaus, Social Courts, formal district and high Courts, Regional Supreme Court, Bureaus of Women and Children Affairs, Security Administration and Gambella Ethiopian Human Rights Commission) with support from UNHCR, UNDP, UNFPA, UNWOMEN, UNICEF. The multi-stakeholder approach and focus on achieving refugee protection goals through more predictable and sustained support to host States and communities, is consistent with the 2016 New York Declaration on Refugees and Migrants, the 2016 World Humanitarian Summit, the 2016 Nairobi outcome document on effective development cooperation, the 2016 UN Resolutions on Sustaining Peace and the 2030 Sustainable Development Agenda of which Ethiopia itself is signatory. 1

II. Rationale for Project Coordination Specialist The year and a half work through consultancy was based on the above-mentioned Security and Safety needs in Gambella. In the meantime, during the development of the project, Ethiopia accepted to be considered as a CRRF focus country. A set of new and innovative approaches was required to increase the quality of protection and expand protection solutions for refugees in the country. The project development slightly shifted in the direction of supporting widely CRRF framework through which ARRA, UNHCR and UN development partners will try to work together to approach refugee responses through the lens of solutions and sustainable host community-refugee relations in the areas of safety and security and access to justice services. The purpose of the Consultancy in the period from November 2016- February 2017 with additional extension from March 2017 up to June 2017 was to implement community security and access to justice assessment in 7 camps and host communities, local administrations and formal rule of law. The baseline helped in development of comprehensive joint UN project proposal, budget and workplan for a 3-year; additionally, developed was draft fundraising strategy and separate packages for strengthening refugee community structures- Shurta (ToRs, Incident reporting). Further extensions (23 October 2017 30 April 2018) were based on the finalization of the project draft and budgets, implementation of the DIP 2017 seed funding pilot activities needed before the project is endorsed and moves into the joint implementation phase. The final version of the UNCSAJ project has following two outputs and nine activity results: Output 1: Refugees and Host Communities have access to basic safety services and conflict resolution and grievance mechanisms. Activity Result 1.1: Police is equipped with knowledge, skills and capacity to provide basic safety and security services Activity Result 1.2: Shurta is equipped with knowledge, skills and capacity to provide basic safety services and to collaborate better with the rule of law institutions Activity Result 1.3: Refugees and Host Communities are able to use community safety and conflict resolution mechanisms Activity Result 1.4: Women are empowered and lead in community safety platforms and peacebuilding committees Output 2: Refugees and Host Communities have improved access to justice and grievance mechanisms with additional attention to women and children Activity Result 2.1: Mobile Courts are rolled out serving refugees and host communities Activity Result 2.2: Customary grievance mechanisms are human rights sensitive including refugees, women and children rights Activity Result 2.3: Improved legal aid services and referral mechanisms Activity Result 2.4: Strengthening social and legal services for women and children Activity Result 2. 5: Protection and justice mechanisms strengthened for children and juvenile To be able to start with the UNHCR, UNDP, UNICEF, UNFPA and UNWomen joint implementation under the UNCSAJ project umbrella, together with national regional Government partners, and to initiate below described duties and responsibilities, there is a need for the employment of the Project Coordination Specialist who would finalize required work on: 2

Project endorsement and joint fundraising from 2019/2020/2021, Prepare management structure of the project including the set-up of the Project Board Regularly coordinate 2018 foreseen work with the UN agencies involved and Regional Government Offices in implementation of the project activities foreseen through project AWP Coordinate and implement UNHCR direct activities foreseen for 2018 under the project and Capacitate national staff who will be working on the project implementation through the course of next three years 2018-2021. Therefore, UNHCR is seeking the issuance of the contract under UNOPS procedures and working arrangements, for the Consultant who was already engaged in the development and implementation since November 2016, for the following period of time 1 June 31 December 2018. III. Duties and Responsibilities Under the direct Supervision of the UNHCR Sub-Office Gambella Head of Office and in collaboration with the Protection, Programme and CRRF Units, Project Coordination Specialist will be responsible to perform the following key functions: Project planning, management, monitoring and oversight Establish working procedures together with Gambella Sub Office and Addis Ababa UNHCR Representative Office, related to the management of the project and oversee their compliance during the duration of the project. In coordination with ARRA, UNHCR staff and all involved partners (UNDP, UNICEF, UNFPA, UNWomen), ensure coordination of activities and timely execution, based on the work plan defined with the project. Ensure proper coordination with ARRA, Regional Government, Project Board, and other incountry stakeholders, in particular coordination on daily basis with UN development partners to ensure harmonized support to the beneficiaries Engage capacity development initiatives to strengthen regional systems and processes. Assess the project impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results. Ensure timely submission of financial and narrative reports. Oversee timely preparation of reports for UNHCR, UN development partners and Project Board Conduct visits to the refugee camps and host community sites to supervise the UNHCR and UN development partner s activities supported by the project. Project Implementation and Partnership Manage the realization of the project outputs through activities; Develop activity work-plans for implementation of the project in close consultation with key partners incl. UNDP, UNFPA, UNWOMEN and UNICEF 3

Organize Project working group meetings with national and international partners on the ground, including preparing the agenda, reporting on the project results and dissemination of meeting minutes to all participants, and implementation of project working meetings decisions. Contribute to strengthening donor relationships and raise funds for activities within the project. Support an effective partnership with all stakeholders and ensure the long-term sustainability of the project. Determination of project areas of cooperation, based on strategic goals of UNHCR, country needs and donors priorities. Aggregate reports are regularly prepared on activities, outputs and outcomes. Support in Preparation of donor reports, meetings, missions. Advisory Support to National Partners, Executing (UN development) partners and Other Contribute to ensuring highest project technical quality. Provide support and substantive advice to HoSO and Management on various technical matters related to evaluation and implementation of activities within the project. Provide ARRA, regional government and participating national and international partners with technical and strategic advice ensuring highest technical quality to the implementation of the project. Advises on sharing knowledge on best practices. Ensure effective interaction on needs and support components between ARRA and UN development partners on the ground during the implementation as well as supporting UNHCR Gambella Management in safeguarding that national counterparts are satisfied with the strategic guidance and collaborative initiatives provided through the project. Project Reporting Draft internal and external reports, communication material, terms of reference, promote the exchange of best practices and innovative approaches. Follow-up with national staff on project activities with due consideration to budgetary issues. Prepare regular reporting for the UNHCR, UN development partners, ARRA and Project Board on the status of the project, impact assessment, project formulation, communication, and advocacy. Support Office in preparation of regular reports to donor. Support to National Team Contribute capacity building and technical advisory to the national staff Manage and support national staff in implementation of developed work-plan Support national team in development of technical project knowledge in the area of community safety and access to justice, gender, prevention of GBV/SGBV. Knowledge Management and Advocacy Promote the exchange of best practices and innovative approaches. 4

Ensure that information materials, tools and advocacy publications are produced and effectively disseminated through the UNHCR channels. In collaboration with internal and external partners actively identify and contribute to the project advocacy and outreach. IV. Recruitment Qualifications Education: First level university degree in Social Sciences, Development, International Relations, or similar field, with 7 years of work experience in project development, coordination and/or implementation. Or Masters level specialised qualifications in human rights, international development, peace-building and security, forced migration or other field relevant to the assignment with 5 years of relevant work experience in project development, coordination, and implementation. Experience: Required substantial experience Significant experience in the development of programmes and partnerships on peacebuilding, community security, traditional, justice and human rights in humanitarian and/or development settings Significant field experience in community assessments and programme development with international organisations and/or NGOs Familiarity with current approaches and standards in Rule of Law, democratic Governance; community security, PBCR and traditional justice capacity development 5

Proficiency in humanitarian and development project design and monitoring and evaluation systems Experience working in the great lakes and/or horn of Africa regions desirable Previous experience working with UNHCR and/or UN development agency desirable ethical standards Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability Development and Operational Effectiveness Ability to use sound judgment to ensure the effective and timely completion of tasks, including the ability to prioritize Ability to write accurately, and concisely Excellent soft skills required to facilitate the development of relations with stakeholders of concern, including refugees and asylum seekers Management Builds strong relationships with partners Consistently approaches work with energy and a positive, constructive attitude Demonstrates good oral and written communication skills Demonstrates openness to change and ability to manage complexities Language requirements: Fluency (written / oral) in English Remuneration: Monthly fees range between USD 8,100 to USD 10,800.Daily subsistence allowance for travel within the country will be payable as applicable.
