MODIFICATIONS TO THE AGENDA 1. Contract award for the Site and Civil Improvement Project for the Arcata/Eureka Airport Aircraft Rescue and Firefighting Facility, Airport Improvement Program (AIP) Grant 3-06- 0010-40, Project No. 919212. (CONSENT) RECOMMENDATION: That the Board of Supervisors receive and file the bids for the Site and Civil Improvement Project, award the project to the lowest responsible and responsive bidder, Mercer Fraser Company Eureka, California, in the amount of $1,890,758.00 for the base bid. The award is conditioned upon the Federal Aviation Administration (FAA) approving the corresponding grant funds identified in Recommendation 3. Authroize the Chairman to execute the agreement with the Mercer Fraser Company when staff approves the bonds and insurance, and the FAA approves the subject grant funds, and ratify the Director of Public Works signature to the AIP Grant Offer 03-06-0010-40 when the grant is offered by FAA to fund the above project. Letter of Support for the Open Door Community Health Centers HRSA Service Area Competition Grant. (Supervisor Virginia Bass) RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign the letter of support. 2. Support for the North Coast California Government Pacific Halibut Management Resolution (Supervisor Ryan Sundberg) RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Resolution. 3. Letter of Opposition to SB 594 (Hill): A measure which would silence the voice of police, sheriffs, cities, counties, special districts, public safety, schools and others. (Supervisor Virginia Bass) RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign the letter of opposition. Clerk of the Board 4. Approval of the Board Orders for Meeting of August 27, 2013. RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the August 27, 2013 Board of Supervisors Meeting as submitted. County Administrative Office 5. Local Strategic Workforce Development Plan 2013-2017. RECOMMENDATION: That the Board of Supervisors review the draft Humboldt County Local Strategic Workforce Development Plan 2013-2017 (Local Plan), included here, direct and authorize the Chair of the Board to sign the Local Plan, and direct staff to submit the final Local Plan to the California Workforce Investment Board (CA-WIB) for review and recertification of the Humboldt County Workforce Investment Board (HC- WIB). 6. Advanced Step Increase for Pamela Sloan, Extra Help Revenue Recovery Officer II
RECOMMENDATION: That the Board of Supervisors approve an advanced step increase for Pamela Stoan, Extra Help Revenue Recovery Officer II (class 1197, position X1) from Step 1A (range 337) to Step D (range 337), effective the pay period beginning September 1, 2013, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required). County Counsel 7. Revised Administrative Abatement Order - Auburn Sky LLC - 1414 Telegraph Creek Road, Shelter Cove, California, AP# 109-141-009. RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code sections 351-22, adopts the attached revised Findings of Nuisance and Order of Abatement regarding the property. 8. Revised Administrative Abatement Order - George Formby - 1378 Telegraph Creek Road, Shelter Cove, California, AP# 109-141-010. RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code sections 351-22, adopt the attached revised Findings of Nuisance and Order of Abatement regarding the property. Public Works 9. Request for Proposals from Engineering Firms for Design Engineering and Project Development for Grizzly Bluff Road Bridge (04C-0209) over Williams Creek. RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to advertise and distribute the attached Request for Proposal (RFP) from qualified firms for design and project development services for construction of a new bridge on Grizzly Bluff Road over Williams Creek. Further, authorize the Director to negotiate with the selected firm to develop a contract for review and authorization by the Board of Supervisors. 10. Request for Proposals for Technical Assistance for North Coast Region Disadvantaged Communities Water and Wastewater Providers. RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to issue the attached Request for Proposals (Attachment 1) for technical assistance and direct Public Works to bring a professional service agreement with the selected consultant firm back to the Board for review and approval.
11. Contract Award for Murray Field Airport Wildlife Exclusion Fence Construction Project, Airport Improvement Program (AIP) Grant 3-06-0072-09, Project No. 919266. RECOMMENDATION: That the Board of Supervisors 1. Receive and file the bids for the Murray Field Airport Wildlife Exclusion Fence Project. 2. Award the project to the lowest responsible and responsive bidder, Mercer Fraser Company, Eureka, California, in the amount of $408,215 for the base bid. The aware is conditioned upon the Federal Aviation Administration (FAA) approving the corresponding grant funds identified in Recommendation 3. 3. Authorize the Chairman to execute the agreement with $408,215 when staff approves the bonds and insurance, and the FAA approves the subject grant funds. D. SPECIAL PRESENTATIONS 1. Proclaim September 2013 as Local Food Month in Humboldt County. (Supervisor Rex Bohn) RECOMMENDATION: That the Board of Supervisors adopt the Proclamation. 2. Proclamation for Constiution Week in Humboldt County. (Supervisor Ryan Sundberg) RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Proclamation. 3. Introduction of Ordinance Amending Section 421-5 Relating to Stop Signs on Maplewood Drive, 422-7, 422-10 & 422-12 Relating to Speed Limits on Mattole and Red Cap Road, Repealing 422-10 (27) Relating to Speed Limits, and Revising Section 431-28 Correcting the Road Name and Adding a Section Relating to Parking on Empire Avenue to Title IV of the Humboldt County Code. RECOMMENDATION: That the Board of Supervisors introduce the attached Ordinance by title and waive the first reading, set the Ordinance for adopton on September 10, 2013 or at least one week away, direct the Clerk of the Board to publish the pre-adoption summary of the Ordinance and to post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board, both publications to be done at least five (5) days prior to the Board meeting at which the Ordinance will be adopted (Government Code Section 25124 (b)(1), direct the Clerk of the Board, within 15 days after adoption of the Ordinance, to publish a post adoption summary of the Ordinance with the names of the Supervisors voting for and against the Ordinance, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted Ordinance and amendments along with the names of those Supervisors voting for and against the Ordinance (Government Code Section 25124 (b)(1), and direct Public Works to file the attached Notice of Exemption with the County Clerk in accordance with the California Environmental Quality Act. RECOMMENDATION: That the Board of Supervisors open the public hearing, introduce Ordinance NO. (Attachment B) by title and waive further reading, receive the staff report and public testimony, approve Resolution No. (Attachment A), adopting the Planning Commission's findings (Attachment E), adopt Ordinance NO. (Attachment B) amending Section 311-7 of the Humboldt County Code by reclassifying property in the Salmon Creek area (ZR-12-008 Norton) from Unclassifed (U) to Timberland Production Zone (TPZ), approve the Lot Line Adjustment (LLA) subject to conditions in the Planning Commission staff report (Attachment E) to result in Parcels A and B of approximately 85 and 88 acres, respectively, and the "division" of lands into assessor parcels containing less than 160 acres for which a Declaration of Covenants, Conditions and Restrictions Implementing a Joint Timber Management Plan (JTMP) and Guide (Declaration) (Attachment G) has been executed and a JTMP has been prepared pursuant to nsection 51119.5 (Attachment H) (Note: a 4/5 vote is required), Direct the Clerk of the Board to record a Certification of Rezoning (Notice of Timberland Production Zone Status) (Attachment C) on the parcels pursuant to Sections 51117 and 51141 of the California Government Code (C.G.C.), after attaching a copy of the fully executed Ordinance and Map (Attachment B, Exhibit A), Direct the Clerk fo the Board to publish a summary of the Ordinance within 15 days after adoption of the ordinance by the Board, along with the names of those Supervisors voting for and against the ordinance (Attachment D) and to post in the Office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance, direct Planning and Building Department, Planning Division, to file a Notice of Exemption pursuant to California Environmental Quality Act (CEQA) and to record the Declaration with the JTMP, Direct the Clerk of the Board to record in the minutes of the Board meeting that the ordinance has been duly published and posted and to give notice of the decision to the applicant, the County Assessor's Office and any other interested party, and close the public hearing.
