COMES NOW, Dominion Gathering & Processing, Inc. ( DGP ), by and through counsel, and does hereby provide the Responses to the Second Set of Interrogatories, Data Requests or Requests for Information by the Staff of the Public Service Commission of West Virginia ( PSC ) for DGP ( Second Set to DGP ). OBJECTIONS DGP hereby incorporates by reference each and every objection included in the Objections to the First Set to DGP filed on July 30, 2018, in the Responses to the First Set to DGP filed on August 6, 2018, in the Supplemental Responses to the First Set to DGP filed on August 10, 2018, and in the Second Supplemental Responses to the First Set to DGP filed on August 20, 2018. The information requested in the Second Set to DGP seeks data fiom DGP; however, DGP is not a party to the Matter and is not a PSC-regulated public utility subject to PSC jurisdiction. DGP is filing these Responses without waiving, and hereby expressly reserving any and all rights to further object to this Second Set to DGP on jurisdictional and procedural grounds.

Information Response No. 2-3: DGP provides gathering delivery service to five customers (in addition to Hope Gas, Inc., dba Dominion Energy West Virginia) through the gathering lines. 5

Information Response No. 2-4: DGP does not allocate the operation and maintenance cost of the gathering lines to its customers on a cost of service basis that is common for regulated utilities. DGP s service rates are generally negotiated with its customers based on the services to be provided and industry competition. 6

Information Response No. 2-5: As set forth in DGP s Response to DR No. 4 of the First Set, DGP provides gathering and processing services. DGP provides these services under agreements with pool operators, which include gas producers and marketing and aggregating entities. However, to the best of DGP s knowledge and belief, the other gathering delivery customers establish their own gas supply purchase arrangements with various pool operators on DGP s system under terms appropriate to meet the customer s needs. 8124773 7
Information Request No. 2-6: Are all customers who are transporting on the gathering lines paying a wet gathering retention? If so, are they charged the same rate as D EW will be charged under the 201 8 Service Agreement? If not, explain in detail why the charges are different. Is DETI paying the same rate as D EW for transporting on the gathering lines? Information Response No. 2-6: No. All customers moving gas on the gathering lines are not paying a wet gathering retention. The wet gathering retention is only charged to customers that move gas on DGP s wet gathering system. All customers with receipts on DGP s wet gathering system are charged the same wet gathering retention rate as that set forth in the 2018 Service Agreement with DEW. DGP does not have a service agreement with DETI to move gas on the gathering lines. The rates charged to DETI for moving gas on DGP s system would be based on DETI s agreement with a third party to move DETI s gas on its behalf. 8
