The Council meeting opened with Grace Kosch leading in prayer and Mayor Kelterborn was in the chair. Carried Petitions: None PUBLIC MEETING: Proposed Township of Wellesley Development Charges Background Study, presented by Andrew Mirabella, Hemson Consulting Ltd. and Stephen Krzeczunowicz, Project Director 159 Moved by: Jim Olender - Seconded by: Shelley Wagner That Council meeting adjourn to hold a public meeting with respect to the proposed Township of Wellesley Development Charges Background Study. Carried Andrew Mirabella, Hemson Consulting Ltd. Mr. Mirabella provided a power point presentation outlining the background of the Development Charges Study. Mayor Kelterborn asked if members of Council have any questions. Councillor Olender questioned when the last increase was. Mr. Mirabella responded in 2004. Will McLaughlin, CAO stated the Region of Waterloo has undertaken a review of their Development Charges By-law in 2014. Mayor Kelterborn asked how the calculation was arrived, was staff involved? Mr. Mirabella responded, yes from the beginning.

Rik Louwagie, Chief Building Official responded agricultural buildings are exempt currently and under the proposed By-law, they would continue to be exempt Mayor Kelterborn asked is there are any persons who wish to make an oral or written submission in opposition of the proposed By-law. If so, they are to please give their names, addresses, postal code and email addresses to the Clerk. Frank Reis, Reis Construction What do the developers contribute? Rik Louwagie, CBO responded the developer pays for everything within the development. Development charges are for outside the develop to keep the level of services Ron Stroh Stroh Homes $ go to storm water management sewer comes from regional Dan Lavigne, Lavigne Homes Mr. Lavigne stated economics plays a big part of that! Stephen Krzeczunowicz confirmed. Mr. Lavigne questioned the need for a new aerial truck and fire hall in the Township. Mr. Lavigne stated we want progression, but make it reasonable, we understand increases, further suggesting to phase in the increases. Ron Stroh questioned the connection of levies Regional and Township? Theresa Bisch, Treasurer responded we are on the same cycle. Luanne VandeCamp, VanDeCamp, Vandecamp Custom Homes Inc. Luanne VandeCamp stated if we want to kill growth in Wellesley Township this is a good way to do it. We would have to move to make a living Helmut Trimmel Helmut Trimmel asked if the increase has already been decided? Council to make that decision at a future meeting. Blaze properties Rik Louwagie, CBO read written submission from Blaze Properties.
