Context: Under the direct supervision of the Regional Director (RD) for IOM's Regional Office (RO) for West & Central Africa, and the technical oversight of the Director of Migration Health Division (MHD) in headquarters (HQs), the successful candidate acts as a regional thematic resource person and will be accountable and responsible for the technical supervision, effective coordination, and strategic direction of all MHD programmes in the areas of 'Health Promotion and Assistance to Migrants' and 'Health Assistance to Crisis Affected populations' undertaken by IOM in the countries covered by the RO for West & Central Africa based in Dakar, Senegal. Core Functions / Responsibilities: 1. Review, endorse and monitor implementation of project proposals developed by Country Offices (COs) - including those having a multi-country focus - in West & Central Africa, to ensure that they are: a) consistent with IOM's policies, thematic guidance notes and any relevant national policies and/or regional strategies; b) coherent, relevant, and feasible, and take into Page 1 / 5

account good practices in the area of migration health; c) developed according to IOM's project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs). 2. Facilitate the development of new migration health projects including, health assistance for crisis affected populations related activities (H3), including emergency preparedness, response and recovery activities, and health promotion and assistance for migrants (H2), by providing technical and project development support to IOM's COs and ROs in West & Central Africa, in line with the MHD strategic objectives. 3. Supporting project implementation in West & Central Africa with thematic guidance and project management backstopping, and monitoring and evaluation assistance to project managers. 4. Align the migration health strategies and priorities in the region with global health goals, regional trends and existing policy frameworks set by relevant health authorities, in close coordination with the RDs, Chiefs of Missions (CoMs) and thematic specialists in the region, as well as the Director of MHD in IOM HQs. 5. Develop, strengthen and expand partnerships with national Ministries of Health, World Health Organization (WHO) Country Offices and other relevant parties in order to assist IOM COs to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level). 6. Guide IOM COs in engaging and/or coordinating with WHO Emergency Coordinators, the Health Cluster and other relevant humanitarian coordination mechanism at the country level on IOM's emergency preparedness, response, and early recovery efforts. 7. Support emergency response efforts at the onset of a crisis in countries where MHD capacity is limited and facilitate the establishment of MHD presence in the response; maintain a regional emergency roster of MHD personnel. 8. Coordinate closely with the Manager of IOM s Health Assessment Programme (HAP), with regard to activities in the programme area Migration Health Assessment and Travel Health Assistance to Migrants. 9. Coordinate closely with the Head of IOM s Mental Health, Psychosocial Response & Intercultural Communication Section with regard to activities in that programme area. 10. Lead the effort of consolidating a strategy and vision for IOM MHD in West & Central Africa to strengthen public-private partnerships on migration and health, especially in key sectors in the region. 11. Provide technical review of interim and final narrative progress reports submitted by COs, in close coordination with the Regional Liaison and Policy Officer (RPLO) in RO Dakar, for forwarding to the Donor Relations Division (DRD). 12. Facilitate close collaboration with IOM's other service areas in the region, such as Labour and Facilitated Migration, Migration and Development, Migrant Assistance, Immigration and Border Management, and Emergency Preparedness and Response, Transition and Recovery, MHPSS in order to integrate and mainstream health into project proposals, tools and strategies where relevant and possible. 13. Liaising regularly with donors and health & development partners in the Region, in close collaboration with other RO initiatives to raise funds for project proposals on migration health in the region. 14. Contribute to building the capacities of IOM staff in the relevant MHD programme areas through a combination of formal training and on-the-job mentoring on topics such as emergency Page 2 / 5

preparedness and response, including Public health emergencies and the Global Health Security; migration health and TB/HIV/STI/malaria; health systems strengthening. 15. Maintain a high level of science, global and public health methods expertise, and ensure that analysis and sharing of health data of significant relevance stemming from IOM programme in the area of migration health is maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence. 16. Analyse and regularly share critical developments and best practices with MHD HQs and contribute to thematic policy development and regional and global reports. Initiate regular written reports on achievements and challenges in the region for dissemination among missions in the region and relevant departments. Ensure smooth sharing of relevant information among migrant health colleagues in the region. 17. Participate as a member of IOM's thematic network of regional specialists on migration health. 18. Contribute to IOM knowledge management at the regional level, in coordination with other Regional Thematic Specialists (RTSs) and RPLO 19. Perform such other duties as may be assigned. Required Qualifications and Experience: Education University degree in Medicine from an accredited academic institution with at least nine years of professional experience; or University degree in Medicine from an accredited academic institution plus Master s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with seven years of relevant professional experience. Experience Nine years of professional experience of which at least five years are at an international level, preferably involving migration health issues; Experience in managing relevant public health programmes; Strong programme development and management experience in the health field; Proven capacity and vision to develop and implement programmes in the area of migration and health; Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society; Proven experience in communicating scientifically to specialized audiences,technical guidance and briefing notes, as well as clearly communicating on public health matters to a general audience, experience developing and delivering trainings in the public health domain; Excellent communication and negotiation skills; Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds; Strong interpersonal and organizational skills; Demonstrated capacity to adapt experiences, tools and approaches developed in other settings to the local context; Ability to maintain effective working relationships with international, governmental and non-governmental officials.
