The Constitution of the COLLEGE REPUBLICANS AT WESTERN MICHIGAN UNIVERSITY PREAMBLE The purpose of the College Republicans at Western Michigan University is to be an organization for students to gather and represent the GOP on WMU s campus. WMUGOP will offer networking and professional opportunities to its members. As well, it will spread Conservative and Republican ideas.
ARTICLE I : Name The name of this organization shall be the College Republicans at Western Michigan University, which will hereafter be referred to as the WMUGOP. ARTICLE II : Membership Any student will be considered a Prospective Member until they ve completed Membership Requirements. Only Members are eligible to vote in elections. Members can lose Membership from lack of Attendance Policy. Section A: Membership Requirements Must be currently enrolled WMU student. Provide valid name, email address and phone number Must attend a minimum of 2 General meetings. Following the above, Members present shall vote at a General meeting to have at least two thirds (2/3) favor in support of Prospective Member to become a Member. *Non-Discrimination Policy: No individual will be denied membership because of race, color, religion, national origin, sex, sexual orientation, gender identity, age, protected disability, veteran status, height, weight, or marital status. Section B: Attendance Policy Members are required to attend a minimum of one half (1/2) of General meetings as a Member unless excused by the elected or acting Chairman presiding over each meeting. *Members will be notified when they lose Membership. Section C: Voting Privileges Only Members votes are valid during any voting or election process. Members must be present to cast votes.
ARTICLE III : Executive Board Section A: Positions Chairman: Vested with visionary leadership of WMUGOP. Serves as the primary contact between WMUGOP and KGOP/MIGOP/Michigan Young Republicans/MFCR/outside organizations. Presides over the Executive Committee and Executive meetings. Oversees the efforts of the WMUGOP and its Officers. Co-Chairman: Vested with assisting the Chairman with leadership of WMUGOP. Presides as temporary Chairman in his/her absence. Outreach Vice-Chairman: Vested with the growth of WMUGOP in membership and prestige. Serves as the primary contact between WMUGOP and other student organizations on and off campus. Conducts all recruiting activities and events. Organizes events and programs to showcase WMUGOP and republicans in general to the campus community. Administrative Vice-Chairman: Oversees and works with the Student Organization Representative(s). Serves as the primary contact between WMUGOP and WMU s University system. Serves as Parliamentarian of the WMUGOP. The person all members report to or go to for directions/questions. Creates agenda for General meetings with input from other members/executives. Treasurer: Chief financial officer of WMUGOP. Works alongside the Executive Committee to create, provide and implement a budget. Determines and records dues for Members. Must attend University financial workshops (WMU policy). Secretary: Logs attendance at Executive and General meetings. Records all members names, email addresses, and phone numbers Responsible for providing minutes and updates of Executive meetings to the Executive Committee. Responsible for providing minutes of General meetings to members.
Section B: Qualification for Holding Office Must be a WMUGOP Member. Section C: Election of Officers Held at last General meeting of the spring semester (each year). Elections for the Chairman, Co-Chairman, Outreach Vice-Chairman, Administrative Vice- Chairman, Treasurer and the Secretary will take place. Elections are presided over by the Chairman. If a majority cannot be made after two attempts (or no one is running for the position), the Executive Committee will determine the best course of action. The Executive Committee may schedule and regulate special elections to fill vacant positions. A honorary member of the Executive Board may be added. This person must make a proposal at a General meeting addressing why they think they should be added to the Executive Board. Examples include GOP Candidates or MFCR Executive Board members. This person should be included in all Executive Board meetings, and has all privileges other Executive Board members have. *The Executive Committee has reserved authority to appoint willing members to such offices or to tie the roles of those offices to other offices if necessary. Section D: Removal of Officers A confrontation of No Confidence may be made to the Executive Board by any member. Following, any Executive Board Officer may censure motion to remove the officer. If censure motion is seconded, the officer may be removed by a majority vote of all other officers during the following Executive Board meeting.
ARTICLE IV : Finances Section A: On-campus Accounts WMUGOP and its Executive Committee will follow and be subject to all University policies, procedures, and practices regarding student organization accounts and finances. Section B: Dues and Fees Annual and lifetime dues shall remain equal to that of the previous year unless otherwise stipulated by the Executive Board. Dues are not required, and shall only be created when the Executive Board sees fit. Section C: Financial Policy The financial books and records of WMUGOP will be audited at least once a year by the Treasurer. ARTICLE V: Statement of Compliance WMUGOP will comply with all SALP and University policies, procedures, and practices and all local, state, and federal laws.
Section A: Constitutional Convention ARTICLE VI : Amendments Scheduled in between spring and fall semesters. All Members are eligible to participate in Constitutional Convention. Constitutional Convention purpose is to determine the course and structure of the organization for the upcoming school year. Constitutional Convention provides the only opportunity to change and ratify the current WMUGOP Constitution. Convention results will hold until the next mandated convention or if a special convention is called by membership of WMUGOP. *All WMUGOP Members must be notified by the Secretary and be provided opportunity to attend each Constitutional Convention. Section B: Quorum A majority of one half (1/2) membership must be present for a quorum order to conduct business. Section C: Parliamentary Authority The parliamentary authority under which the WMUGOP will operate is Robert s Rule of Order (with exceptions made by the Executive Board).
