Larry Pagliaro called the meeting to order at 8:15 A.M. Larry asked for cell phones to be muted. All present were introduced. Larry requested approval of the distributed MWR Meeting Agenda. Motion by Tom Reitz, 2 nd by James Weddington and Jeff Craig to approve today s agenda and carried. MWR Secretary and Treasurer Reports MWR Secretary Jeanne Cassel - All in attendance were asked to sign the Attendance Roster. May 5, 2018 MWR Governors Meeting minutes were emailed to officers and governors on May 24, 2018. Motion requested to approve the minutes. Motion to approve minutes by Bruce Blunt, 2 nd by Joan Thomas, Motion carried. MWR Treasurer Nancy Bailey Four Financial docs are included with minutes (Contact your Governor for details) Report on region finances I/E Report, I/E Trend chart The reports were reviewed as well as anticipated expenses. Through discussion some corrections were needed. This reflects the corrected information. Complete as of Sept 6, 2018. The MWR Summary Report shows the activity from May 3, 2018 through Sept 6, 2018; and same page the MWR YTD Summary Report shows the net balance and ending checking account from January 1, 2018 through Sept 6, 2018. With the upcoming FUNdraiser it is anticipated we will have enough for the Awards Party. Financial report of the Memorial Day Weekend MWR FUNdraiser event This report dated May 26-28, 2018 was reviewed. The note on the bottom regarding Award Gift Certificates reflects the certificates some members selected instead of awards from the Award Party. The cost is a wash to the Region s bottom line. The difference between the Plan and Actual The original plan was for a 2-day event, but it went 3 days. On the Right is what we should have budgeted. We don t pay the dollars until and unless the Governors approve the items. Checks are held for reimbursements till approved. The Governors unanimously approved the expenditures. The multi-year MWR Balance, Expense & Income report depicts the trends of Year-End Balance, Yearly Expense, Yearly Income, and Yearly Profit or Loss over time. The comments column gives an example of what the fundraiser netted over years. The Annual Financial Plan depicts our current position. The red highlighted is negative from the plan; the green is to the good. New income/expenses considerations in prep for 2019 Financial Plan? At the November Governors meeting we will need to finalize the 2019 budget. Any items not included, or different, from the budget amount have to come to the Governors for approval. MWR-RMD Report Shannon Davis Report from RMD meeting Three clubs, Kettle Moraine Corvette Club, Midwest Corvettes and Wisconsin Corvette Club have members not entered since July. When clubs get membership papers and checks send them to Shannon. Membership cards are permanent. We are keeping the membership card. When processing members, please put the club number on the check along with the club name. When working with transfers or with new members, look for a past NCCC membership in the data base. 147 new members were processed for NCCC. This is up by about 20. There were 6 new members from NCM, but we lost 4 members who came through National Corvette Museum (NCM). Most NCM members do not renew. Governors were asked to reach out to these members. Shannon reaches out to them. Amelia Workman sends welcome e-mails. NCM are listed as Member-at-Large (MAL). The number of invalid e-mail addresses has declined. MWR has 9. Page 2 of 6

NOLA convention made a profit of ±$20,000. James Weddington announced that the Chicago Cross Roads Corvette Club is 100% NCCC. Data base information o By Oct 14, 2018 governors must submit all information to Shannon, Oct 15 at 9 PM CT the data base will close. Oct 17 th, the data base will reset. o By Dec 1, 2018 all renewals must be to Shannon. o Dec 8, 2018 the data base will be closed to all Governors. o Dec 15, 2018 is the renewals deadline for the data base; no exceptions to this renewal deadline. o Shannon will mail renewal instructions to all Governors. Amelia did a step-by-step guide. Total NCCC membership is at 18,762 in 237 clubs. MWR Membership is 2,409 members in 28 clubs with 40 MALs. Largest region club is Corvette Club of Illinois with 203 members. FOCA has 2,163 members. Windy City Corvette Club, with 133 FOCA members, has the most FOCA members in the MWR. MWR-RCD Report Ray Bair Report from the RCD Meeting: Ray has receipts for Nancy. Most of the edits for the Rule Book will be discussed in the November meeting. The Targa Brace affects group 1 and 1S. The new Rule Book will show it approved. This is a clarification. High Speed Cards will not be issued. The information is on the website and can be printed if desired. Ride-alongs to help a driver having a problem or needing course guidance was discussed. Currently a competing driver cannot ride along without either forfeiting the remaining runs or must wait till after the last run of the day. Discussion included the advantage if any, etc. a number of suggestions was presented including announcing or asking at the start of the event if anyone had any objections to ride-alongs should guidance be needed. MWR Competition items: Memorial Day Region Fundraiser report: This was a 3-day event. Governors were asked if they like the 3-day events. Discussion included the need for sufficient workers; how MWR can draw participants when other clubs have 21 events with 7 per day and we have 5 or 6 day events; what is the percent of our-of-region clubs attending and can we draw more out-of-region participants if we offer 7 events for all 3 days. The size of the course can add more time for workers but is the extra time that bad since they are there already; shorter days (5 or 6 events) spreads the sanctions over more days resulting in more weekends so would it be easier to get workers if the days were longer (7 events) but fewer weekends to work. Other discussion included starting earlier in the day to avoid afternoon heat; which lead to sunrise and sunset impacts. Rantoul is being sold and that may impact what can be done and for how many days going forward. Other discussion and topics: With Walt Jenkins help Ray is becoming good at on line forms. On-line registration is available for Oct 6-7. Due to medical issues Land of Lincoln was going to cancel Tire Rack Sept 29 th but Northern Rays and others have stepped up to help. More help will be needed. In the new Blue Bars Region News section Larry Pagliaro mentioned the Charity Food Pantry contribution. Joan Thomas mentioned that any cards printed for new members now show up as 2019, not 2018. The qualification for High Speed is added by Ray Bair as soon as he gets the info. It shows an expiration date. Proposed Rule Book changes were discussed. o Same classes next year as this year. The Gran Sport N for high speed was discussed but there wasn t any ground swell to make any changes. o The C4 tire issue has been canonized as a current practice. Tom Reitz asked if we now need to show membership cards since we returned to having membership cards. Ray said he brings his device to look up info. Many clubs no longer ask to see the membership card. At NOLA convention each High Speed registrant was checked for license, and membership was checked in the records. Joe Eller has a red-line version of invalid/not active membership numbers. The plan is to move all forms to the Appendix of the Rule Book to avoid a Rule Book change for form fixes. Page 3 of 6

Other discussion included the region s discretion to do an annual Tech ; and helmet topics included stickers on helmets so insides aren t torn out, DOT helmets; repainted helmets; Snell helmet identification. Joan Thomas offered to look into helmet stickers. Joan Thomas asked all to bring exhausted printer cartridges to her she can turn them into Staples for up to $20 per month, and can use the money for MWR purchases like stickers for helmets. 2019 MWR Competition Schedule Worksheet review 2019 Sanction Planning Schedule with revisions is with minutes. Ray Bair presented preliminary 2019 Sanction Schedule using the 2018 year as a starting point. Convention will cause Badger to shift their weekend. Governors went through the dates discussed options. The 2019 Sanction Planning Schedule with these minutes memorializes the changes made today. Governors were asked to discuss the dates with their clubs and maybe fill in needed sanctions by borrowing from other clubs. Also to confirm dates and ensure they are not exceeding 10 sanctions. The 2019 Competition Schedule will be finalized at the November Governor s meeting. Region Comp Number date Expansion Proposal Bill Docherty Proposed motion is included with minutes. In summary: This proposal spells out the Standard Operating Process (SOP) for assigned speed event numbers. Discussion followed. This will be presented at the November Governor s Meeting. Break Time 10:00 am to 10:15 AM October Region FUNdraiser event status: We have the location and sanctions; and Dave Crull of Corvette Club of Illinois arranged the Food Truck. Register and come run and/or work. Have FUN. MWR-RE Report Larry Pagliaro Members who have Passed since the last Governors meeting: Sandy Kirby, St Louis Corvette Club; and Margurite Boles, Corvette Club of Illinois. Report from RE meeting NCCC had a presence at Funfest. We manned a booth. ±$20,000 was the profit from NOLA Convention; $16,080 positive from Convention. Grants and Scholarship has ± $28,000 in the bank. Sponsorship was $41,000 this year. We are bidding out the 2019 membership cards printing. The RE s voted to discontinue the Newsletter Contest due to lack of interest. Standing rules The 2019 Bylaw changes are in an early draft stage and the Standing Rule changes will be presented to Governors in the afternoon meeting. One of the rules was to send minutes to just Governors. Larry changed that to include officers. They were all a cleanup of wording changes. Larry said that if all were in favor, he will vote proxies in favor of the changes. All affirmed. Gary Kelly questioned that if the info is not just for Governors, is to be in the Members Only section of the web site. Some stuff says members only. Larry will bring this up to Kathy Brisbois. MWR Items: Establish Sanction meeting Date and Location Larry Pagliaro asked if all are in agreement to hold this meeting at the November Governor s meeting here in St. Louis. All governors present agreed. Larry reminded all to check the Midwest Region web site as Joan Thomas does a good job of keeping all up to date. 2018 MWR Awards Committee: After our meeting, Bill and Bev Docherty offered to prepare our 2018 region competition awards. Much thanks from all. Region Recognition submissions? Larry Pagliaro mentioned Blue Bars articles. He has been including information on clubs and again asks for submissions of information. He adds people s names and clubs and puts them in bold. Some mentioned are Land of Lincoln and River City Corvette Clubs, St Jude s ride, and he like to put in club members that do extra charity events, personal Page 4 of 6

accomplishments, etc. recognizing that some will inadvertently be missed it s better to recognize those we can and apologize to those we might miss. Preference is to stay away from drive outs, etc. Blue Bars deadline is the 30 st of November Those who are doing articles remember this date. Appointed Officer and Committee Reports Officer Nominating Committee Report Tom Reitz and Bill Docherty The following is the slate of candidates: Regional Executive Larry Pagliaro. Going forward it would be nice to have more than one person running for an office. Shannon Davis is on the nominating committee for national offices. For national offices there will be: President o Dale Samuelson o Bernyce Molenda VP of Membership Amelia Workman Treasurer Chris Reitz Parliamentarian Kathy Brisbois Director of Public Relations John Cantelmo Electronic voting for officer elections process review Larry Pagliaro will prepare the electronic Region Ballot system REMINDER when voting, go in to vote you cannot just go in and look and then back out. There is a lockout that requires Walt Jenkins go in and reset the balloting. All Officer Candidate information to Webmaster for posting onto the Region web site Joan Thomas will get officer info on the web site. Appoint Teller Committee to review on-line election results/count ballots as necessary The teller committee will consist of Gary Kelly, Shannon Davis, Jeanne Cassel and Larry Pagliaro. The committee will meet on November 9, 2018 in the lobby of the Westport Hotel and will open, reconcile and print the electronic ballots and will open any written ballots that were submitted to the Regional Secretary. MWR Webmaster Report Joan Thomas The world wide web (www) is really not secure. Google is trying to get the internet safe. Chrome has made changes. This it to avoid hacking a page. We should make our clubs aware of this situation so they can secure their sites. Considerable discussion followed on how you can identify a secure or unsecure site and what can be done to secure your site. The s in the https generally indicates a secure site, as does the padlock symbol. It isn t really cheap but it may be well worth the cost. The cost for the region to secure our go daddy site is currently $59.98 per year or $119.98 for 2 years. James Weddington, Bill Docherty and Jeff Craig moved that we move forward and purchase the SSL. All approved. Any proposed amount should be put in the budget. Reminder there is a Social Calendar on our Midwest Region web site. Some use, some don t. Unfinished / Old Business Nancy Bailey reminded all that any change, addition or deletion for the 2019 financial plan to get her the information. She will send a reminder e-mail. If we print at the hotel the region incurs an expense from the hotel. Don t make copies of the agenda at the hotel. Page 5 of 6

For hotel reservations you can call 314-212-2134 At the next meeting we will ask for the Annual Audit Committee. The final draft of the financial Plan will be locked in this means we cannot spend more unless the governors approve. We will need a new form regarding assigned speed event number for governors. Other All: None New Business Bill Docherty mentioned next year is an anniversary year for the museum. Discussion about an anniversary present commenced. Ideas about a Tile ($1,000) or an ad, along with other suggestions were discussed. Any costs have to be added into the financial plan. We also want to keep watch on the bottom line.
