Notices of Motion: Motion: SURPLUS FARM DWELLING MOTION WHEREAS policy 2.3.4.1(c) of the Provincial Policy Statement, 2014 provides that a severance of a residence surplus to a farming operation as a result of a farm consolidation may be permitted, subject to conditions; AND WHEREAS policy 4.6 of the Greenbelt Plan, 2005 provides that a severance of a residence surplus to a farming operation as a result of a farm consolidation may be permitted, subject to conditions; AND WHEREAS other Ontario municipalities outside of Halton Region permit severances of residences surplus to farming operations in appropriate instances; AND WHEREAS subsequent to the approval of ROPA 38 by the Region of Halton, members of the Region s farming community have raised concerns about ROPA 38 s restriction on the severance of surplus farm dwellings; AND WHEREAS the severance of surplus farm dwellings can have beneficial impacts to the rural area such as encouraging the expansion of agricultural use of lands and increased productivity of prime agricultural lands; THEREFORE BE IT RESOLVED that the City of Burlington requests the Council of the Region of Halton to change the proposed surplus farm dwelling policies contained in ROPA 38 to permit the severance of a residence surplus to a farming operation, provided that: 1) no new residential dwelling unit is permitted on the new lot; 2) that the new lot is not subject to any further severance; and 3) the severance is in conformity with all provincial plans; AND FURTHER THAT this resolution be forwarded to the Regional Clerk for inclusion on the Planning and Public Works Committee agenda for its meeting of March 25, 2015 and distribution to all members of Regional Council.
